President's Message
As we enter 2021, it has never been more relevant and important for those of us in office across this state. I've come to think of the AHMO network as one very large, best in class association. A team that provides opportunities to learn, teach, mentor, and share top quality advice. A team that enables us to advocate, brainstorm, give back to our communities, meet, network and socialize with friends and colleagues all over the state.
The changes around us—whether social, political, technological, scientific, economic or otherwise—require that we help each other navigate through new and increasingly complex landscapes, which profoundly impact the cities and counties for which we work and live. Our terrific AHMO community of professionals, including all our sponsors, is a network on which I have become increasingly reliant when facing these new challenges and opportunities.
Although the pandemic has limited what we can do, I'm proud of our successes over the last year, particularly in providing for continued opportunities for meaningful engagement of our members and sponsors during TML. In the year ahead, we will continue these initiatives, as well as adding programming designed for the different stages of your career, virtual programming, and events held in collaboration with other associations in our state.
Thank you members for your continued participation and enthusiasm in our professional community, and sponsors for your incredible support and advice. Finally, I'd like to Wish you a good and successful 2021, and looking forward to seeing you soon.

TML Conference 2020
AHMO continues to participate in the annual TML conference by sponsoring a concurrent session. This years session was titled: Rebuilding Local Economies: Tools and Strategies for Economic Growth Post-COVID-19. In this session attendees explored the various tools that cities can use to spur job growth, increase tax revenues, and create new infrastructure. The presentation examined strategies for developing better working relationships with the private sector to facilitate growth and discuss how to use economic development incentives, special districts, and participation agreements to leverage the best results for the community. The impact of COVID-19 on new development and investment was also reviewed.

We also continued to provide excellent entertainment this year by featuring lifetime Grammy recipient Flaco Jimenez backed by Los Texmaniacs, a Smithsonian Folkway group.

City Spotlight
Manvel works to deter human traffickers.
The City of Manvel has completed a two-year project that leaders hope will make the community unattractive to human traffickers looking for an easy city to operate in.
The city’s interest in human trafficking was piqued in 2019 when leaders learned that State Hwy. 288 can act as a corridor for smuggling. Mayor Debra Davison and Mayor Pro-Tem Lorraine Hehn studied how child exploitation occurs within a city and what types of businesses are popular with child sex traffickers.
Once they had a foundation of knowledge, they engaged the council and soon Manvel began open discussions about the topic during regular scheduled meetings. Partnering with the nonprofit Unbound the council met with staff, citizens, and neighboring city councils to investigate options.
When the COVID pandemic hit, council members continued their work in online meetings. In 2020, the council adopted updates to the zoning ordinance that addresses businesses vulnerable to human trafficking operations, such as massage parlors and hotels.
Entering 2021, the council has committed to work with staff to strengthen business regulations. They also want to spread awareness that Manvel is not a city that tolerates or overlooks human trafficking.

CRISIS, PIVOT, AND LEAD FOR ELECTED CITY OFFICIALS
In this engaging and entertaining webinar, Commander Mary Kelly, Ph.D. will discuss the six stages of crisis response, followed by the five ways to pivot your team and organization to embrace change and turn disruption into evolution. She will also present tips for effective leadership, and build in time for audience questions.
