Announcing Skyline's New Principal

Dear staff and families:
I am pleased to announce that Philip Rafferty will be joining us as the new Principal of Skyline K-8, starting in the 2024-25 school year. With his wealth of experience and dedication to education, Philip is set to lead our Skyline community to new heights!
Philip began his education career in 2007 in Queens, NY at St. Francis Preparatory High School where he taught literature. He joined PPS in 2014, spending his first four years as a language arts, social studies, and ELL teacher at Jefferson High School. Philip joined the Robert Gray Middle School staff in 2018, first as a teacher, and eventually served as the interim assistant principal.
Since the summer of 2021, Philip has served as a full-time administrator in PPS, first as a summer acceleration principal at the Bridger hub site, then as interim principal at Arleta K-5 before becoming the principal of Duniway Elementary School, where he has served for the last two years.
Mr. Rafferty’s background and passion for equitable education make him an excellent fit to lead Skyline K-8. He looks forward to working closely with students, parents, teachers, and staff to ensure that every student reaches their full potential.
Philip holds a bachelor's from St. Francis College, an MA in English literature from Brooklyn College, an M.Ed in social justice education from the University of Oregon, and a certificate in school administration from Concordia University. Mr. Rafferty is currently a doctoral candidate in educational leadership at the University of Oregon.
