Dallas ISD Human Capital Management
Human Capital Management (HCM)
The District understands when teachers are absent it is important that students receive uninterrupted classroom instruction. To ensure that campuses have the personnel needed to continue uninterrupted instruction, the Human Capital Management has partnered with several third party vendors for the 2022-2023 to deploy substitutes to our most heavily-impacted high priority campuses. The partnership has contributed to an increase in substitutes at 35 high priority campuses resulting in more substitute teacher support to ensure that all classes are covered in the absence of a teacher.
The Dallas ISD Substitute Office serves as the primary liaison between third party vendors & campuses to ensure that substitutes are reporting daily to meet the overall needs of the District.
Teaching and Learning
Professional Development and Curriculum Materials
Congratulations Accomplished and Breakthrough campuses on the work that you are doing with students to advance student achievement! The Teaching & Learning division is excited to announce an opportunity for Accomplished and Breakthrough campuses to apply for funding for professional development and curriculum materials.
Accomplished campuses may submit a proposal for consideration to receive up to $2000 and Breakthrough campuses may submit a proposal to receive up to $1000 to purchase campus specific curriculum resources for instructional lesson design and delivery and/or to cover registration fees for campus selected specialized professional development.
Campuses have until December 16, 2022 to submit their proposal using this Google Form. The awarded amount will be determined by the total number of submissions divided by budget capacity.

Attendance and Engagement Support PreK-12
We are excited to continue our work to increase student attendance and engagement through a partnership with EveryDay Labs. Through this partnership, student attendance will be monitored for all students PreK-12. Our goal is to support the work schools are doing on a daily basis by assisting students to be present, connected and engaged in learning.
Key Takeaways
- Families of students at risk of chronic absenteeism will begin receiving nudges in late November.
- No action is needed by campuses (this is provided as a service for you).

Each session will be differentiated for participants to learn how to create content specific item types. Prerequisite: Participants must be familiar with How to Create an Item Bank Assessment.
For more information review the handout here.
Local Accountability
Our Local Accountability System exudes the Dallas ISD philosophy of educating the Whole Child. With the impact of COVID-19, we have submitted our amended accountability metrics to the Texas Education Agency for final approval. The Department of Evaluation and Assessment will communicate all updates as soon as they become available. For more information regarding the LAS, visit dallasisd.org/LAS.
Effective in the current 2022-2023 school year, Dallas ISD campuses will use their overall State Ratings as their formal campus rating instead of the previous Local Accountability System (LAS) rating. The Local Accountability System will continue to be used to provide campuses with their Theory of Action Autonomies, however the State Rating will be used to provide Theory of Action Supports for campuses.
