A Note from Lisa
Welcome back to school! It’s hard to believe it is already August and we are ramping up for the 2020-2021 school year. Preparing to start has been a bit of a roller coaster ride, and some of you may even have whiplash. As crazy as our world is right now, I for one, am excited to usher in a new school year. Our students and communities are counting on us to us welcome them and provide the amazing education for which our Region 11 districts are known!
When we start, the building might look a bit different and our faces may be covered, but -- mark my words -- there will be smiles behind those masks and passion in the hearts of our teachers, bus drivers, custodial staff, culinary staff, technology teams, office personnel, administrators, and everyone else it takes to make this happen. Districts have worked hard to prepare, buildings have been readied, and technology has been purchased and updated. Plans for re-opening were labored over, and leadership teams and school boards have burnt the midnight oil. Professional Learning has been ongoing with more on the horizon. I don’t know if I have ever been more proud to be a member of the education community.
We at ESC Region 11 are in this with you. We will continue to offer support, technical assistance, and professional learning opportunities. As I have shared before, we are stronger together, and your CTE Peers are the best of the best. I’m honored to have witnessed amazing brainstorming sessions, shared resources, and participated in collaborative support here in North Texas. Best of luck as you begin the new school year!

New CTE Funding Guidance from TEA Attendance and Enrollment FAQ
Q: Are CTE courses still required to meet an average of 45 minutes per day in order to receive a V code needed to generate CTE weighted funding? Can you combine the minutes from multiple instructional models in order to meet the 45 minutes per day minimum requirement? For an example, can a hybrid model be used where a course is taught for 25 minutes per day using the synchronous remote learning model and 20 minutes per day using the asynchronous remote learning model for a total of 45 minutes? NEW July 28, 2020
A: Yes, an average of 45 minutes per day or 450 minutes over a two-week period is still required in order for a CTE course to receive a V1 code needed to generate weighted CTE funding. You may combine minutes across multiple instructional models in order to meet the minimum number of minutes required for CTE funding. In-person instruction, synchronous remote learning instruction, and asynchronous remote learning instruction minutes may be combined.
TREx Users and CTE:
TREx version 4.9 of the Data Standards has been updated on the TEA website. The items below will be active in TREx by August 1,2020. The 4.9 version includes the following:
- Add new element IBC-REIMBURSEMENT-INDICATOR (TE132)
- Add new code table INDUSTRY-CERTIFICATION-LICENSURE-CODE (TC44)
Summary: The proposed amendments would update the sections to align with recent legislation and with changes to the technology applications and career and technical education Texas Essential Knowledge and Skills.
First Reading and Filing Authorization: June-July 2020 SBOE meeting
Public Comment Period: July 31, 2020- August 31, 2020. NOTE: This date reflects a correction to allow the SBOE to consider this proposal for second reading and final adoption at its September 1-2, 2020 meeting. The SBOE will take registered oral and written comments on the proposal at the appropriate committee meeting in September 2020 in accordance with the SBOE board operating policies and procedures. A form for submitting public comments is available on the proposed SBOE rules web page.
Proposed Effective Date: 20 days after filing as adopted with the Texas Register

Updated Accountability Manual for 2020-2021
What will ADA look like in 2020-21?
Due to changes in monitoring structures and requirements for certain federal and state programs, and to eliminate duplication of monitoring activities, some program areas have been removed from the RDA report.
Those include Career and Technical Education (CTE) indicators, Title I-Part A, and Migrant. These programs continue to be monitored through Every Student Succeeds Act (ESSA) reporting and requirements.

SY 20-21 Career & Technical Education (CTE) On-Campus Course Recommendations
This list of courses that may require a portion of the course to be completed on campus has been created as a recommendation to assist LEAs with planning on-campus time for students during periods of remote only instruction.
The courses included on the list require specialized equipment, direct supervision of hands-on activities, and/or specific materials and technology. LEAs may determine the appropriate amount of on-campus instruction needed to meet the TEKS and award course credit. LEAs may decide that additional CTE courses need on-campus instruction and have the flexibility to make the determination based on student need and available resources.

NCCER Site Sponsor in 2020-2021
ESC Region 11 is now an approved Sponsor Site for NCCER!
Contact us to certify your school as an official NCCER Training Site.
$50.00/ year for ESC Region 11 members
$450.00/year + travel expenses to approve training site if Non-ESC Region 11 member.
NCCER Training Site Requirements:
- Your teacher must qualify as a master craftsman in the area you offer student training.
- Once qualified, he or she must be certified as an NCCER Instructor.
- Your site must be approved as meeting NCCER guidelines for equipment and safety.
- Your students will be able to certify in NCCER IBCs that count on TEA Accountability measures.
Lisa Harrison is NCCER Master Trainer certified and is able to offer professional learning to certify your teachers, if they do not already hold the credentials.
The 3-day training will be offered online this fall.
Cost:
Region 11 ISS contract members, $300.00, including training materials
Region 11 non-contract members, $450.00 including training materials
Curriculum is purchased through Pearson and certification test modules are purchased through NCCER.

The Dashboard will be broken down by region and individual LEAs. This will be a great tool for looking at a piece of your CCMR data! The Dashboard will reside on the THECB website and be open for all to utilize.
Training will be offered by ESC Region 11 this fall in a virtual format.
Updates to Funding Eligibility for CTE
P-TECH and New Tech Network Campuses
TEA-designated P-TECH campuses will generate funding in the amount of $50.00 per enrolled student (grades nine through 12 only).
- The campus must be designated by TEA and listed on the Texas Education Standards website.
- Campuses shall report the students enrolled on the TEA-designated P-TECH campus in PEIMS submissions 1 and 3 using the PEIMS indicator E1612.
Funding students enrolled in a New Tech Network (NTN) school Campuses
Campuses that have an active agreement with the NTN will generate funding in the amount of $50.00 per enrolled student (grades seven through 12 only).
- The campus must have an active agreement with the NTN and be listed on the Texas Education Standards website.
- Campuses shall report the students enrolled on NTN campus in PEIMS submissions 1 and 3 using the PEIMS indicator E1647.

Ryan Merritt, State Director CTE, Texas Education Agency, and Mark Bosher, Director of Technical Assistance and Training, CTAT, will host a live Q&A on CTE finance, accountability, and guidelines related to COVID-19. The session will be recorded and will remain accessible for 90 days.

PBL is all about learning by doing, and that is exactly what you will experience in the ESC Region 11 PBL Academy.
- We welcome you to join our ESC Region 11 Project-Based Learning (PBL) Academy, where you will be immersed in a PBL experience while learning the structure and components of PBL.
- During the three-day academy, you will design your own high-quality Project-Based Learning experience to be implemented in a PreK-12 classroom (or professional learning setting).
- When fully constructed and implemented, your PBL learning experience will empower students and/or teachers to master standards while applying real-world skills.
- During the fall semester, the fourth day of face-to-face training is included to support your PBL implementation and refine your PBL lesson design and facilitation.
- An online community and on-site coaching session will be offered to provide the support you need to implement your plan.
- Participants must attend each day to receive credit; partial credit will not be awarded.
