A Note from Chelsea and Lisa
Hello, Region 11 CTE and CCMR,
Happy National CTE Month! It's hard to believe we are already in February. For those who are not a fan of winter, you are halfway through it.
As we reflect on January at ESC Region 11, we want to thank all of you who attended our Expert to Expert: Connecting Industry Practitioners and Educators. This event focused on industry connections and how to support and retain teachers. We hope everyone found valuable resources and connections through networking and felt valued as we work to serve your needs.
This is such a busy time of year: winter conferences need attending, student competitions ramp up, counselors are busy planning for next year with each student, and the CLNA needs completion, to name just a few focus items. Many of you are anxiously awaiting data releases as the delays continue from Accountability. Take a deep breath and think through a couple of highlights from the first half of the year to bolster you. Did a new staff member turn out to be the diamond your team needed? Have you embraced the new FAFSA process and feel families were well supported? Perhaps that hard-to-reach student showed appreciation for your efforts. During these busy times, it's important to reflect on the positives; we know you all do so many wonderful things, and we appreciate you!

- February is CTE Month — time to celebrate!
- Continue to plan for 2024 graduates who haven't earned CCMR.
- Recruit, recruit, recruit for 2024-2025!
- Support course selection and master scheduling practices across grades 5-12
- Review your budgets — is spending on track for the year?
- Review FTE Reports and Summary of Finance Updates. CTAT Revenue Projection Sheet.
- 2024-2025 Program of Study Updates, ensure alignment to your programs.
- Review CLNA Data within the TEAL Application & Attend the February Leader Meeting for support (See below for details!)
- Have your 8th graders completed their required Career Inventory?
- Review all equipment maintenance updates and replacement needs for the 24-25 budget.

Helpful Information Straight from TEA!
CTER Reports
Reports in TEAL are being re-run and uploaded by January 30
New Data packages dropped; however, there was an error found in how the information was captured for the reports. The logic flaw was corrected within the software, and the reports were rerun. The TEA IT department will delete the 2022-2023 reports and upload the newly run reports (V2 is in the title, and the date in the report has been updated). LEAs’ Industry-Based Certifications to Programs of Study Alignment Technical Assistance Reports (listed in CTER as CTE Alignment Report) should be visible in CTER by January 30.
These reports will be used for your Comprehensive Local Needs Assessment (CLNA).
Industry-Based Certifications for CCMR Accountability
On December 12, 2023, the Texas Workforce Commission’s three-member commission adopted the Industry-Based Certification (IBC) Advisory Council’s Inventory of Industry-Recognized Credentials to comply with Texas Labor Code Chapter 312. The chapter directs the Texas Workforce Commission (TWC) to provide a copy of the Industry-Recognized Credential Inventory to each school district and public institution of higher education that offers a career and technical education (CTE) program to public high school students. The IBC Advisory Council Inventory of Industry-Recognized Credentials may be found by visiting the Tri-Agency Workforce Initiative webpage.
While the TWC’s list of industry-recognized credentials may be used to provide additional opportunities to meet the educational and career goals of students, only the Texas Education Agency’s Industry-Based Certification List for Public School Accountability with aligned certifying entities may be entered into Texas Student Data System (TSDS) Public Education Information Management System (PEIMS) and count toward the College, Career, and Military Readiness (CCMR) calculations for accountability and for reimbursement requests. In the future, all certifications included on TWC’s inventory will be evaluated against criteria in 19 TAC §74.1003 for possible inclusion on TEA’s list for public school accountability.
In January and February, representatives from the Texas Education Agency (TEA) will host regional stakeholder events to provide guidance supporting the implementation of the refreshed CTE programs of study and to collect input on proposed updates to the 2024 Perkins V State Plan.

The Effective Advising Framework (EAF)
An Integrated Approach to Individual Student Planning
The Effective Advising Framework (EAF) empowers every student to engage in individual career and academic planning and equips educators with the knowledge, resources, and time to support all students in planning and preparing for postsecondary success. Effective advising leverages internal partners, external partners, and high-quality advising materials and assessments to support the whole child in postsecondary planning and preparation.
The EAF is aligned with the Effective Advising Framework (EAF) and the Effective District Framework (EDF) and supports districts in a systematic approach to improving the individual planning system for all students by using a framework defined by district commitments, levers, essential actions, and key practices to develop a common vision and actionable goals which leads to system effectiveness and student outcomes.

Performance Reporting Updates
Released in January
Texas Academic Performance Report (TAPR) Data Download
The TAPR Data Download link will be made available on the 2022-23 Texas Academic Performance Report page this month. It will provide the TAPR Data Download for users wishing to download data for all campuses, districts, or education service centers (ESC) in the state. Once downloaded, users will be able to manipulate the data using a spreadsheet or software program. Examples of software to manipulate TAPR data include Microsoft Excel, Number for Mac, Open Office, Statistical Analysis System (SAS), Statistical Package for the Social Sciences (SPSS), Tableau, and Microsoft Power BI.
Industry-Based Certifications for CCMR Accountability (January 11, 2024)
On Thursday, January 11, 2024, the To the Administrator Addressed (TAA) was released by the College, Career, and Military Prep (CCMP) Division, referencing the Governor’s IBC Committee’s development of an industry-recognized credential list. CCMR: Accountability Data Sources Document Has Been Updated
The CCMR Accountability Data Sources document has been updated and reposted on the Performance Reporting Resources page. The update to this document includes new 2024 PEIMS links as well as the military enlistment information, which is in effect for 2024 Accountability.

Applications Now Open!
Applications for the 4th annual Texas High School Ideas Challenge hosted by Texas A&M University's McFerrin Center for Entrepreneurship are now open!
They are looking for high school students who have a BIG idea that could make a difference! To compete, students simply need to submit a compelling application online that illustrates the creative, careful, and methodical planning that has gone into the idea. There's no business plan or physical product required to apply. All Texas high school students are eligible!
The Texas High School Ideas Challenge will be held on May 21, 2024, on the Texas A&M University campus.
Applications are now officially open until March 15, 2024!

- Representatives of the local workforce development boards and a range of local or regional businesses or industries

TEA CTE Professional Development Opportunities
CTE 101
CTE 101 has been refreshed to reflect current legislation and best practices in career and technical education. This course is designed for both new and experienced CTE administrators and secondary school counselors, providing insights regarding Perkins V legislation, labor market information, programs of study, industry-based certifications, and alignment of your CTE program with local workforce demands. This introductory video highlights what you will learn in CTE 101.
CTE 102
CTE 102 is currently in development and will be released in the summer of 2024. This course will focus on K-12 college and career readiness, CTE program evaluation, expansion, and support of CTE teachers.
Professional Development for Administrators and Counselors Related to CTE

Student Scholarships
Society of Petroleum Engineers (SPE)
With the dramatic changes in the energy industry around the world, we feel it is even more critical to encourage students to pursue careers in the Oil and Gas Industry and become a part of the solutions that we need. To that end, we are excited to offer scholarships for students who are either entering their freshman year of college or are undergraduate students already in college. Scholarships of up to $3,000 per year are awarded annually and (once awarded) may be renewed through the recipient's senior year in college (up to $12,000 in total).

Students Internships to Learn About Lodging and Resort Management Career Paths
THLA will be offering the three-day (two-night) High School Hotel Summer Camps once again. These camps provide students with insights into Lodging and Resort Management occupations and potential career paths, contributing to THLA's efforts to increase exposure to the diverse and dynamic careers within the hotel industry.
This opportunity isn't limited to Hospitality and Culinary Students; it extends to Business, Accounting, Marketing and Sales, Entrepreneurship, Engineering, and Manufacturing students. The hotel industry offers a multitude of opportunities. Check out the attached THLA flyer, which outlines more than 200 occupations in the hotel industry.
