Hello, Region 11 CTE and CCMR!
Welcome to the unofficial start of summer. At this time of year, some of you are off contract or about to be and are thinking about enjoying whatever you choose to fill your free time. Some of you are busy closing out 2022-2023 and planning for 2023-2024. We hope you are also dreaming of some planned rest and relaxation time.
Here at the ESC, this is a busy time of year. Our building is full every day, and professional learning abounds! Chelsea and I have opportunities scheduled for you, and a wealth of opportunities are provided by our ESC 11 peers and your state professional organizations.
We look forward to seeing many of you over the "dog days of summer," but hope that whether your relaxation includes climbing a mountain, sunning at the beach, or quiet time with a favorite book, that you all take time for yourselves. Education is rewarding, but it can also be draining, so be sure to fill your bucket!
If you are changing districts, don't forget to go to the listserv and sign-up with your new email address. If you are retiring, know we appreciate your service and investment in students. We offer you well wishes in the next stage of life's journey! If you are working and need us, we are on duty most of the summer. The ESC will be closed on July 3 and 4, and we will both be taking the rest of that week off. You can find us at CTAT Summer Conference in Dallas on July 10.

CCMR Verifier review
Finish out all purchases for 2022-2023
Facilitate teacher commitment to planning for summer professional development training and/or conferences.
Review your spending for all grants, and ensure you are on target to draw down all funds.
Finalize budget for the 2023-2024 school year.
Conduct equipment, inventory, and plan to maintain/repair/replace/expand.
Ongoing review of data as students register for classes to evaluate staffing needs
Review Principal and Superintendent FTE reports for accuracy.

Preliminary 2023 Accountability Manual
The Preliminary 2023 Accountability Manual, Chapters 1—12, are available here. Chapters 1–12 are open for public comment from May 19, 2023, to June 20, 2023. Details on the public comment period and how to submit comments can be found at Proposed Commissioner of Education Rules | Texas Education Agency.
The final 2023 Accountability Manual will be published in Fall 2023.
CCMR Verifier
The College, Career, and Military Readiness (CCMR) Verifier will be available in the TEA Login (TEAL) Accountability application from Thursday, May 24, to June 21. The CCMR Verifier allows districts to verify the accuracy of their CCMR data and, if needed, submit official documentation to correct data.
CCMR indicators determined by TSDS PEIMS submissions are not eligible for corrections and, therefore, will not be shown. The CCMR Verifier will contain data for 2021-22 annual graduates and non-graduating 12th graders.
What If Report (TEAL) Release — May 2023
The What If ratings shared in TEAL will apply the refreshed A–F framework to 2022 results. What If ratings are preliminary, based on the 2023 Preliminary Accountability Manual methodology. Upon the final adoption and ruling of the 2023 Accountability Manual, the 2022 What Ifs and final 2023 ratings will be reported on TXschools.gov.
2023 Campus 3–12 Enrollment List Now Available
District domain and overall ratings are changing to a proportionality method to improve the alignment of district overall ratings with campus overall ratings. This is based on the number of students enrolled in grades 3–12 at each campus receiving domain grades. District enrollments were set in October 2022. This list is posted on the 2023 Accountability Rating System page.

2023-2024 Federal Grant Application Trainings for ESSA, Special Education, and Perkins V
TEA will release the consolidated applications for federal grant funding as follows:
- Special Education Consolidated Grant Application (Federal) – June 7, 2023
- Perkins V: Strengthening Career and Technical Education for the 21st Century – June 15, 2023
The following Applicant Designation and Certification (ADC) forms will open on May 11, 2023:
- ESSA ADC for ESCs
- Perkins V and Perkins V Institutions
- SPED Federal
The ESSA ADC for LEAs will open on May 18, 2023.
The consolidated grant applications must be submitted to TEA by September 1, 2023, to be considered for funding.

Submitting IBCs
Reminders
- You are required to submit all IBCs exams taken, passed, earned, and attempted.
- Some IBCs require no second step to earn and can be entered as earned with the documented passing of an exam (held locally). Others require additional steps such as fingerprinting, background checks, submitted applications, etc. Be sure to know the difference!
- Each student can earn multiple IBCs, but the district can only be reimbursed for one over their entire high school career. (Have a process to manage this in case you are ever audited.)
- A district can be reimbursed for a passed or earned exam but not for attempted.
- Entering the cost in your student information system is necessary to gain reimbursement. Each SIS looks a little different, be sure to clearly know what is required! (Once the window for submission closes this summer, there is no opportunity to correct for reimbursement or accountability.)

Texas Farm Bureau Summer Ag Academy Opportunity
Summer Ag Academy (SAA) opportunity available this summer to K-12 teachers of all subjects (including district and ESC educators) in the DFW area. We’re hosting one of our SAAs at the Texas A&M AgriLife Dallas Center, which is a state-of-the-art research facility, on Thursday, July 20. Our team has worked diligently to offer a great opportunity to learn about urban agriculture and how to incorporate it into the classroom.
This opportunity is FREE to teachers and will not disappoint…I promise! Teachers will receive CPE hours for attending.

Drones in the Classroom Summer PD
If you are interested in competing next year, teaching with drones, or just want to learn more about how to use drones in your classroom, we will be offering a Teacher PD this June!
