A Note from Lisa
Hello CTE Friends,
March has rolled in and, hopefully, all the cold winds and ice are behind us! March is often that time of year when we insert the word "luck" into conversations. This month I feel lucky and blessed to get to introduce you to a new ESC Region 11 staff member, Chelsea Reeves. She is a long-anticipated addition to our program and will be helping us add to the ways we can serve districts. On a personal note, I'm thrilled to have this ray of sunshine who brings a wealth of knowledge and experience to the team and I am honored to work side by side with her daily. Please help me welcome Chelsea to the team!
As I mention luck, we all realize that, for the most part, we create our own luck. Fortune is often the product of hard work and networking. This is a great month to invest in thinking about how your programs lay the groundwork for you to be the lucky recipient of success. Athletes know practice yields their "luck"; for departments and programs, it is data analysis, planning, professional learning, and an atmosphere of continuous improvement that yields "luck." What does that cycle look like for you? The Comprehensive Local Needs Assessment is a great tool for you to invest in continuous improvement and be the "lucky" recipients of successful students, happy staff, and highly acclaimed schools. Whether you are blessed by leprechauns or just wear a little touch of green this month, may the luck of the Irish be with you!

- The CCMR Tracker releases this month; evaluate it against local data.
- Evaluate available funds for CTSO winners to move on to state and nationals.
- Evaluate needs for 2022-2023 staffing changes (retirements, expansions, etc.).
- Meet with stakeholders to gather CLNA feedback.
- Review 5th 6 weeks PEIMS reports.
- Enter into PEIMS IBCs earned in January and March.

Hello, CTE Colleagues!
I am honored to serve and support you and your LEA as the ESC Region 11 Career & Technical Education Coach. As a former Family & Consumer Science teacher, campus administrator, and CTE director, my purpose has been rooted in being a collaboration conductor, initiative inventor, and connection cultivator. My mission is to meet all stakeholders where they are and support them in growing to or past their desired outcomes. By partnering together, we can ensure an equitable, efficacy-based Career & Technical Education program for all students and educators to succeed now and in their future endeavors.
I look forward to meeting you, growing in professional fellowship with you, and providing continuous support!

Helpful Information Straight from TEA!
Proclamation 2024 (Science, Technology Applications, and Certain Career and Technical Education Courses)
Now Accepting Public Comment
The State Board of Education (SBOE) is scheduled to issue Proclamation 2024 at the April 2022 meeting to call for instructional materials for K-12 science, K-8 technology applications, and certain career and technical education courses. A draft of the proclamation has been posted to the TEA website. Please review the draft and submit comments or concerns using the Proclamation 2024 Public Comment Form no later than Friday, March 25, 2022. TEA will share all comments with the SBOE.
TEA will also host focus groups in February and March 2022 to collect feedback on the draft. If you are interested in participating in a focus group, please submit a Proclamation 2024 Focus Group Interest Form.
Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter B, Graduation Requirements
Summary: The proposed amendments would update the high school graduation requirements to align with Senate Bill (SB) 369 and SB 1063, 87th Texas Legislature, Regular Session, 2021; update course titles; add new courses to satisfy specific graduation requirements; update information related to performance acknowledgements; and make technical edits.
First Reading and Filing Authorization: January 2022 SBOE meeting
Public Comment Period: February 25, 2022-April 1, 2022 (5:00 p.m.). The SBOE will take registered oral and written comments on the proposal at the appropriate committee meeting in April 2022 in accordance with the SBOE board operating policies and procedures. A form for submitting public comments on proposed SBOE rules is available on the proposed SBOE rules web page.
Proposed Effective Date: August 1, 2022

Summary: The amendment adopts by reference the 2021-2022 Student Attendance Accounting Handbook. The handbook provides student attendance accounting rules for school districts and charter schools. Changes were made to the handbook since published as proposed.

Effective Date: March 3, 2022

Virtual Conference | Part II: March 24, 2022
Gather your local education agency (LEA) teams back together for part two of the Texas Collaboration Institute!
Texas Transition has teamed up with the National Technical Assistance Center on Transition: The Collaborative (NTACT:C). With national speakers, facilitated training, and a focus on district team building and collaboration, it will not disappoint! LEA teams comprised of Special Education (SPED), Career & Technical Education (CTE), Vocational Rehabilitation (VR), and the addition of High School Counselors continue the discussion on partnerships that change the results and lives of students with disabilities. Mark your calendars for this follow-up to the October 28 event. Didn't get a chance to participate in October? No problem, we'll catch you up!

Who completes the CLNA?
Any LEA that intends to apply for 2022-2023 Perkins Funds must have a current, approved CLNA on file with TEA. (This CLNA will also apply to 2023-2024 Perkins Applications.)
How do I know if I file solely or as an SSA Member?
- If your Perkins Entitlements are over $15,000, you may file solely or choose to join an SSA.
- If your Perkins Entitlements are under $15,000, you must join an SSA in order to apply.
LMI Data released by TEA, for use in completing the CLNA.
