Organizational Meeting
The agenda for the first School Board meeting in January also serves as an organizational meeting. The board selects officers and receives appointments for committee assignments along with conducting annual business functions.
Election of officers
The School Board selected Marci Anderson to serve as chair, Nicole Hayes as vice chair, Jeff Simon to serve as clerk, and Erin Heers-McArdle to serve as treasurer.
Set meeting dates
The School Board approved a listing of planned meetings and work sessions through July 8, 2024.
Designate official depositories
U.S. Bank, Wells Fargo Bank, Minnesota School District Liquid Asset Fund, Bremer Bank and Bridgewater Bank were named official depositories.
Designate official investments and financial institutions
U.S. Bank, Wells Fargo Bank and PFM/Minnesota School District Liquid Asset Fund, and Baker Tilly Investment Services, LLC were designated as official investment financial institutions.
Delegation of authority for SERVS Financial
Michelle Vargas, chief financial officer, was authorized to serve as the responsible person regarding the Minnesota Department of Education’s SERVS financial application.
Designate official newspaper
The Anoka County Union Herald, Brooklyn Park Sun-Post, Brooklyn Center Sun-Post, Blaine Spring Lake Park Life, and Champlin-Dayton Press and News were named official newspapers for 2023.
Delegation of authority for electronic fund transfers
The board approved the chief financial officer, director of finance, accounting manager, accounting financial data specialist and accountant to perform electronic fund transfers.
Authorization to sign contracts
The board approved the superintendent and chief financial officer to sign contracts on behalf of the district.
Designation of the identified official with authority for education identity access management
The board designated Superintendent Cory McIntyre as the person responsible for this task in the 2023-24 school year.
Expenses of board members
Expenses of board members remain unchanged from 2022. The board chair will receive $1,300 per month and board members will receive $1,200 per month to cover expenses incurred in fulfilling their responsibilities. This amount has remained unchanged from 2022.

Chair Anderson made appointments for representatives to various boards and committees for 2023.
Marci Anderson: Minnesota State High School League, Labor Management Committee (alternate), Metro Educational Cooperative (ESCU), Policy review/advisory committee, Curriculum, Instruction and Assessment Committee (CIAC), Middle School Play-up committee, Staff Development Advisory Committee.
Nicole Hayes: Brooklyn Bridge Alliance for Youth, Labor Management Committee (LMC), Curriculum, Instruction and Assessment Committee (CIAC), Minnesota School Boards Association Delegate Assembly, Northwest Suburban Integration School District Board of Directors (alternate), Anoka-Hennepin Educational Foundation, Student Services Leadership Team.
Jeff Simon: Policy Review/Advisory Committee, Curriculum, Instruction and Assessment Committee (CIAC), Middle School Play-up Committee.
Erin Heers-McArdle: Association of Metropolitan School Districts, Community Education Advisory Committee, Minnesota School Boards Association Delegate Assembly, Northwest Suburban Integration School District Board of Directors, Student Services Advisory Committee, Tribal Council (TNEC).
Kacy Deschene: Schools for Equity in Education (SEE), District Health, Wellness and Safety Committee, Policy Review/Advisory Committee, Student Services Leadership Team.
Matt Audette: Student Services Advisory Committee, Student Services Leadership Team (alternate).
Communications, Delegations and Petitions
The School Board did not receive any testimony.
General Counsel
Policy 618.0 Early Childhood Screening
Becky Brodeur, associate superintendent for middle schools and student services, and Anjie Flowers, general counsel and executive director of human resources, provided a first reading of Policy 618.0 on early childhood screening. The policy will return for approval at a future meeting.
