Hello, Region 11 CTE and CCMR!
Welcome to December! This month always seems to magically speed by in a flash as we look forward to time off while trying to finish out a semester, prepare for holidays, and enjoy many celebrations at work and in our personal lives. It feels like we try to squeeze something into each and every wonderful moment.
If you have great things to share with your peers, and we know you do, consider presenting at the Expert-to-Expert Summit on January 30! The call to present is found below in the newsletter. Remember, we are better together, and this is a great way to collaborate and share your sparkle!
As you are in the middle of the hustle and bustle of finishing out 2023, know that we wish all of you the most wonderful of holiday seasons. We hope you find time to enjoy and relax over your break, and we look forward to supporting you in 2024!

Programs of Study Refresh
Student Attendance Accounting Handbook Update
In adjusting for tiered CTE-weighted funding and alternative school calendars, some language in the Student Attendance Accounting Handbook (SAAH) related to average daily minutes for CTE-weighted funding was changed. The Texas Education Agency will review this language to ensure it does not lead to unintended consequences or create a hardship for districts. While TEA makes a determination on the appropriate language for future school years, the following policy will be in place for the 2023-24 school year:
Local Education Agencies (LEAs) that receive CTE-weighted funding must ensure CTE class periods are a minimum of 45 minutes on traditional bell schedule days.
Proclamation 2024
SBOE Approves Instructional Materials
AUSTIN, Texas – November 27, 2023
The Texas State Board of Education (SBOE) voted to adopt instructional materials in response to Proclamation 2024 and explored adding a first-of-its-kind ethnic studies course focused on American Indian/Native studies for millions of Texas students at the regularly scheduled meeting November 14-17.
Proclamation 2024
The board spent the week discussing and approving submitted instructional materials under Proclamation 2024. The SBOE issued Proclamation 2024 in April 2022, calling for instructional materials for science, technology applications, personal financial literacy, and specified career and technical education (CTE) courses. The board reviewed materials for Kindergarten through Grade 12 to ensure Texas Essential Knowledge and Skills (TEKS) alignment. Additionally, board members required that identified errors be corrected and ensured materials were suitable for each grade level. Overall, the SBOE approved more than 150 instructional materials in English and Spanish from more than a dozen publishers.

Summary: The proposed amendment would update innovative course application and approval requirements.

Public Comment Period: October 13, 2023, to 5:00 p.m. on November 13, 2023
The SBOE will take registered oral and written comments on the proposal at the appropriate committee meeting in November 2023 in accordance with the SBOE board operating policies and procedures.
Proposed Effective Date: 20 days after filing as adopted with the Texas Register

Commissioner of Education Rule Review

The following Texas Administrative Code (TAC) rule review notices were filed with the Texas Register for publication in the November 17, 2023 issue. To view the notices in the Texas Register, go to the Secretary of State's website.
Proposed Review of 19 TAC Chapter 66, State Adoption and Distribution of Instructional Materials, Subchapter AA, Commissioner's Rules Concerning the Commissioner's List of Electronic Instructional Materials; Subchapter BB, Commissioner's Rules Concerning State-Developed Open-Source Instructional Materials; Subchapter CC, Commissioner's Rules Concerning Instructional Materials and Technology Allotment; and Subchapter DD, Instructional Materials Portal
Summary: As required by Texas Government Code, §2001.039, TEA will accept comments as to whether the reasons for adopting 19 TAC Chapter 66, Subchapters AA, BB, and DD, continue to exist.
Public Comment Period: November 17, 2023-December 18, 2023

Performance Reporting Updates
2023 Accountability
On Tuesday, November 14, in the To the Administrator Addressed (TAA), the agency announced the release of the 2023 accountability reports and federal reports available in TEAL, as well as public release information. The purpose of these reports is to assist leaders with internal evaluation of academic performance using underlying data from the 2022-23 school year. 2023 Accountability Reports and Data Tables and 2023 Accountability Data Downloads were posted in TEAL without scale scores or A-F ratings. This includes campus Comprehensive, Targeted, and Additional Targeted Support designations under federal accountability. The 2023 STAAR, Growth, AEA Retest Growth, and EL Student Listings are available in TEAL. (CCMR Final Student Listings were posted on August 23, 2023). The data relies on the methodology from the 2023 Accountability Manual, posted on October 31, 2023.
District Results Driven Accountability (RDA) Reports are Now Available (November 16, 2023)
CTE Facility Safety and Security Research
The Texas School Safety Center (TxSSC) and the Texas State University Department of Agricultural Sciences are conducting a research study to understand the unique safety and security needs of CTE facilities across Texas. As a CTE stakeholder, your input is greatly appreciated to help TxSSC develop more appropriate and relevant safety and security guidance to meet these unique needs. An email was sent from txssc-ir@txstate.edu to all middle and high school principals in Texas; it includes a link to a survey along with information about the study itself. The aim is to receive only one response per school. For more information, please contact the study’s Principal Investigator, Elizabeth Ekren, Ph.D., at syd14@txstate.edu or the Co-Investigator, Rachel Hall, at rhall12@txstate.edu.
PEIMS Updates
To improve security regarding student data and protect personally identifiable information, Public Education Information Management System (PEIMS) IDs are now masked in TIDE when the student’s PEIMS ID is also their social security number. TIDE users will now see asterisks (****) or bullet points (●●●●) in place of most digits. Functionality for adding or deleting PEIMS IDs remains unchanged for district and campus users. District testing personnel may continue to upload PEIMS IDs in student registration and additional student field files.

Call to Present
2024 Expert to Expert: Connecting Industry Practitioners and Educators Summit
We have opened the call for proposals to present at the 2024 Expert to Expert: Connecting Industry Practitioners and Educators Summit.
The ESC Region 11 Career & Technical Education Team is hosting its annual Expert to Expert Summit in collaboration with the Regional Industry Advisory Board. The event will be held at ESC Region 11, located at 1451 S. Cherry Lane White Settlement, Texas, 76108, on Tuesday, January 30, 2024, from 9:00 a.m. to 3:30 p.m. Presentations will be 45 minutes in length, including time for Q&A and presented live to a face-to-face audience of CTE teachers, CTE leaders, and secondary counselors.
We are seeking proposals that align with the strands of Career & Technical Education, College Dual Credit, P-16 Initiatives, Work-based Learning, CTSOs, and Industry Partnerships. The deadline for submission is Monday, December 11, 2023, by 5:00 p.m. Accepted proposals will be announced no later than Monday, December 18, 2023. There are required fields that are marked with an asterisk. All required fields must be completed in order to submit your proposal. Please note there will be no vendor presentations accepted, and all presenters are required to sign a No-Fee contract with ESC Region 11.

USGS Releases New Interactive Clean Energy Database

RESTON, Virginia - All large-scale solar energy facilities can now be found on a single map, thanks to the U.S. Geological Survey and the U.S. Department of Energy’s Lawrence Berkeley National Laboratory. This interactive map is based on the United States Large-Scale Solar Photovoltaic Database (USPVDB) and is called the USPVDB Viewer.
ARISE Drone Challenge
The Aerial Robotics in STEM Education (ARISE) Drone Engineering Challenge will be holding two Open House sessions for teachers who are interested in learning more about ARISE, the ARISE drone curriculum, the ARISE Conference, and the ARISE Drone competition.
Who: High School Engineering Teachers, CTE Teachers, High school engineering students, CTE students, Science Students, or any students interested in an engineering challenge

The ARISE Drone Engineering Challenge is an outdoor drone competition where high school students compete in authentic flying conditions. Teams will compete in 4 different events at the competition to do the following:
- Deliver objects to a given target during a 5 min. Line of Sight competition
- Compete in an autonomous flying competition over 1.5 miles
- Produce an engineering presentation and documentation about their drone design
- Produce a presentation on their teamwork and project planning. The drones have stock specifications, GPS sensors, and open-source flight controllers (PixHawk), but, otherwise teams can design their drones using any materials they choose

Career and Technical Education downloads will provide a list of in-demand occupations that are aligned with Texas Career Cluster and Statewide CTE Programs of Study information. This data is arranged by region and contains relevant labor market information to help understand which jobs are most likely to be available and well-compensated.
Understanding how CTE programs align with meaningful employment opportunities can assist school districts in making informed decisions about high-wage, in-demand occupations to justify the creation of new Career Technical Education (CTE) programs and to guide program design. The information provided ensures that students have appropriate CTE opportunities while strengthening local economies.

TEA CTE Professional Development Opportunities
CTE 101
CTE 101 has been refreshed to reflect current legislation and best practices in career and technical education. This course is designed for both new and experienced CTE administrators and secondary school counselors, providing insights regarding Perkins V legislation, labor market information, programs of study, industry-based certifications, and alignment of your CTE program with local workforce demands. This introductory video highlights what you will learn in CTE 101.
CTE 102
CTE 102 is currently in development and will be released in the summer of 2024. This course will focus on K-12 college and career readiness, CTE program evaluation, expansion, and support of CTE teachers.
Professional Development for Administrators and Counselors Related to CTE
