Dear Families:

Thank you for your continued patience and perseverance as we continue with the second semester in a virtual setting. Our teachers, staff, and administrators continue to find innovative ways to stay connected with students' online learning environment. We acknowledge the difficulties and challenges and continue to seek ways to offer additional supports. We also continue to remain optimistic about returning to hybrid on-campus learning at some point during the second semester while still offering the online format for those who wish to stay online only. While the authority to return is not within our power, everything else we can do to support a safe return is being implemented. We have provided more information in the topic-specific areas below.

One of the greatest experiences we have as educators is connecting with students. I had the pleasure of working with the Superintendent's Student Council this week. This exceptional group of middle and high school students works with me to ensure our students' voices are heard. After all, they are our 'end users,' and they have much to say about their experiences. I must say that we are developing incredibly articulate, positive, and thoughtful young men and women. It is refreshing and validating to work with this outstanding group of student representatives! We will be adding a section to our website to showcase this team's ideas and work to share their thoughts and perceptions with all.

• EL hubs are reopening on Monday, January 25, 2021, with modified safety precautions.
• All other hubs are under consideration for reopening no sooner than February 2, 2021.
• All reopenings are dependent upon local case rates and indicators.

• TVUSD is not legally able to open. We remain in the deep purple tier.
• Reopening is contingent on 1. The Governor's new plan and metrics which have not been approved by the legislature yet; 2. Advancing into the red tier; or 3. Getting an approved waiver for TK-5 (which RCPH has said they will not consider until the County achieves an adjusted case rate of 14/100,000 or less. We are currently at 95.9).

• The Governor's new plan for reopening (if approved) requires that Riverside County has an adjusted case rate of 25 per 100,000 for five days.
• A significant concern under the new plan is the costly and logistically challenging test frequency requirement of students and employees.
• To be eligible for reopening under the Governor's new plan, TVUSD is preparing the required COVID-19 Safety Plan and will submit it by February 1, 2021.
• When TVUSD receives approval of the new COVID-19 Safety Plan, and Riverside County meets the required 25/100,000, we would reopen initially with grades TK-5. We are still evaluating options for the secondary grades and would likely offer students/families a choice to return.
• Campuses, processes, and protocols are in place when we are granted the authority to re-open.

On Tuesday, January 19th, CIF Southern Section shared that the 2020-21 CIF Southern Section Fall Championships have been canceled due to the COVID pandemic.

What does this mean for TVUSD?

Under Consideration:

TVUSD's Fall season is NOT canceled. The postseason schedule cancellation has created an opportunity for the Southwestern League to explore a "league only" competition schedule for our respective Fall (Season 1) sports programs (boys and girls cross country, field hockey, football, girls volleyball, and boys and girls water polo). This "league only" competition schedule will be contingent on current TVUSD and Riverside County guidelines, CIF officiating availability, CIF safety guidelines, and district approval.

Continuing:

On-Campus athletic and co-curricular conditioning/training sessions will continue. These are authorized under current authority, regardless of the county's color tier. All those participating in athletic conditioning or approved co-curricular activities will be required to follow:

• Daily self-screening for symptoms before conditioning.
• Face coverings must be worn at all times when not engaged in direct conditioning or practice.
  
• A physical distance of 6 feet between all individuals must be maintained.
  
• Activities may include specific sports equipment but NOT contact equipment (restricted equipment).
• Students are encouraged to bring their own equipment.
• Activities must be conducted outdoors, where gathering size limitations still apply.
• All activities must be scheduled through the site’s Athletic Director and follow the facility use protocol.
• No visitors are permitted to attend conditioning or practice sessions. This includes parents and community members.
• No locker room access.
• No stable cohorts of more than 10 participants, with pods of 40 participants in an area at a time (outside only).

Current Positive Case Numbers Reported in TVUSD Within Last 14 Days. The chart is published publicly, every Friday, on our COVID-19 website.

• A contact is defined as a person who is within 6 feet from a confirmed case for more than 15 minutes cumulative within 24 hours, regardless of face coverings.
  
• TVUSD families of enrolled students are encouraged to use the process below to report COVID-19 direct exposure or a positive test. The reporting process is confidential and follows the guidelines and protocols developed by the California Department of Public Health and Riverside County Public Health.
• We ask that families use this process to ensure that appropriately trained staff can respond and support families. Phone and online reporting is available.
  

There are currently many free testing options, including through the Riverside County Department of Public Health https://gettested.ruhealth.org/home, your healthcare provider, and many drug stores and private labs that may bill your insurance.

The county clinics are currently open to any Riverside County resident or employee in PHASE 1A – ALL TIERS, PHASE 1B - TIER 1 OR AGE 65 YEARS AND OLDER.

The County's vaccine clinic sign-up site link is https://www.rivcoph.org/COVID-19-Vaccine. They have published new registration dates that will be available for booking beginning Saturday, January 23, 2021, at 12 Noon.
