Health Care is Extremely Important

The State of Delaware offers four different health care plans. This course is designed to help employees understand the health plans offered by the State of Delaware. Take a few minutes to view the following videos at the bottom of the newsletter:

School Stipend (Flex Credits)

Before you watch the health care video, it is important to clarify the stipends provided by Colonial School District. As an employee of Colonial School District, you receive two local flex credits:


  1. The first flex credit (OptnFlexCr) may only be used for your State Health Plan.
  2. The second flex credit (ProgFlexCr) may be used for District Benefit Plans (Dental, Vision, and Life Insurance).


Please be advised that during Open Enrollment the Employee Self-Service enrollment website calculates the total benefits costs, applies flex credits, and determines the per pay period costs. Thus, the calculation will be automatic during the Open Enrollment process. The stipend amounts are listed below:

Full-Time Specialists -------- Health Care Stipend up to $160 --------- Local Stipend up to $113.00

Part-Time 1/2 Employees- Health Care Stipend up to $ 80 ---------- Local Stipend up to $71.25

Part-time 1/4 Employees-- Health Care Stipend up to $40 ----------- Local Stipend up to $35.63

Administrators ----------------- Health Care Stipend up to $125 --------- Local Stipend up to $113.00

Dental and Vision

Just another side note before watching the videos - The How To Select Health Plan Video mentioned the State's dental and vision plans. Please note, Colonial School District's are different from the State of Delaware's plans. Here is more information regarding Colonial School District's dental and vision plans:


Take note, there is a 3% increase for dental rates and no rate increase for vision.

This plan allows employees to seek services in-network and out-of-network. This plan has a deductible and processes bills based on coinsurance.

This plan allows employees to seek services in-network and out-of-network. This plan has a deductible for out-of-network services. Most in-network services are processed by co-payments. Out-of-network services are processed by co-insurance.

This plan does not normally allow for out-of-network services. This plan does not have a deductible. Most bills are paid by co-payments.
