Recognition
Recognizing PSD’s 2021-22 Student Board Representatives
Michelle Whitney, PSD Superintendent, recognized and thanked our 2021-22 Board Representatives, Brooklyn Arroyo, Jason Asiedu, and Jennifer Walle, for their service to the District and Pasco students. The students were surprised to learn they won the Washington Association of School Administrators (WASA) Student Leadership Award for the important work they initiated on the Superintendent’s Student Action Council. They were also presented with a college sweatshirt representing where they will attend in the fall, a clock, and a plaque and certificate.
Good luck, Brooklyn, Jason, and Jennifer! Your futures are bright.
2022-2023 Budget Presentation #1
Kevin Hebdon, PSD Executive Director of Fiscal Services, presented the Board with 2022-23 general fund budget assumptions, a student enrollment forecast, and updates on ESSER funds and our Zero-Based Budget process.
This presentation was the first in a series of budget presentations, with the next presentation scheduled during the July 26 board meeting. The goal is to hold a public hearing and final adoption at the August 9 board meeting.
Bond February 2023 Small Innovative High School Program Planning Update
Michelle Whitney, PSD Superintendent, presented an update to the Board regarding the small innovative high school program planning efforts and operational considerations and collected questions from the Board for exploration and solution-finding.
Mrs. Whitney detailed the guiding principles that transpired from stakeholder engagement events and how those principles will assist district staff in identifying the program framework offered at the small innovative high school. The program framework recommendation will be presented during the September 13 board meeting.
2017 Bond Project Facilities Update
Raul Sital, PSD Assistant Superintendent of Human Resource and Operations, gave the Board an update on the Facilities 2017 bond projects. The 2017 bond included two new elementary schools, one new middle school, replacement of Stevens Middle School, safety and security improvements at 15 schools, roof replacements at two schools, improvement of transportation facilities and bus maintenance bays, and land purchase for future school sites. Mr. Sital also discussed additional safety and security improvements being made to several elementary and secondary schools based on recommendations from the Washington Schools Risk Management Pool.
Community Eligibility Program Update
Kristen Blair, PSD's Director of Nutrition Services, provided an update on the Community Eligibility Provision (CEP) program at PSD, which is a non-pricing meal service option for schools and school districts in low-income areas. Ms. Blair shared that because House Bill 1878 passed in February 2022, all PSD students will be eligible to receive breakfast and lunch at no cost to the student for the 2022-26 school years.

First Reading of District Policies 5333, 3116, and 2140
Sarah Thornton, PSD Assistant Superintendent of Legal Services, presented a first reading of revised policy 5333 Holidays, new policy 3116 Social Emotional Climate, and revised policy 2140 Comprehensive School Counseling Program. The policies were presented in accordance with changes to state law.
These policies will be presented for second reading and approval on the July 26 consent agenda.
