Some thoughts for the starting school year
Welcome Back!
As we kick off the 2023-24 school year, the Medicaid Team is excited to share the updated Medicaid Messenger newsletter. The new format will enable us to tailor messages to each service provider group as well as provide ease of access to Medicaid policies, procedures and the new county-wide forms. Plus, you can easily navigate through Medicaid Messenger by simply clicking on a title in the Table of Contents located in the upper left corner of your screen.
The Special Education Director Edition will include policy updates, details of upcoming audits, MISTAR reports and how to track Medicaid requirements and other useful information as the school year progresses. In addition to the Special Education Director Edition of the Medicaid Messenger, we have tailored separate editions for:
- Direct Service Staff,
- Paraprofessionals and
- Transportation.

Document Storage
Audit Preparedness and Compliance
We were reminded this week of the document storage compliance rules from the Michigan Department of Health and Human Services (MDHHS) and are sharing the details of that communication here.
All Medicaid-reimbursed services, and all supporting documentation, including service notes, are subject to review to ensure all Medicaid billing requirements are being met for reimbursement. MDHHS conducts post-payment reviews to verify that services, providers, school service settings, and appropriate billing are following all of the rules and regulations for reimbursement.
As a partner with Wayne RESA in the Medicaid School Services Program, we are all responsible for following through with any request from authorized agents of the state or federal government. These requests could mean that we will need to provide all records, quality assurance documents, financial records, administrative records, as well as other documents and records that must be maintained in order to verify the County’s compliance with Medicaid reimbursement guidelines.
Providers must maintain, in English and in a legible manner, written or electronic records necessary to fully disclose and document services provided to students/beneficiaries. The records are to be kept for a period of not less than seven years from the date of service, regardless of a change in ownership or termination of participation in Medicaid for any reason.

A New Process for Forwarding Attachments
The Medicaid Department, with support from the Wayne RESA IT Department, has created a new secure e-mail inbox. The secure e-mail uses modern encryption standards and is FERPA compliant.
Email Michelle Maxfield at maxfiem@resa.net, requesting Medicaid Secure Mail access. You will receive an email from Wayne RESA Secure Mail. Medicaid Secure Mail expires after seven days. If your access to Medicaid Secure Mail expires before you get a chance to send your attachments, simply email Michelle for a new link.
