Presentation and Public Hearing of Resolution 1038
Kevin Hebdon, Executive Director of Fiscal Services, presented an overview of the 2023-2024 district budget and requested approval of Resolution No. 1038 setting the expenditure limits on district funds for fiscal year 2023-2024. The board held a public hearing with the purpose of fixing and adopting PSD’s annual budget for the 2023-24 school year in accordance with RCW 28A.505.050. No public comments were made during the public hearing.
The board unanimously approved Resolution No. 1038. Next steps include the ESD 123 and Superintendent certifying the budget before going to the Office of Superintendent of Public Instruction for final review, approval, and posting to their website.
Annual District Objectives
Superintendent Michelle Whitney presented a draft of Annual Objectives for the Board’s consideration as required by Policy 1630 Evaluation of the Superintendent: Annual Objectives.
Mrs. Whitney also highlighted additional themes identified by the Board as areas of focus, which are part of other district work or tabled for consideration for future annual objectives. The presentation allowed for Board discussion in anticipation of the August 22, 2023 board meeting, where Mrs. Whitney will request board action on Annual Objectives.
First Reading of Policy 4340 and 7425
Sarah Thornton, Assistant Superintendent of Business & Legal Services, presented a first reading of Board Policy 4340 Public Access to District Records and 7425 Lease Capitalization.
Policy 4340 revises the district’s public records policy to be consistent with the Washington State School Directors' Association model policy language. The procedures will be revised to establish the district’s online records request system as the mechanism for processing and tracking requests. The procedures will also include an updated fee schedule effective September 1, 2023.
Policy 7425 was revised by the board in December 2022, but requires further revision based on recommendations from the State Auditor’s Office and Washington Office of Superintendent of Public Instruction that the district’s lease capitalization threshold be set as a dollar amount rather than a percentage.
The policies will be presented for second reading and approval during the August 22, 2023, board meeting consent agenda.
