Teacher Appreciation Week
A note from Lisa
This is an unusual Teacher Appreciation Week, with no student-filled hallways, end-of-the-year assemblies, or school walls. As we pause from the never-ending work of providing for our students in a virtual format, let us all be thoughtful in our appreciation of those doing work during this unprecedented time! I have been awed to see and hear about the lengths that individuals and entire districts have gone to in order to provide for the needs of our students. I want to share my heartfelt thanks and appreciation for all of the individuals doing this work and who help to provide, in many cases, a lifeline to support and love children everywhere!
It is May, which represents the final stretch of this very different school year. Take a moment to think on and be proud of all you have accomplished. I, for one, am impressed by it all! As you start preparing for graduations, summer professional development, and what the 2020-2021 school year may bring, let pride in your accomplishments provide the energy to keep moving forward in our new normal.
Be safe and stay well, my friends. I look forward to when I can see you in person again.

- The upcoming webinar on Understanding the College, Career, or Military Readiness (CCMR) Outcomes Bonus scheduled for May 8, 2020, at 1:00 p.m., has been postponed due to district closures. A new date will be announced later this spring.

Timeline for Submission for Students Who Earned 2019-2020 IBCs.
HB 3 College Preparation Assessment Reimbursements Governor’s Office In accordance with section §418.016 of the Texas Government Code, the Office of the Governor has granted TEA’S request to temporarily suspend Texas Education Code, Section §39.0261(a)(3). TEA asserts that strict compliance with these laws could prevent the state from reimbursing the cost of the TSI, ACT, or SAT exams as they intended to do under House Bill 3 (86R). This suspension is in effect until terminated by the Office of the Governor or until the March 13, 2020 disaster declaration is lifted or expires.
Eligible Students for Reimbursement
Seniors who take either the SAT, ACT, or TSIA from September 1, 2019 – August 31, 2020, are eligible for reimbursement.
Juniors who take either the SAT, ACT, or TSIA from January 1, 2020 – August 31, 2020, are eligible for reimbursement.
As a reminder, college preparation assessments reimbursements will go to the district for the cost of one assessment per student. TEA will reimburse the highest-cost exam to the district. An updated FAQ with additional guidance will be posted on the College Preparation Assessment Reimbursement webpage as new information becomes available.
HB 3 IBC Reimbursements
Similarly, districts can get reimbursements for IBCs earned from September 1, 2019 – August 31, 2020. IBCs earned from September 1, 2019 – May 31, 2020, will be reported in Summer Submission 3. IBCs earned from June 1, 2020 – August 31, 2020, will be reported in Fall Submission 1. We have released the first version of the IBC reimbursement FAQ and will provide additional guidance on the webpage as they come.

Companies Are Working to Allow for Remote IBC Testing:
- If you offer an IBC in your district, reach out to the company you utilize for details.
- Note, there are some challenges with testing if students are not on a desktop or laptop that is camera capable. (Chromebooks are not able to be utilized for most testing.)

- Changes were approved by SBEC on December 6, 2019
- Changes approved by SBOE on April 17, 2020
- Changes become effective May 24, 2020
2020 Accountability manual
2020 Accountability manual
Chapters 1–11 of the 2020 Accountability Manual are now available.
Because of the required administrative rulemaking process, these chapters are not yet final. The public comment period on the proposed rules (including the manual) opened on Friday, May 1, 2020, and will close on Monday, June 1, 2020.

Perkins V for CTE Leadership
Training and Perkins V updates
- June 9, 2020, is the Perkins V application training at 9:00 a.m.
- You must register to attend the training that is embedded in our CTE Leadership meeting.
- The meeting will be virtual.
- Your CLNA must be submitted and approved in order to access your PS3350- Accountability Document and PS3012 Perkins Application.
- Perkins planning amounts for 2020-2021 will release on May 15.
- Perkins V Application - PS3012 will open on June 2, 2020.

Career Prep/Practicums and WBL
You will use the "unpaid option" available in the SAAH (Page 164 for details) if the student is not working.

Please be sure that you are documenting how you are providing your Career Prep or Practicum students with work-based learning opportunities. It sounds like you will need to be able to answer how you provided assignments that replaced the training site. (Lesson plans)
This does not mean assign them lots of extra work - you just have to show that we are giving them assignments that would be related to work-based learning.

- Explore-Work - This option was developed by WINTAC as a resource for you when delivering Pre-ETS for students remotely. Explore-Work has the option for the student to choose either the VR counselor or provider to be receiving email notices of student progress from the site.

CLNA due date is extended to June 1st
The CLNA is best completed in Internet Explorer, and narrative questions are limited to 1,000-character responses. There are resources, including presentation materials on the ESC Region 11 CTE website.
The CLNA due date is extended to June 1st. Access to the Perkins V grant application for 2020-2021 requires submission and approval of the CLNA. The CLNA opened February 7, 2020, and both state-level and LEA-level data were released. LEAs that are members of a Perkins SSA will complete portions locally, and ESC Region 11 will complete portions as a group. If you have not supplied your district collaborative information, you must do so through this link.
If you plan to delay your submission, be sure you are aware of what is affected. Read Release
The CLNA-Special Collection (SC) 5600 is now available and can be accessed under the Special Collections tab in eGrants.
Accessing Perkins V Baseline Data
The Texas Education Agency is providing data to support districts with completing the CLNA. The data is available in the TEA Login (TEAL website) within the accountability application. Two data files are available for download under the College, Career, and Military Preparation (CCMP) tab within the accountability application:

We would like to introduce you to an initiative for high school students to connect them to a series of virtual career days. Our goal is to create learning and networking opportunities for young people in our changing social and economic environment. Josh Walker, with HKS, is leading this effort to connect young people to opportunities “virtually” all over. Here is an excerpt to describe the overall goals:

- Send me your data provided in TEAL Supplemental Report for CTE, district baseline data so I can complete section 6 of the CLNA on behalf of the SSA.

CTAT Summer Conference
Texas Farm Bureau’s Summer Ag Institute
Texas Farm Bureau’s Summer Ag Institute (SAI) for teachers is a four-day professional development opportunity that equips teachers with knowledge of how to incorporate agriculture into the classroom through extensive field experiences, presentations from agricultural experts, hands-on learning, and exposure to resources available for classroom use.
SAI registration is open to any active K-12 teachers across all subjects. All teachers receive 36 hours of Continuing Professional Education (CPE) as authorized by the Texas Education Agency. The cost for SAI is $375; however, county farm bureaus across the state often sponsor teachers from their counties, covering the full cost of attendance, lodging, and most meals. No payment is due at the time of registration, as we seek sponsors for registrants. Registrants are notified of sponsorship status soon after registration.
