Pathway To Literacy
On April 4, 2019, the Governing Board of Trustees adopted Resolution 18-19-06 a Pathway to Biliteracy Recognitions Program. The program recognizes elementary and middle school students who have demonstrated and met defined benchmarks toward proficiency in speaking, listening, reading, and writing in one or more languages in addition to English.
Adoption of Consent Agenda Items
The Governing Board voted to accept the consent agenda items. Items listed under the consent agenda motion are considered to be a regular course of procedure and are acted on by the Board of Trustees in one motion.
There is no discussion of these items prior to the Board vote unless a member of the Board, staff, or the public requests specific items be discussed and/or removed from the agenda. It is understood that the administration recommends approval on all consent items. Each item on the consent agenda approved by the Board of Trustees shall be deemed to have been considered in full and adopted as recommended.

The Governing Board approved the Personnel Report as part of the Consent Agenda.

Memorandum of Understanding: California State Employees' Association, Chapter 641 and the Cambrian School District
The Governing Board approved the Memorandum of Understanding between the Cambrian School District and the California School Employees Association Chapter 641 as part of the Consent Agenda. The Cambrian School District and the California School Employees Association Chapter 641 wish to enter into a Memorandum of Understanding in regards to increasing the hours of various Food Service Assistant I and Assistant II positions at all school sites to better meet the needs of the students.

Memorandum of Understanding: Cambrian District Teachers' Association and the Cambrian School District
The Governing Board approved the Memorandum of Understanding between the Cambrian School District and the Cambrian District Teachers' Association as part of the Consent Agenda. The Cambrian School District and the Cambrian District Teachers' Association wish to enter into a Memorandum of Understanding in regards to adjusted schedules for Back to School Nights and Open Houses.

Term: 2023 - 24 School Year
Personnel: Declaration of Need for Fully Qualified Educators - Amendment
The Governing Board approved the amendment to the Declaration of Need for Fully Qualified Educators to be filed with the Commission on Teacher Credentialing. On May 4, 2023, the Governing Board approved the Declaration of Need for Fully Qualified Educators for the 2023-24 school year. Due to the current needs of the District, an amendment to the Declaration of Need for Fully Qualified Educators is necessary.

Contract Agreement: Marcus Foster Educational Institute
The Governing Board approved the Marcus Foster Educational Institute contract agreement for a total of $52,325. Cambrian School District would like to partner with Marcus Foster Education Institute and The Town Project to provide Restorative Justice Professional Development services through training and coaching of Cambrian staff.
Restorative Justice is an alternative to using punishment-based approaches to school discipline and behavior management in classrooms. Restorative Justice focuses on repairing harm through inclusive processes that bring together students and educators.
Marcus Foster Education Institute leads and partners with school districts in equity-focused services offering practical methods and tools that result in cultural shifts and measurable improvements.
Term of Agreement: September 1, 2023 through June 30, 2024

Enrollment Update
Staff will provide an update on the first day of District enrollment for our schools. Also to be discussed and reviewed are the first day enrollments from the 2019-2020 school year through this year. Staff and the Board will have the opportunity to discuss the changes over time, and the current schools’ enrollment. There are currently 3,000 students in the Cambrian School District.

Budget: 2022-23 Unaudited Actuals
The Governing Board accepted the Unaudited Financial Statements for the 2022-23 fiscal year and will file the report with the County Superintendent of Schools. Education Code Section 42100 states that the Governing Board of each school district shall approve, in a format prescribed by the Superintendent of Public Instruction, an annual statement of all receipts and expenditures of the district for the preceding fiscal year and shall file the statement with the County Superintendent of Schools.

Resolution 23-24-03: Appropriations Limit (Gann Limit)
The Governing Board adopted Resolution 22-23-05: 2022-23 Appropriations Limit and declared that the appropriations for the 2022-23 fiscal year does not exceed the limitations imposed by Proposition 4 (1979). As required by Proposition 4 (1979), the District must establish a revised Gann - Appropriations Limit for the 2022-23 fiscal year and a projected Gann Limit for the 2023-24 fiscal year. In doing this, the Board must declare that the appropriations for the 2022-23 fiscal year does not exceed the limitations imposed by Proposition 4 (1979). Staff has provided the Gann Limit Calculation for the Board of Trustees to review, in a format approved by the State of California.
Based on the forms attached detailing the Gann - Appropriations Limit Calculation, staff believes the appropriations do not exceed the limitations imposed by Proposition 4 (1979).

Next Board Meeting
The next meeting of the Cambrian School Board will be held Thursday, Sept. 21, 2023 at 7 p.m. Meetings are held in person at the Professional Development Center located at 4115 Jacksol Drive, San Jose, CA 95124 in Building 7, and can be viewed online as well. Agenda and login information will be available the week of the Sept. 21st meeting. The meeting is open to the public.
