Release of 2022-2025 School Safety Standards Formula Grant- Due Feb. 17th
The purpose of the 2022-2025 School Safety Standards Formula Grant is to assist LEAs in meeting then new school safety standards and to include other security related costs like metal detectors, cameras, and monitoring tools such as those allowed under the school safety allotment, the SB500 school safety and security grant, and the silent panic alert technology grant.
The purpose of these funds are to first allow LEAs to implement the new safety standards applicable to Chapter 61, Sub-chapter CC, 61.1031 of Commissioner's Rules.
Grant Application Details
The 2022-2025 School Safety Standards Formula Grant application is now available in eGrants. Allocations for eligible applications of the 2022-2025 School Safety Standards Formula Grant are available and can be viewed on the Entitlements page.

The ADC form must be submitted before the grant application is available in eGrants. To access the ADC, log into TEAL and select eGrants as the application. Once in eGrants, click on Grants on the menu bar.
Eligible applicants must apply through the eGrants system by 5:00p.m. Central Time, February 17, 2023.

Title IV Reminder!
There are new state school safety standards (see Commissioner’s Rules below) and a new state grant, the 2022-2025 School Safety Standards Formula Grant (noted above).
It is important for LEAs to review existing and new state school safety requirements because there are previously allowable Title IV, Part A activities and/or expenses that can no longer be federally funded if they are now state required.
An LEA may have been approved to use Title IV, Part A funds for an allowable activity in the past because it was not a state requirement at the time. As always, an LEA must ensure it uses Title IV, Part A funds to supplement and not supplant any existing and/or new state requirements for program activities.
21-22 Federal Report Card Dissemination Requirement
Each LEA that receives Title I, Part A funding is responsible for disseminating the state-, LEA- and campus-level report cards to 1) all LEA campuses, 2) parents of all enrolled students, and 3) the general public via widely available public means, such as posting on the Internet, distribution to the media, or distribution through public agencies.
At a minimum, the LEA must—
- Post direct links to the State, LEA, and campus report cards on its web site;
- Notify parents of all students about the availability of the report cards and the options for obtaining them;
- Provide appropriate translation (either oral or written) upon request;
- Make hard copies available to parents upon request; and
- Make hard copies available for viewing in public locations.
Sample parent notification letters in English and Spanish that LEAs may customize are available on the TEA Federal Report Card Web Page. TEA strongly encourages LEAs to translate the sample letter in a language and format that all parents can understand.
LEAs are not required to use the sample parent notification letters, but they must make the federal report card information readily accessible to the public, and LEAs must notify parents of the availability of the federal report card information no later than Thursday, March 2, 2023.
Updated Industry-Based Certification List for Public School Accountability
An updated IBC list is available here: 2022-24 Industry-Based Certification List for Public Accountability.
Certifying entities with an IBC that was submitted for review and not approved for the 2022-24 list had an opportunity to request re-evaluation between September 19th and October 14th, 2022. The re-evaluation process for the 2022-24 Industry-Based Certification List for Public School Accountability is complete and results are reflected in the updated list. No IBCs were removed from the list through this process. Thirty-six IBCs were added to the list.
In January, the CTE team will publish an updated Crosswalk of IBCs to Aligned Programs of Study as well as updated Program of Study Framework documents incorporating the additional IBCs.
2022-2023 Perkins V: Strengthening Career and Technical Education for the 21st Century Reallocation
Reallocation amounts for the 2022-2023 Perkins V: Strengthening Career and Technical Education for the 21st Century Grant Application have been made available in eGrants and are now available on the Entitlements page.
TEA Memo regarding 2019-2021 School Safety and Security Grant Programmatic Report
LEAs who received grant funding through the 2019-2021 School Safety and Security grant program are required to complete a programmatic report on expended grant funds and campuses served for the following allowable uses:
- exterior doors with push bars;
- metal detectors at school entrances;
- ereect vehicle barriers;
- security systems that monitor and record school entrances, exits, and hallways;
- campus-wide active shooter alarm systems that are separate from fire alarms;
- two-way radio systems;
- perimeter security fencing;
- bullet resistant glass or film for school entrances; and
- door-locking systems
How do I access the report?
To complete the 2019-2021 School Safety and Security Grant LEAs will follow this link to a SmartSheet form that contains additional instructions on how to report expenditures in appropriate activities.

- 12/14/2022: TEA releases 2019-2021 School Safety and Security Grant programmatic report via Smartsheet.
- 02/10/2023 at 5:00pm CST: Report closes for LEA submission, TEA staff will reach out to LEAs who did not submit to retrieve the data.

TEA released a School Safety Standards Cost Estimates Survey and tools for districts to complete by February 10, 2023, to estimate the actual cost of implementing the proposed state safety standards for schools. Districts need to take part in this survey for several reasons:
- The Commissioner and Chief of School Safety and Security at TEA have heard districts expressing the need for more funding for school safety. This tool is how they plan to collect and quantify that need when working with the state legislature and others.
- This tool is an excellent way for districts to prepare to complete the 2023-2025 School Safety Standards Formula Grant when it is released in a few weeks.

TEA Memo regarding CCMR
This correspondence is to notify you that the 2021-2022 Summary of Finances (SOF) reports have been updated to include the final 2020 count of annual graduates for the College, Career, or Military Readiness Outcomes Bonus (CCMR OB) in excess of the established thresholds set in the commissioner of education rules for the three cohorts:
- annual graduates who are educationally disadvantaged;
- annual graduates who are not educationally disadvantaged;
- and annual graduates who are enrolled in a special education program.
The NF (Near-Final) column of the 2021-2022 SOF reports has been updated to incorporate CCMR OB funding and used in near-final settle up calculations. Local education agencies (LEAs) may view their SOF reports through the online Foundation School Program (FSP) system and refer to SOF Run ID 39331. Negative balances resulting from this update will be transferred to reduce FSP payments in school year 2022–2023. Payments will be issued for positive remaining balances.
