A message from Superintendent, Wesley T. Doll, Ed.D.
Welcome back to Canner Nation!
The 2023-2024 school year has officially started and it is great to see our schools and classrooms filled with students, faculty, and staff! During our opening in-service day with UASD Faculty and Staff, I shared a video about Kobe Bryant’s relentless work to become better at his profession as an American professional basketball shooting guard for the Los Angeles Lakers. Bryant, a Lower Merion High School, Pennsylvania native spent countless hours before and after practices working on becoming a better basketball player. Bryant created the “Mamba mentality”, which means “just trying to get better every day.” Kobe once stated, it is the “simplest form of just trying to get better at whatever you’re doing.” Over time he continued to get better as demonstrated in his career highlights, awards, and accomplishments.
This year I ask all adults and students to demonstrate the Kobe Bryant “Mamba mentality” in their work inside and outside the schools and classrooms. If we work hard each day, we will continue to personally get better at whatever we are teaching, learning, and doing each day.
The Upper Adams School District website is newly updated to better serve the school community. We hope you take time to view the new website and identify the areas of the website that will benefit you as a school community member. Unger-Stock Teacher of Excellence - Secondary
The History of the Unger-Stock Outstanding Teacher Award and the 2022-2023 Recipients
The Unger-Stock Outstanding Teacher Award has been made possible by the generous donation of Colonel Guinn E. Unger (retired). Through a charitable trust established by Col. Unger and the late Mrs. Phyllis E. Unger, the Upper Adams School District has been able to perpetuate the long-standing tradition of recognizing outstanding teachers. Col. Unger, a 1943 graduate of Biglerville High School, realizes the importance high-quality teachers played in his life and the lives of his children. In 1995, Colonel Unger encouraged the Upper Adams School District to institute the Guinn E. Unger Innovative Teaching Practices Award. This award, presented to one secondary and one elementary teacher each year, recognized the efforts to institute innovative teaching practices into the classroom.
Colonel Unger was a student of the late L.V. Stock, who was a teacher and administrator in the Upper Adams School District from 1923 through 1957. In 1985, the L. V. Stock Teacher of Excellence Award was formed through the generous contribution of Verna O. Stock, in honor of her late husband, Leslie V. Stock. After nearly twenty years of honoring distinction in teaching through the L.V. Stock Teacher of Excellence Award, the tradition came close to extinction due to dwindling funds. When faced with the possibility of losing the tie between the L.V. Stock name and teacher excellence, Colonel Unger agreed to support the initiation of a new award, combining the components of both the former L.V. Stock and Guinn E. Unger awards. Thus, in 2005, the Unger-Stock Outstanding Teacher Award was conceived.
During the 2022-2023 school year we collected more than 60 nominations for 26 separate elementary teachers for the prestigious Unger-Stock Award. Similarly, we received 49 nominations for 21 secondary teachers. The committee met on May 10, 2023 and reviewed each nomination and candidate. On Tuesday, May 16, 2023 we recognized the elementary and secondary Unger-Stock Outstanding Teacher recipients by name publicly at the Upper Adams School District Board Meeting. We provided both recipients with recognition and their awards at the district-wide opening in-service program.
The 2022-2023 elementary recipient is Mrs. Juanita Buchheister. She is currently a kindergarten teacher at Biglerville Elementary School and she has taught in the Upper Adams School District for 32 years. Here is a list of a few comments from the nomination forms submitted for Mrs. Buchheister:
“Mrs. Buchheister goes above and beyond to provide a great classroom experience….”
“…She is always patient and understanding, helpful and never gives up.”
“My daughter always says Mrs Buchheister is the best and as a previous student of hers, I agree!”
“Even after her career of many years, she still displays a love for teaching!”
“I’ve never seen her without a smile on her face!”
The 2022-2023 secondary recipient of the Unger-Stock Award is Mr. Chris Berger. Mr. Berger has taught in the district for 17 years and he is also a coach. Let me share some comments from a few forms used to nominate Mr. Berger:
“….he is firm…but well-liked”
“Mr. Berger absolutely knows what he teachers as he tells us about points in history…”
“He is a coach and engages with students about sports and clubs.”
“Mr. Berger has simple yet efficient ways of teaching subjects we work on.”
“Mr. Berger is a very welcoming teacher and he is very friendly.”
“He always encourages us to be successful and to strive in life.”
“Many students appreciate his knowledge and his wisdom when teaching us.”
2023-2024 Canner Funds Grant Recipients
Canner Funds awards nearly $18,000 to Upper Adams educators for
2023-24 school year
Last May, the Canner Funds awarded 23 grants totaling nearly $18,000 to teachers throughout the Upper Adams School District for use during the 2023-24 school year. The grants provide full or partial funding for initiatives such as technology upgrades, extracurricular activities, educational field trips, and more.
“We’re immensely gratified to be able to act in support of our teachers—and by extension, our students—in such a tangible way,” said Canner Funds president Ann Showers. “Canner Funds grants are made possible entirely by the generous support of community members who see the importance of supporting high-impact educational experiences for the children of the Upper Adams school district. Providing a high-quality education for our children indelibly impacts the health and vitality of our community at large.”
Established in 2010 to enhance the quality of the educational experience provided to the students of the Upper Adams School District, the Canner Funds enables community members to support district students through teacher grants and student scholarships. For more information, visit CannerFunds.com.

Food Service Updates for 2023-2024
Free Breakfast
Free breakfast will be available for the 2023-2024 school year for all students. This was recently announced by Governor Shapiro.
Students will be required to pay for lunch daily, unless they qualify under the free/reduced meal application process. We strongly encourage families to complete the free/reduced meal application so it does not impact any current or future benefits that you are receiving. Families can apply online at Online Free/Reduced Meal Application, https://www.compass.state.pa.us, or for a printed copy please visit: Free/Reduced Meal Application (English) or Free/Reduced Meal Application (Spanish). Please contact your local building for a printed copy, if needed. If students wish to purchase additional items during breakfast or lunch, they must have the funds available to purchase.
If a student’s cafeteria account has a negative balance, the student will be offered a standard lunch, as defined by the National School Lunch/Breakfast Program (NSLP, SBP).
No charges will be allowed for extra items, such as a-la-carte options, drinks, or second meals.
All foods available in district schools during the school day will be offered to students with consideration for promoting student health and reducing childhood obesity. Foods provided through the National School Lunch or School Breakfast Programs will comply with federal nutrition standards under the School Meals Initiative. All competitive foods and beverages available to students in district schools during the school day will comply with the Nutritional Standards for Competitive Foods in Pennsylvania Schools.
The cafeteria operates under strict state and federal regulations governing the preparation and serving of foods. Menus for each building are available at: https://upperadams.nutrislice.com/.
Note: Chartwells may experience difficulty in purchasing food items or receiving partially filled items from the shortages in manufacturing. Chartwells may need to change the menu to reflect items that are available for purchase. Our goal remains the same: to serve delicious and nutritious meals to all students every day.
Account Balance Information
MYSCHOOLBUCKS.COM: The Upper Adams School District is pleased to offer an online option for families to pay for student lunches. Our Food Service Department accepts payments for school meals through MySchoolBucks.com – an online payment service. MySchoolBucks.com offers a secure transaction gateway that accepts all major credit cards/debit cards as a means of adding money to your child’s meal account. Note: For the 2023-2024 school year there is no service fee to use a credit card/debit card.
(IMPORTANT: The District participated with MySchoolBucks.com to provide parents/guardians the opportunity to view their child’s account 24/7. Setting up and viewing the account is free. Making a payment to their account online is optional)
If a payment by personal check is returned to the School District, marked “Non-Sufficient Funds” (NSF), the School District will reverse the credit to the student’s account in the amount of the original check. A $25.00 fee will be assessed for NSF checks returned to the School District. This may result in a negative balance in the account and the procedures listed below will be followed for charging meals and paying the overdue balance.
Negative Balance Information
If your student has a negative balance, please pay the outstanding balance prior to the end of the school year. Payment may be made using MySchoolBucks, https://www.myschoolbucks.com/ver2/login/getlogin or by sending a check in with your student to be applied to their account.
The initial collection of negative balances will be communicated to the parents/guardians by the 15th of every month. If at the end of the school year, June 1, 2023, if the student continues to have a negative balance, the negative balance may be referred to a collection agency.

Did someone say Professional Development? What is Professional Development anyway? Professional development refers to the continuing learning opportunities available to teachers and other education personnel throughout the Upper Adams School District. Effective professional development is viewed as vital to our success at the Upper Adams School District and also contributes positively to our teacher satisfaction with their teaching experience. As with all school districts in the Commonwealth of Pennsylvania, the Upper Adams School District faces an array of complex challenges—from working with an increasingly diverse population of students, to integrating new technology in the classroom, to meeting rigorous academic standards and goals—research continues to stress the need for teachers to be able to enhance and build on their instructional knowledge.
The Upper Adams School District Professional Development Process consists of a committee of professional staff members who meet annually to review the results of a district–wide survey
concerning emerging training needs for staff members. From this meeting, a professional
development catalog is developed for the summer months that provides staff members the
opportunity to engage in a wide variety of professional development options. Similarly, the
administrative team meets, as well, and plans the professional development activities for the
upcoming school year based on current state mandates, district initiatives, and building goals.
During the 2023–2024 school year, the Upper Adams School District has a variety of
professional development opportunities planned for our professional staff members. At
Biglerville Elementary School, staff members will be involved in literacy training, as a part of
the Success For Pennsylvania Early Learners (SPEL) Grant the district received to enhance our
core literacy instruction. The SPEL Grant will provide intensive professional
development/coaching to our teachers at Biglerville Elementary School to ensure that early
learners receive evidence-based practices to improve outcomes in literacy, and school and family engagement. The Lincoln Intermediate Unit (LIU) and the Pennsylvania Training and Technical Assistance Network (PaTTAN) in Harrisburg will be assisting Biglerville Elementary School in implementing this grant.
The Upper Adams Intermediate School transitioned students from using MacBooks to iPads
during the summer months. As a part of this initiative, the Upper Adams School District has
partnered with professional development trainers from Apple to meet with the staff members and work with them throughout the school year. The goals are for the professional staff members to become acclimated to the iPads, learn how to best integrate the new technology into classroom instructional practices, and understand the potential the iPads can bring to the classroom to enhance and support the learning process for students.
Focusing professional development on pre and post assessments, as well as positive behavior
support, are the target areas for the Upper Adams Middle School for the 2023–2024 school year.
Professional staff members will be working on updating assessments to identify what students
know prior to teaching a concept and then targeting deficit skills during instruction. This pre and
post assessment concept will provide students with more focused instruction during classroom
lessons. In addition, student behavior will be a focus for the Upper Adams Middle School as
a result of a partnership with Live School. This program will help the Upper Adams Middle
School enhance the school culture with a school–wide points and rewards system. Professional
staff members will be trained to use behavioral rubrics, motivate students with a rewards store,
and share data with parents and staff.
Biglerville High School continues its school climate and restorative practices professional
development goals for the 2023–2024 school year. Professional staff members resume their
journey from previous years and will be further trained to implement restorative practices
throughout the school building. Restorative practices is a framework that focuses on improving
and repairing relationships between students and their school communities. The purpose is to
build healthy communities, increase positive social experiences, decrease discipline issues and
antisocial behavior, repair harm, and restore relationships.
District–wide, Upper Adams will continue to focus on revising, writing, and enhancing our K–12
science curriculum to meet Pennsylvania’s new science standards. The new science standards
are aligned to current research and best practices in science education. They prioritize a shift
away from memorization of facts to having students productively participate in scientific
discourse and practices, involve students in sustained investigation to support deeper
understanding, and recognize that even young children are capable of more sophisticated
scientific reasoning than originally thought. The standards also include a new domain for
''Environmental Literacy and Sustainability'' across all grade levels.
Professional development is alive and thriving for our teachers in the Upper Adams School
District. Their learning opportunities will provide our students with a higher quality and more
engaging educational experience.
Technology Tidbits
We all have heard the adage, “Technology is great when it works!” The Upper Adams School District Technology Department had a full summer of projects to make sure technology does, in fact, work for our returning students, staff, teachers, and community members. In addition to
“working”, it is imperative that the technology we offer our users is safe and secure at all times. Not only are we concerned about the standard viruses and malware that are ever present, but we prioritize keeping our students safe while online as well. Many times, it feels as it is a moving target with technology changing so rapidly. However, we pride ourselves on creating a safe and secure digital environment for all the users connected to the Upper Adams School District
network. Several projects during the summer helped to meet this goal. They include:
New Core Switch: The Upper Adams School District Technology Department installed a new
core switch, which will allow a more stable, faster, secure, and updated experience for anyone
who is using a device to connect to the Internet or complete online tasks.
New Firewalls/Filtering Infrastructure: The Technology Department installed new firewalls
and filtering software to make the online experience for all users much safer, more secure, and
allow our technicians more options to resolve an issue with concerning websites or potentially
unsafe software that wants to connect to our network.
Operating System Upgrades: Various devices and servers were upgraded to the newest version
of their operating system. Outdated operating systems are an invitation for viruses, network
attacks, and security issues. With these upgrades, these devices now provide a more stable,
secure, and protected experience for the applications they support.
Battery Back-Up Replacement: A power outage can be devastating for a large organization.
Data can be lost, devices can be damaged, and the network infrastructure can become
compromised. During the summer months, the Upper Adams School District Technology
Department replaced outdated and non-functioning battery back-ups with new devices that can
keep the district running for a short time in the event of an unexpected power outage. This will
provide protection for our hardware, as well as give our users piece of mind that their data will
be safer during a power outage event.
New District Website & Mobile App: The Upper Adams School District built a new website to
make it easier for users to find information, learn about events, and connect with our school
buildings and staff members. The new website is ADA compliant and features a number of
enhancements from the previous website, including an interactive activities calendar, easier
access to frequently visited departments, and more intuitive alerts about school district events. In
addition, the Upper Adams School District mobile app was rebuilt and has a new user interface,
which provides easier navigation to district information and events. Users can also create
custom notifications for calendar events and alerts and be easily connected to our social media
channels and announcements.
Technology is “working” in the Upper Adams School District. There is no finish line as
technology is constantly changing. The Upper Adams School District Technology Department
remains committed to keeping our devices and users safe and secure when working online and/or
completing digital tasks. We will continue to maintain our network and infrastructure with a
focus on security and positive user experience.
