RECOGNITIONS

The School Board introduced a recognition program for board members who have demonstrated dedicated service to the schools and community they serve. Tom Heidemann, who served as a board member from 2000 to 2019, was awarded the inaugural School Board Distinguished Service Award.
Board chair Marci Anderson led a recognition program that included supportive comments from Deb Day, Anoka-Hennepin teacher and community volunteer; Michael Farley, Anoka High School principal; Dr. Roger Giroux, former superintendent and Jinger Gustafson, former associate superintendent and principal. Heidemann served as board chair from 2009 to 2019, vice-chair from 2006 to 2008 and clerk from 2004 to 2005 during his 20 years of service. A recognition plaque was presented in his honor, which will be on display in the boardroom area at the Sandburg Educational Center.
FINANCE
Truth in Taxation public hearing
Michelle Vargas, chief financial officer, presented a summary of the district’s budget and the local levy funding necessary to maintain service delivery as programmed. The detailed presentation met all requirements for Truth-in-Taxation as outlined in state law. The School Board opened a public hearing regarding the tax levy proposal and no members spoke in favor or in opposition to the item.
Final tax certification for taxes payable 2022
Michelle Vargas, chief financial officer, presented the final tax certification for property taxes payable in 2023, a required action for the School Board. The certified amount is $135,865,042. The resolution was approved on a unanimous vote.
COMMUNITY AND GOVERNMENT RELATIONS
Resolution establishing polling locations 2023
Michelle Trelstad, executive director of community education and government relations, presented a resolution to establish polling locations for 2023. Minnesota law requires school districts to pass a resolution naming polling locations annually. The School Board approved the action on a unanimous vote.
ELEMENTARY AND SECONDARY EDUCATION
Elementary school forest designation: Adams Elementary School
Dr. Mary Wolverton, associate superintendent for elementary schools, Dr. Ann Herlofsky, principal along with Kristel Linn, assistant principal, presented a resolution in support of Adams Elementary School entering the School Forest Designation through the Minnesota Department of Natural Resources. The School Forest program supports outdoor learning and classrooms where students learn and apply math, art, science, language arts, and social studies while gaining an appreciation and awareness of natural resources. The School Board voted unanimously to submit the application for Adams Elementary.
Resolution to close specific school sites for non-resident enrollments
Minnesota law requires School Boards to adopt a resolution setting specific standards to acceptance and rejection of applications for non-resident enrollment. This action is responsive to the building capacities at these sites. Schools closed to non-resident enrollment applications include Dayton Elementary, McKinley Elementary, Oxbow Creek Elementary, Sunrise Elementary. Priority applications for in-district transfer for students who were impacted by recent boundary proposals along with their siblings are not impacted by this action. The resolution was approved on a unanimous vote.
GENERAL COUNSEL
Anoka-Hennepin educational office professionals’ association contract
Anjie Flowers, general counsel and executive director of human resources, presented the working agreement with Anoka-Hennepin educational office professionals for 2022-24. The agreement includes targeted wage and benefit increases to retain and attract top talent, including step movement along with wage increases, health insurance increases, and 403b improvements. Flowers explained that the agreement was within the financial parameters provided by the School Board and it was approved on a unanimous vote.

Anoka-Hennepin school readiness-kindergarten readiness teachers education contract
Flowers presented the working agreement with Anoka-Hennepin school readiness-kindergarten readiness teachers education contract for 2022-24. The agreement reflects market conditions and includes step movement along with wage increases, health insurance increases, and 403b improvements. Flowers explained that the agreement was within the financial parameters provided by the School Board, and it was approved on a unanimous vote.

Superintendent contract
The School Board approved a three-year contract from July 1, 2023 to June 30, 2026 with incoming superintendent Cory McIntyre on a unanimous vote.
