PDE Updates
Pennsylvania Educator Workforce Strategy
Our educator workforce not only represents a critical sector of the commonwealth's economy, but educators also play a doubly important role in preparing young learners to participate in and lead our communities, our governments, our businesses, and our families in the future. It is therefore appropriate that the Pennsylvania Department of Education (PDE) establish August 2025 as a key date by which we plan to achieve many of the ambitious goals laid out in the Pennsylvania Educator Workforce Strategy.”
When will PVAAS be updated to reflect 2021-2022 testing scores?
"A specific date has not been announced by PDE. PVAAS Teacher Specific reporting will be released in the fall with PVAAS District and School Reporting. We anticipate the timing of this to be similar to the timing of reporting PVAAS release before COVID with a bit of extra time added as the Spring 2022 testing window was extended for districts. PVAAS account holders will receive an email when the reporting has been released on the PVAAS website."
"Around late October - early November"---approximate timeframe given at PAIUCC on September 15th.
Prepare your LEA/district for the upcoming PVAAS reporting release this fall by taking the following steps linked here in this document.
Updates to Act 158 Toolkit
There is an updated section in the Act 148 Toolkit in the SAS portal titled "New and Noteworthy". Included in this section are:
- The most recent updates (2 score Keystone Composite, COVID extenuating circumstances waiver) regarding the requirements;
- An updated Pennsylvania Pathways to Graduation graphic;
- A Graduation Trail (Student's Journey) Graphic;
- And a FAQ document developed from July 2022.
Finally, a section titled "Assessment Data Sources" has been added to the toolkit and includes a Data Sources FAQ document.

PVAAS
Return of Teacher-Specific Data: Fall 2022!
1-Year Teacher-Specific Growth Measure: Not included in Act 13 evaluations (need 3-year average)
- Act 13=10% for Teacher Specific Data
- Teacher Specific data includes: PVAAS Growth, % P/A, and IEP Goals Progress.
- Teachers will not have PVAAS Growth until 2024 (3 yr. trend) so % P/A=5% and IEP Goals Progress=5%. If a LEA has an N count of 11 and teachers do not have 11, the IEP Goals Progress will be 10%
- If an LEA did not roster 3rd grade, will not have P/A%

Act 49 Updates
IUs will deliver training to the schools in three key areas of concentration (CRSE, Professional Ethics, Structured Literacy)
- Fall 2024-2025 new induction programs must be approved and will begin (two year requirement now instead of one year requirement)
- Need to have induction plan updated by this time (must resubmit if working under a previous plan) even if falls outside of your comp planning cycle
If you are in a comprehensive planning cycle now--submit the induction plan as you currently have it. PDE will release an update that will have to be completed when it's time. From Michele Buck:
"At this point, LEAs should not worry about Ch 49 until further instructions come from PDE. They will have all information forthcoming, but for this submission, everyone should follow the previous regulations."

State Averages for Keystone Scores
Please click here to access the state averages for Spring 2022 Keystone Scores that are available in eMetric. As soon as state averages are available for the PSSA data, I will pass those along as well.
Act 35 Civics Test Reporting
Reporting opened in the FRCPP as of September 14th, 2022. The deadline for reporting of the 2021-2022 test results will be December 1st.
