Message from TVEA President Edgar Diaz, December 19, 2023
I can’t believe the 2023 fall semester is coming to a close! In and out of the classroom many of you faced personal and professional challenges that we continue to adapt to. While there continues to be noise outside of our campuses, the essential work in the environments of learning continues through your efforts.
TVEA Spotlight at TVUSD Board of Trustees on December 12, 2023
With the added stress, we must rely on our contract to limit the push to do more with less in our classrooms. We must continue to advocate for teaching conditions that value our professionalism and interactions with students and staff. The engagement of your Executive Board members with TVUSD admin are creating positive outcomes for groups of educators. Our site unions have the same capacity to advocate. Frequent meetings with leadership to discuss potential pitfalls and exercise the power of our contract. Organizing with the different leadership and grade/department teams to reach site goals. Utilizing the PLC and Intervention contract language to make educator based decisions. The success we had as a union in reaching a settlement in the fall can be used to advocate for implementing fair conditions at our sites. It all starts with our organizing at site TVEA meetings.
For now though, enjoy your time with family and friends and/or a personal endeavor. I hope to finish reading a book I started during the summer and work on home projects that have sat gathering dust as well as reconnecting with my daughter returning from her first collegiate semester.
Thank you all for your energy, support and all you provide for the Temecula learning community we have built. Merry Christmas, Happy Hanukkah, Happy Kwanzaa, and to a prospero año.

TVUSD School Board Advocacy
UPDATE:
Last week Danny Gonzalez submitted his resignation for TVUSD Board of Trustee Area 2, effective immediately. On Monday, December 18th, The TVUSD Board voted to move forward with a process to appoint a Trustee Area 2 resident to the seat until the next scheduled election in November of 2024. The TVUSD Governing Board is set to approve a CSBA contract at the first January meeting to help them put together the values to select a candidate. A workshop would then be scheduled to run through that process, with a follow up meeting as early as late January to interview and select a candidate. Without an agreement on a candidate, the process would then move to an election on the November ballot. TVUSD will post the procedures and application on their website soon.

For the second year in a row, Komrosky was elected President and Wiersma elected Clerk in 3-2 votes. Barclay lost the clerk position in a 2-3 vote.
Consent Calendar items # 9 - $65,000 for continuous EMF monitoring at sites and #15 - $35,000 for a board meeting stage and a new dais were pulled from the consent calendar, which removes them from consideration.
Revision to Board Policy (BP) 6000 – Concepts and Roles was approved 3-2, with further work by the district committee on a rubric to evaluate materials and with implementation during the 2024-2025 school year.
“The district’s education program, including all of its instructional materials, shall also comply with legal requirements and shall not include pervavsive [sic] pornography, erotica, graphic descriptions or depictions of violence (including sexual violence), inappropriate vulgarity or profanity, or other obscene material. The district’s program and instructional materials shall be age appropriate and course related. The Board recognizes that determinations regarding appropriateness and compliance with this policy with respect to the program and instructional materials often must be made case-by-case and in context, and the Board encourages discussion amongst administrators, teachers, parents, and the Board itself to facilitate such determinations.”
Action item #2 was approved 3-2. The Governing Board Handbook was approved with revisions.
In an unanticipated change, President Komrosky moved to limit PTA and employee group spotlights to twice a year. After discussion the once a month PTA and employee group spotlight was changed to once a quarter; September, November, February, and April (with flexibility determined by the Superintendent). View the discussion on the proposal to limit organizational spotlights to two times a year. By taking a position to limit the opportunities to hear from students, parents, and employees, the TVUSD Board of Trustees emphasized that it is not interested in hearing from individuals who are on classrooms and campuses every day. After a long discussion Student Spotlights will stay once a month.
The Board President will decide to extend the total time for comments beyond thirty minutes or reduce the time allotted to each speaker when efforts are desired to increase the number of speakers heard.” This will remain via consensus as Wierisma wanted to protect against a change in leadership for President. If there is a tie, the Board President will influence the result of the vote.
Asst. Sup. of Business Support Services, Nicole Lash moved a positive certification of the district finances. Her report shares a “frosty” view of district finances with a cautious and pessimistic stance of the California economy and educational funding based on the lower than expected California state income tax collections. View her presentation. While the budget now includes TVEA’s negotiated compensation increase, it does not include an increase for CSEA.
