Hello, CTE Friends,
Welcome to November, the month of thankfulness. We are thankful for you and the work you do to support students and communities! Never forget that education is the career that launches all other careers, and we are grateful for our educators.
As we begin the mad dash that is the time between Halloween and the New Year, please take a moment to slow down and embrace all the little things there are to be thankful for — a best friend at work, the crisp fall air, or perhaps a much needed Thanksgiving Break to spend with family, friends, and hopefully some wonderful food. Be sure to fill your bucket to get you through the end of 2022!

November To-Do List
- Final Fall PEIMS cleanup is due in December
- Review Principal and Superintendent FTE Reports for accuracy
- Update your IBC data collection process to include all assessments taken
- Time to think about 2023-2024 recruitment! Is your plan in place?
Facilitate or supervise student career assessment activities at middle school or junior high and ensure the development of graduation plans for all 8th-grade students
Develop or facilitate all staff participating in mid-year or winter staff development as offered by the state or ESC
Review program instructor job descriptions; Submit corrections to Human Resources Office and School Board as needed

State Board of Education (SBOE) Rules
The following Texas Administrative Code (TAC) rule actions were filed with the Texas Register for publication in the October 7, 2022 issue.
Proposed Amendment to 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.27, Innovative Courses and Programs
Summary: The amendment would update the rule to require that applicants for innovative courses must have piloted the proposed course in a Texas school prior to seeking approval.
First Reading and Filing Authorization: August-September 2022 SBOE meeting
Public Comment Period: October 7, 2022, through 5:00 p.m. on November 14, 2022.
The SBOE will take registered oral and written comments on the proposal at the appropriate committee meeting in November 2022 in accordance with the SBOE board operating policies and procedures. A form for submitting public comments on proposed SBOE rules is available on the proposed SBOE rules web page.
Proposed Effective Date: 20 days after filing as adopted with the Texas Register

Commissioner Morath shared at the ESC Region 11 TASA Meeting in October that we can anticipate a release of the new accountability final proposal before Thanksgiving.

TEA is now recruiting Proclamation 2024 State Review Panel (SRP) Members
Teachers, administrators, parents, business community members, and others with appropriate content knowledge are welcome. Please consider joining us—or nominating someone else to join us for the Proclamation 2024 state review panel (SRP) by submitting a Proclamation 2024 SRP Application. Proclamation 2024 was amended to adjust the timeline at the September State Board of Education (SBOE) meeting.
The amended proclamation is available on the Proclamations webpage.
Did you know?
Military Connected Students
Did you know that the State of Texas is home to the second largest military-connected student population nationally, currently serving over 175,000 identified students? Texas first began collecting “military identifier” data in the 2013-14 school year and strengthened the military identifier to include dependents of current or former members of the U.S. Military, Texas National Guard, a reserve force, or a member of the U.S. military or reserve force who has fallen in the line of duty (Texas Education Code § 25.006).

CTE Summer Grant
Due November 16!
The College, Career, and Military Preparation Division has released a grant opportunity for Summer 2023 on the TEA Grant Opportunities webpage. The CTE Summer Grant will support districts in offering students greater access to career preparation through Career and Technical Education program course offerings and work-based learning experiences. The grant will promote the development, implementation, and adoption of high-quality programs of study and work-based learning aligned to labor market demand.
Applications will be accepted through November 16, 2022. Interested LEAs may attend an informational webinar on October 12, 2022, from 1:00 to 2:00 p.m. here or watch a recording of the webinar, which will be available on the TEA Grant Opportunities site. Please email CTE@TEA.Texas.gov if you have any questions.
US Air Force AIM HIGH Flight Academy Scholarship Opportunity
The US Air Force has announced a summer opportunity for students interested in aviation. The AIM HIGH Flight Academy Scholarship is a 3-week all-expense paid program that includes 15 flight hours of training at an Air Force-partnered university. Participating students will live, dine, and learn to fly at a university campus. Applications are open through November 30, 2022. This opportunity is available to students between the ages of 16-18 in any career cluster. Click here to learn more about this free program, and download the flyer to share with your students.

Foster Care and Student Success
The Foster Care and Student Success Guide is on the TEA website for you to download. You may download the guide as a whole or focus on individual chapters. The guide is helpful to all those working with students in foster care. This guide aims to inform, educate and empower education professionals with information, resources, and tools to positively impact the educational experience of students in foster care.
There will be specialized trainings based on the chapters in the guide. The next training is on December 2, 2022, for Chapter 10. Use this link to see all upcoming guide training dates and register for the trainings. Texas Hotel and Lodging Association (THLA) Summer Grant Opportunity
From Debbie Wieland, Education Outreach and Foundation Director:
"I wanted to let you know about a repeat of an exciting summer opportunity for high school students. The Texas Hotel and Lodging Association (THLA) hosted three successful hotel summer camps last summer (2022). They were attended by 150 Texas high school students and their teachers. We will once again offer the three-day (two-night) High School Hotel Summer Camps for students to learn about Lodging and Resort Management career paths. This is one of the ways that the THLA is increasing exposure to exciting careers in the hotel industry. Please see the attached informational flyer. The specific dates and locations will be finalized soon. We anticipate camps in Houston, Dallas, Austin, and San Antonio with various dates in June and July. This is not only a great opportunity for Hospitality and Culinary Students. Think about sending Business, Accounting, Marketing & Sales, Entrepreneurship, Engineering, and Manufacturing students. The opportunities are endless in the hotel industry.
There is also a repeat of the TEA Summer CTE Grant available to school districts with a Letter of Interest deadline of November 16, 2022. This grant can be used to pay the Hotel Summer Camp registration fees and teachers'/students' stipends for participation. Essentially, the school district students' families wouldn't't need to cover any expenses if awarded the grant.
You can find TEA Summer CTE Grant example Letters of Interest submitted last year (2021-2022) and example Letters of Interest suitable for submission this year (2022-2023) at this link: TEA Summer CTE Grant Resources. Please note letters of support (worth 5 points on the letter of interest scoring) will be added to this resource folder soon.
