7. CONSENT AGENDA
MOTION: APPROVED
That the Board of Education approve those items on the Consent Agenda as follows: (A) Personnel Report and Addendum to Personnel Report; (B) Treasurer's Report (C) Invoices; (D) Board Bills; (F) Public Hearing on the Tax Levy Meeting Minutes of December 13, 2022; (G) Regular and Closed Session Meeting Minutes of December 13, 2022.
The Board voted to remove item (E) Policy Committee Meeting Minutes of December 13, 2022 as a procedural measure. The approval of those minutes should be within the Policy Committee meeting.

SUMMER U FUNDING
Superintendent, Dr. Lori Bein, Assistant Superintendent of Student Learning, Dr. Becky FitzPatrick, and Assistant Superintendent of Business/CSBO, Stacey Mallek, presented to the Board answers to questions the Board previously had about Summer U funding.
In the summers of 2021 and 2022 the District used ESSER funding to offset the tuition costs of Summer U's academic review courses. The questions from the Board will help the Board determine how to best fund Summer U moving forward.

LIBRARY MEDIA PROGRAM & FIRST READING OF POLICY 6:230
This agenda item was broken up into three parts:
Part 1: Presentation to re-familiarize the Board with District 25's LMC Library Media Program. This presentation covered what occurs in the District's LMC Program as facilitated by the District's LMC Specialists. Assistant Superintendent of Student Learning, Dr. Becky FitzPatrick, Library Media Centers Coordinator Katie Paulson, and LMC Specialists Beth Kovacic and Becky Fahnoe presented to the Board. This presentation covered the following:

RESOLUTION DIRECTING THE COOK COUNTY CLERK TO ABATE THE INCREASE IN THE 2022 REAL ESTATE TAX LEVY DUE TO SECTION 18-223 OF THE PROPERTY TAX CODE (35 ILCS 200/18-233)
Assistant Superintendent of Business/CSBO, Stacey Mallek presented this item. Public Act 102-0519 became law on August 20, 2021. This law requires that any property tax refund to individual taxpayers be “re-extended” by the County Clerk on behalf of the District in the most current levy. The amount certified by the Cook County Treasurer for District 25 for the 2022 tax year is $827,235, which would cost the average owner of a $400,000 home approximately $47 in additional property taxes on the 2022 property tax bill (paid in 2023). The board may choose to accept this refund, or to forego all or any portion of the refund amount by passing an abatement resolution prior to April of 2023. The administration is recommending the Board abate this refund amount.
