A Note from Lisa
Happy New Year, CTE Family!
I hope this finds everyone well rested from your break and ready for 2021. This cold weather lover is always happy at this time of year. A wish for snowflakes flying and the promise of wonderful things that a new year may bring will surely put a smile on my face!
As you settle into the second half of the year, here are a few things to keep on your to-do list:
- Resolve second-semester schedule changes.
- Review second-semester course offerings.
- Ensure that proper funding is turned on for new semester course offering sections.
- Review Career Prep and Practicum Training Plans (job changes, new Training Plans, etc.).
- Conduct onboarding for any semester new hires.
- Verify that your teachers assigned to CTE courses resulting in math or science credit completed required online training.
- Review activities for CTE Education Week.
Reminder as you plan for 2021-2022, Chapter 74: Curriculum Requirements addresses CTE in multiple ways:
- three or more career and technical education courses for four or more credits with at least one advanced course aligned with a specified number of Texas Education Agency-designated programs of study determined by enrollment
- computer science--one course selected from Fundamentals of Computer Science, Computer Science I, or Advanced Placement (AP) Computer Science Principles; and
- speech--Communication Applications.

This is an opportunity for CTE Leadership to work through local needs in a peer forum. We all need a Professional Learning Network, and CTE Coffee & Conversation meetings provide just that. This began as a COVID-19 support, but has worked so well in our region that we have decided to continue offering it into the future.

SBOE Seeks Nominees for CTE TEKS Review Application ~Deadline is January 8~

Selection Process
The SBOE identifies individuals, including educators, parents, business and industry representatives, and employers, to serve on TEKS review workgroups. The SBOE is now accepting applications from individuals interested in serving on a CTE TEKS review workgroup for the following select subchapters of Texas Administrative Code, Chapter 130: Subchapter E. Education and Training; Subchapter H. Health Science; and Subchapter O. Science, Technology, Engineering, and Mathematics.
The 2021 CTE TEKS review will also include four additional CTE courses that may satisfy a science graduation requirement: Advanced Animal Science, Advanced Plant and Soil Science, Food Science, and Forensic Science.
The SBOE's TEKS review and revision process calls for multiple, separate workgroups. Individuals selected to participate in the CTE TEKS review can expect to be asked to serve in a series of two-day virtual monthly meetings in February through May. Priority will be given to applications received by January 8, 2021.
Applicants do not need to be educators to apply. Please enter information in the application that best reflects your experience.

Office of Management and Budget’s (OMB) Update
The OMB released guidance on the new UGG prohibition
on the purchase of telecommunications equipment.
Please note that the prohibition applies to all “expenditures”
after August 13, 2020, not just new awards after that date.

Career Prep Courses and Teacher Certification Updated
SPED and CTE Update officially posted by TEA
Special Education certified teachers are approved to teach official CTE courses of Career Prep (open to ALL students).
This rule change for 19 TAC §231.271 (see below) under Requirements for Public School Personnel Assignments and is posted in the Texas Register. The effective date is December 27, 2020.

SUBCHAPTER E GRADES 9 - 12 ASSIGNMENTS
DIVISION 9 CAREER DEVELOPMENT, GRADES 9-12 ASSIGNMENTS
RULE §231.271 Career Development, Grades 9-12
(1) Any vocational or career and technical education (CTE) classroom teaching certificate specified in §233.13 of this title (relating to Career and Technical Education (Certificates not requiring experience and preparation in a skill area)) or §233.14 of this title (relating to Career and Technical Education (Certificates requiring experience and preparation in a skill area))
(2) Any special education certificate so long as, beginning with the 2020-2021 school year, the special education-certified teacher assigned to teach this course shall complete Texas Education Agency-approved training found at tea.texas.gov/cte prior to teaching this course.
(b) An assignment for Project-Based Research, Grades 9-12, is allowed with one of the following certificates.
(1) Any vocational or CTE classroom teaching certificate specified in §233.13 of this title or §233.14 of this title.
(2) Technology Applications: Early Childhood-Grade 12.
(3) Technology Applications: Grades 8-12.
(c) An assignment for Applied Mathematics for Technical Professionals, Grades 9-12, is allowed with one of the following certificates.
(2) Grades 6-12 or Grades 9-12 Mathematics.
(3) Legacy Master Mathematics Teacher (Grades 8-12).
(4) Mathematics: Grades 7-12.
(6) Mathematics/Physical Science/Engineering: Grades 6-12.
(10) Secondary Mathematics (Grades 6-12).
Programs of Study Documents Updated
The Programs of Study frameworks have been updated to include a location on Page 2 (or 3) for the LEA required nondiscrimination statement.
TEA is beginning the work to have the Programs of Study frameworks translated to Spanish.
The TEA online course does not produce a certificate, but the information is accessible.

Industry-Based Certifications (IBCs) Updates
2020-2022 Industry-Based Certification Information for Public School Accountability
The Texas Education Agency (TEA) held a series of meetings with an Industry-Based Certification (IBC) advisory committee made up of representation from TWC, THECB, CTE professional organizations, workforce boards, education service centers, and school districts. The purpose of the advisory committee was to assess options related to the next IBC evaluation process, given the impact of COVID-19, and to provide recommendations on the next steps. The advisory committee recommended forgoing the 2020 update to the IBC list for accountability because of pandemic-based disruptions to the workforce boards and the TEA employer partnerships. In lieu of a 2020 update, the committee recommended using this year and next (2020 and 2021) to make improvements to the process with a new list to be released in 2022.
TEA will accept submissions of recommended industry-based certifications for inclusion in the 2022 Industry-Based Certifications List for Accountability from stakeholders from December 1, 2020, through January 15, 2021. Use the following link to submit a recommendation:

Texas OnCourse has just released a brand-new learning module in its online professional learning platform, the Texas OnCourse Academy. The module, Advising All Students to Be College Ready, was created in partnership with the Texas Higher Education Coordinating Board for K–12 educators.
By completing this module, educators will learn:
- Exactly what college readiness means in Texas and why it’s so important for students, their families, and school districts.
- How developmental education works.
- Ways to demonstrate college readiness (including the TSI Assessment).
- What to consider when working with diverse student populations.
When logged in to the Texas OnCourse Academy, look for the new module in the module directory or find it in the Postsecondary Pathways content area, under Postsecondary Pathways: Foundational Knowledge (it’s module number two).

Student Competition
2020 STEM Video Contest for Middle and High School Students
The 2020 STEM Video Contest, sponsored by State Farm, invites middle school students to describe an engineering career in a self-created video entitled Be An Engineer! High school students are invited to create a fun video around the topic, Improving Life in the Future with Artificial Intelligence! Reaching younger kids to share how inspiring STEM paths are will pay off for these students and our community in the long run.
This contest seeks to help fill the Tech Titans STEM resource vault and provide professionals and educators compelling content to use while working with students. Videos will target elementary students, describe a technology or career, and create excitement about its future and how students can play a part in it. Middle school and high school winners in each area will receive $1,000.
This year, submissions will be accepted starting Thursday, October 1, and are due by Friday, January 15. Winners will be announced by March 1, 2021.
If you know any students who are creative, technical, or think video production is in their future, please let them know about this opportunity. If you know any educators, home-school groups, or parents who would like an activity for their students, please share the STEM Video Contest. Volunteers, including technical experts, professionals, educators, and video-production teams, will be needed starting in October to help mentor student teams if they ask for help. Judges are also needed to give feedback to our aspiring producers during an evening set aside for judging in late January/early February 2021. Consider donating some time for this effort or contacting another source to help. Send a note to stem@techtitans.org to sign up for ~5 hours of a time commitment.
