A Note from Lisa
It is amazing to me that we are on the final countdown for the end of the 2020-2021 school year! It has certainly provided us many "proble-tunities" that have shown the world just how innovative you can all be. Despite challenges, we are seeing seniors preparing to graduate, you have been certifying students in Industry-Based Certifications, expanding your Programs of Study, and recruiting students for next year. As we enter Teacher Appreciation Week, we need to celebrate our teachers for the essential work they have done this year, but we also need to celebrate all of our education family for putting students first and moving forward even on days when it felt like you went uphill both ways in a snow storm! I am so proud of our education world and honored to serve you.

Travel and Mileage Updates
The Texas Comptroller of Public Accounts has published the travel and mileage reimbursement rates effective as of January 1, 2021, as summarized below:
- The automobile mileage reimbursement rate is 56 cents per mile.
- The meal reimbursement rate for overnight travel is listed by city on the federal per diem rate map. If the city you are traveling to is not listed, use the daily rate for the county. If the county to which you are traveling is not listed, use the current maximum daily reimbursement rate of $55.
- The meal reimbursement rate for non-overnight travel is up to $36.
- Lodging reimbursement rates for in-state and out-of-state travel are listed on the federal per diem rate map. If the city you are traveling to is not listed, use the daily rate for the county. If the county to which you are traveling is not listed, use the current maximum daily reimbursement rate of $96.
The mileage, lodging, and meal rules and reimbursement rates published by the comptroller apply to all grants that TEA administers for individuals on travel status.

Keven Ellis confirmed as SBOE Chair, appointed to Education Commission of the States
Austin, TEXAS – April 1, 2021 – On Wednesday, in a 31-0 vote, the Texas Senate confirmed Dr. Keven Ellis of Lufkin as chair of the State Board of Education (SBOE). Although the members of the board are elected, the Governor appoints the chair from among the 15 board members. The appointment must be confirmed by the Texas Senate.
Earlier in the week, Gov. Greg Abbott also announced the appointment of Dr. Ellis to the Education Commission of the States. As one of the Lone Star State’s seven representatives to the ECS, Ellis will assist with educational research initiatives and advocate for education policy that will directly benefit Texas’s nearly 5.5 million public school students.
Ellis, a chiropractor in Lufkin, was first elected to the SBOE in November 2016 after serving as board president of the Lufkin Independent School District Board of Trustees. Ellis represents District 9; his SBOE district accounts for nearly 1.7 million residents in a 31-county swath of East Texas.
In 2018, Ellis served as Vice-Chair of the Texas Commission on Public School Finance, which helped facilitate the passage of House Bill 3 (HB 3), the historic school finance bill passed by the 86th Texas Legislature. In addition, Ellis led the charge to approve the establishment of Texas’s first Mexican American and African American Studies courses for high school students, making Texas the first state in the nation to offer both courses on a statewide basis. Ellis also worked closely with the Board in crafting, and ultimately, passing the first-ever revisions to the Health Education Texas Essential Knowledge and Skills (TEKS) standards.
“As I’ve said before, serving on the State Board of Education is an honor, and to be given this position of trust as chair of the board is something I don’t take lightly,” Ellis said. “I want to thank Governor Abbott, Lt. Governor Patrick, and the Texas Senate for the trust they have placed in me. The State Board of Education plays a key role in our state’s public education system. It sets the curriculum standards, adopts instructional materials, and oversees the country’s largest education endowment. As we responsibly work our way through the Coronavirus pandemic, our decisions on behalf of the schoolchildren of Texas will carry even more weight. I pledge to continue working closely with all members of the SBOE so that we can make decisions that are worthy of our constituents and their educational needs.”
Statewide Programs of Study Framework Documents
The statewide programs of study frameworks have been updated for 2020-2021 and are posted below. The documents now include newly developed CTE innovative courses and Technology Applications courses. Microsoft Word versions of the documents are available to edit and can be downloaded through a zip file. A combination PDF file is available for download, which includes all 53 programs of study frameworks.

Timely Topics
ACT/SAT/TSIA and Industry-Based Certification Examination Reimbursements Posted
The 2019-2020 college preparation assessments and industry-based certification examination reimbursements are complete. Districts can log in to TEAL and review student-level information on which students received reimbursement and for how much. Additionally, districts can review why a student may not have received a reimbursement. Overall, 60% of Texas public school districts utilized the reimbursement opportunity for the 2019-2020 school year. The 2020-21 process will open in fall 2021.
Blueprint Revisions for P-TECH and T-STEM Models
TEA has launched the blueprint revision process for the Pathways in Technology Early College High School (P-TECH) and Texas Science, Technology, Engineering and Math (T-STEM) models. TEA is offering several opportunities for Texas CCRSM leaders to provide feedback on how to strengthen these blueprints. TEA will consider your insights for the model design and improvements in how the outcomes-based measures are defined and assessed to ensure the needs of targeted students are being met by these programs.
TEA will conduct landscape surveys and focus groups to gather as much input as possible.

Focus Groups:
Focus group sessions will be provided for both the P-TECH and T-STEM models starting in February and concluding in June 2021. Registration is required, and sessions will be capped at 25 participants.
College and Career Readiness School Models (CCRSM) Leadership Summit

Change in Testing Entity
The Certifying agency for CNA is TX Health and Human Services, and they changed the testing vendor. Verified with TEA, the new vendor will still count for IBC Accountability.

"The resource document will require edits; however, the changes will be reflected in PEIMS for LEA reporting. The change was approved last week by ITS."
Changes to Federal Grant Regulations
LEA Action Required by July 1, 2021
The updated regulations renumbered many of the existing regulations. Federal auditors will be checking the local policies for these updated citations. LEAs must update the citation references in their local policies and procedures to be compliant. TEA advises LEA legal staff to review 2 CFR §200.216 of the regulations for any potential impact to the LEA.
If the LEA chooses to self-certify a higher micro-purchase threshold, the LEA must take the following actions.
- Develop a written policy justifying and clearly identifying the new threshold. Due to state Financial Accountability System Resource Guide (FASRG) rules, the LEA may only self-certify a threshold up to $49,999.
- For a threshold from $10,001 to $25,000, the LEA must notify TEA at https://app.smartsheet.com/b/form/e2f879cc182e47a69a39afec56084aa5.
- For a threshold from $25,001 to $49,999, the LEA must:
- a. notify TEA of the threshold at the link above;
- b. attach the LEA’s written policy; and
- c. attach: 1) verification of risk level of most recent federal audit; or 2) internal risk assessment and internal controls for mitigating and managing financial risks.

REMINDER
Keep in mind as you set your master schedules for 2021-2022:
On September 1, 2020, the State Board of Education Committee on Instruction made final adjustments to curriculum requirements in Chapter 74.3.
The committee retained the requirement that school districts must offer at least one of the following courses:
- Fundamentals of Computer Science
- Computer Science I
- Advanced Placement (AP) Computer Science Principles.

The virtual conference will have presentations on everything you need to know about using drones at school and in your classroom, including curriculum, competitions, training, hardware, software, and much more. One of the Keynote speakers will be from the NASA Mars 2020 Mission. The Ingenuity Drone will be the first drone to fly on another planet. If you would like to learn how to incorporate drones in a fun and exciting way, you can attend the Mars (simulated) Landing this summer at H-E-B ISD for the Mars Rover Project funded by the Texas Workforce Commission. All teachers are welcome to the landing to learn more about how to run the simulation in your own classroom. The mission will be in the first week of June 2021.
