Board Meeting: September 27, 2022
Public Hearing: 2022-23 Budget
Assistant Superintendent for Business Services John Lavelle briefly discussed the 2022-23 budget, noting that incorporating new temporary federal funding (ESSER) has been challenging. High inflation along with supply and labor shortages have also added an element of unpredictability to the process of developing a budget plan. This year's budget is balanced with revenues projected to slightly exceed expenditures. This will be the 19th balanced budget adopted by the district going back to 2004. Board President Serratore thanked the Business Office or overseeing the budget and thanked staff for watching spending. He also noted that a balanced budget is a great achievement given today's economic landscape.
There were no comments made at the budget public hearing.
Asst. Tennis Coach Chris Sandor Recognized
Congratulations to Stagg High School Coach Chris Sandor on being named the Illinois High School Tennis Coaches Association 2A Boys’ Assistant Coach of the Year.
Stagg High School Athletic Director Jen Doede said, “Chris is dedicated and committed to developing student athletes from a physical, mental and social emotional standpoint. He believes in developing his athletes not only as players, but as well-rounded students. Receiving this award is not only an honor for Chris, but an honor for all Chargers, the tennis program and Stagg High School."
Curriculum Spotlight
The Career Internship courses at Stagg High School provide authentic experiences for students to explore their career interests through traditional classroom work paired with an on-the-job training opportunity.
Superintendent Notes
- Superintendent Dr. Nolting noted that September has been another successful month, with each school in some phase of celebrating Homecoming. He mentioned it was great to see increased engagement with so many students connecting to school and events.
- In an effort for school to remain uninterrupted, the district continues to track Covid numbers. Fortunately, the district's area is "Low Risk." All staff will continue to be vigilant with Covid mitigations and protections.
- Niche.com rankings were published today and District 230 continues to rank among the top. The district as a whole received an A+ rating, all three schools ranked among the top 100 high schools in Illinois, and all three schools ranked among the top 15% of the Best College Prep High Schools in Illinois.
In Other Action
- Andrew senior Carter Bailitz, Stagg senior Massa Haj Ali and Sandburg senior Nour Ayyash provided updates on the events and activities at their respective schools. Each made mention of the excitement surrounding Homecoming and the increased participation in clubs, after school events and activities.
- Educational Support Professionals' Representative Betty Anton commended the hard work of ESPs districtwide and mentioned Socktober, a collection drive for socks to give some comfort to those in need.

- Andrew to Independence, Iowa for the Sting Independence Invitational
- Andrew to Granite City, IL for the Granite City Wrestling Holiday tournament
- Several monetary donations were made from various individuals and groups to support student learning and activities.
- The Board approved an indemnification agreement between D230 and the Eagles Hockey Club. The agreement recognizes the Eagles Hockey Clubs as a club at Carl Sandburg High School.
- Approval of minutes from Open/Executive Board and Committee Meetings.
- The Board approved a Maintenance Project Grant and committed local matching funds in the amount of $50,000. The grant monies will be used to repair soffits at Andrew High School.
- The Board approved a resolution providing for the issue of general obligation limited tax bonds not to exceed $12.125 million for the Stage High School Expansion Project.
Culture & Climate
Superintendent Nolting provide the Board with an overview of the 2022-23 Humanex survey results.
The entire district realized gains in ALL 15 Dimensions/Indicators. In fact, every group (each campus, district, administration, technology, food service) went up in all 15 dimensions.
As a district, we moved all 15 dimensions to a mean of 4.0 or above, meaning that a preponderance of staff fell into the “agree or strongly agree” level within all 15 dimensions.
Humanex has a dream box to measure the satisfaction and engagement of staff as individuals. The goal is to have all staff members in the highest level (red circle) while having zero staff in the lowest levels (grey circles).
- We realized an increase into the red box of approximately 9% - 71.95% of staff rated high in both engagement and satisfaction.
- We realized a total decrease of those in the lowest tier boxes of 2.5% - 6.45% of staff feeling either low levels of engagement and/or satisfaction.
