JCAR Ruling and School Mask Mandate
Hello D103 families,
Today, the Joint Committee on Administrative Rules (JCAR), a legislative panel in charge of reviewing administrative rules for state agencies, denied the Illinois Department of Public Health’s (IDPH) request to extend their emergency rules for schools, including masking. There has been confusion regarding whether or not this applies to the Governor’s Executive order requiring masks. To clarify, JCAR has no authority to rule on the Governor’s Executive orders. Given that, the Governor’s Executive order requiring masks still remains in place for every person not named as a plaintiff in a recent lawsuit.
Yesterday, I sent an email outlining a plan for moving to masks being optional but recommended starting March 7. Nothing has changed in relation to that plan and masks will continue to be required in all D103 schools. We ask for your continued support and patience as we work with students, parents and staff on this transition.

Board of Education Meeting
The next Board of Education meeting will occur at 7:00 p.m. Tuesday, Feb. 22. The notice and agenda can be found on the District 103 Board meeting website page. D103 board meetings are being held in-person and live-streamed each month on our YouTube Channel.
