Student Handbook and Privacy Notification
ESSER Funding Parent Input Meetings with Washington County Superintendent
Dear Washington County Community,
As part of the American Rescue Plan, Washington County Schools is applying to receive approximately $11.9 million through the Elementary and Secondary School Emergency Relief Fund (ESSER) 3.0 to address the ongoing impact from the pandemic. These funds may be used for one-time expenditures and should primarily focus on supporting students' academic needs in order to accelerate learning after the COVID-19 pandemic. These funds may be spent over the next three years.
I would appreciate the opportunity to engage with members of our community as we work together to complete the application and district plan for these funds. To that end, I have scheduled three in-person community forums to provide everyone an overview of the process as well as an opportunity to listen to the voice of our community:
- July 19: Daniel Boone High School Little Theater at 6:00 pm
- July 20: David Crockett High School Little Theater at 6:00 pm
- July 22: WCDE Central Office Conference Room at 12:00 pm; 405 West College Street, Jonesborough (water/soft drinks provided)

Afterschool Care for Grades K-8
We are excited to announce that beginning on July 8, 2021, afterschool care will be provided by University School for the 2021-2022 school year. The program is open to students in Kindergarten through 8 th grade. The program operates daily until 5:30 in our school building. All school rules (mask wearing & social distancing recommendations, cleaning protocols, etc.) will still be in place during afterschool.
In the event that school closes early or is not in session, after school care will not be offered.
Afterschool care will not be open on half days. In the event that the school dismisses using a
controlled release due to a threat in the area, afterschool care will be cancelled unless otherwise
announced.
The daily cost of the program is $15 per day for students who use the program. Payment is only expected for the days your child attends afterschool care. Payments should be made to

The tentative schedule for each day will be as follows:
● Check in and Snack in the cafeteria
● 3:30-4:15 Outdoor Time/Gym Time
● 4:15-4:45 Homework Half Hour in Room 214 (Reading, Writing, Art for students that do
not have daily homework)
● 4:45-5:30 Free Choice Time in the Room 214 (Games, Puzzles, Art, Reading, etc. with
proper safety protocols in place)
Ms. India and Ms. Stephanie will operate the daily afterschool care program. April Sims will

Student Athlete Information
All students who plan on participating in athletics must have a current physical, concussion, and cardiac arrest forms on file with the school before they can participate in University School athletic programs. These forms can be found on the University School sports page or picked up in the office.

HS Athlete Concussion Management Parent Information Meeting
Parents of University School athletes: please join us on Wednesday, July 21 at 6:00PM for a Concussion Education meeting, outlining the concussion management pilot program beginning soon through a partnership with ETSU Sports Medicine/ETSU Athletics. While the program will begin with the high school girls soccer team, the goal of the concussion management team is to assess the possibility of other sports' athletes throughout the year. Therefore, parents of athletes in all sports at U-School are invited to attend the Zoom meeting on Wednesday. It should also be noted that athletes in all sports will receive care and appropriate steps will be taken for concussion management regardless of the athlete's participation in the baseline testing.
An outline of the management program will be provided at the meeting. The presentation will also include more information on the testing process, including further details on:
- Baseline concussion testing (will take approximately 45-60 min. per student and will involve 5 tests assessing different aspects of their neurocognitive function. After school testing slots are available.)
- A specific outline of the tests, which will consist of the following:
- Impact Neurocognitive Test: This is performed on a computer that will ask the student questions involving verbal and visual memory recall, problem solving, and attention span
- Balance Error Scoring System: This is performed by assessing the student’s ability to perform two-leg and single-leg balance in various stances
- King Devick Test: Performed using an iPad and the student will read and say number sequences as they appear on the screen
- Control Oral Word Association Test: This is performed by naming a number of words that start with a specific letter over a period of several seconds
- Grooved Pegboard test: This is performed to assess motor function by placing pegs into holes on a board
The reason for attempting to test prior to beginning practice is to determine the student’s function and ability to perform these tests in a normal environment while they are healthy. Should the student sustain a head injury moving forward following testing, they will be assessed and referred for repeat testing if a concussion is suspected. Those scores will be compared to the baseline scores along with their clinical evaluation to determine the extent of the injury and providing feedback on their recovery.
In order to participate in the baseline testing, high school girls soccer players should return the required registration documents, found HERE. ONLY the highlighted portions of the ETSU Health registration document are required to be completed, along with the HIPPA/FERPA form. The documents should be returned to Mrs. Erin Penley in the main office at University School. Students will signup for a date and time for the baseline tests to be performed when returning the documents. The deadline for these forms has been extended to Friday, 7/23 to allow for this informational meeting to take place. 2021-2022 Calendar Change
Responsible Use Form - All Grades Please Complete
All University School Students are required to complete a Responsible Use Agreement, please review and complete the appropriate Responsible Use Agreement Form for each U-School student attending during the 2021-2022 school year.
University School Return-to-School Safety Protocols
We ask that all students, staff and visitors to our school, please following the COVID safety protocols below:
- ETSU and University School no longer requires fully vaccinated individuals to wear face coverings on campus. Anyone who has not been vaccinated is strongly encouraged to continuing wearing a mask when indoors and in close proximity of others.
- Physical distancing will be observed to the greatest extent possible.
- Additional sanitizing will take place daily.
- Individual sanitizing wipes will be provided for cleaning student work areas.
- Hand sanitizing and regular handwashing is strongly encouraged.
- Individuals exhibiting COVID-like symptoms should remain home until cleared to return to school (following current return-to-school algorithm).
Please note that the TN Department of Health Return-to-School Algorithm will continue to be followed by the school for the 2021--2022 school year. If there are any updates or revisions made throughout the year, the most current plan will be implemented and shared.
