A Note from Lisa and Chelsea
Hello, CTE Friends,
It's September — where did August go?! We are well on our way with the 2022-2023 school year, and this year like those before, is moving fast.
There is a saying that the only constant is change, and in the world of education, we seem to embrace this. Some changes we are aware of are the new IBC list released on August 18 and some of our CTE courses moved from chapter 130 to chapter 127. Other changes we are awaiting, such as the accountability reset. Each year TEA adopts an updated Student Attendance Accounting Handbook and the CO22 list updates. Therefore, we don't use a copy saved to our desktop, be sure you are using a link to the latest and greatest information.
As big believers of the theory, find a need - fill a need. We are very excited about the opportunities and events we are offering this year. You asked for stand-alone teachers to have a place to network over their content — we have built virtual professional learning networks for teachers! Be sure to register and join Chelsea on Tuesday afternoons. More industry connections were identified as a need, and our Regional Industry Advisory Board was born out of this need. Industry is very interested in connecting with you, and we have embedded this into Pathways to Texas CCMR for leaders and Expert-to-Expert for teachers! The new IBC list requires time and effort to align, and we will spend time in our September CCMR/CTE Leader Meeting collaborating on this.

September To-Do List
- Final safety review of facilities and procedures
- Share the CTE Professional Learning Network Registration Links with your Teachers! https://registration.esc11.net/catalog/all/subject/17
- The non-discrimination statements (English and Spanish) must be published before the start of the school year.
- Perkins grant — Complete the annual Perkins Grant Application (In TEAL eGrants ). SSA Members will not have to answer all sections. The fiscal agent completes portions in their submission.
- Meet with PEIMS Coordinator for changes/updates
- Calendar 2022-2023 important dates and meetings
- Enter summer IBCs earned into PEIMS
- Make a plan to collect future IBC data on all assessments taken (Not just passed)
- Be sure to retain descriptions of professional development and rosters of attendees in your local documentation for any potential audits.
- Verify your dual credit crosswalk aligns with your PEIMS coding

New Industry Based Certification List
TEA Released new list and sunsetting details on 8.18.2022

2023 Accountability Reset Open Public Comment
Preliminary 2023 Accountability Reset Framework public comment closes on October 1.
Stakeholders are encouraged to provide feedback through October 1, 2022, to help inform the October preliminary accountability system framework, which will be published in late October 2022. Regional feedback sessions will be conducted from November 2022 – February 2023 to capture any additional refinements before issuing a proposed rule. The proposed 2023 Accountability Manual will be available in spring 2023. Feedback can be sent to performance.reporting@tea.texas.gov.
Please note the CTE item for CCMR credit as currently proposed:
(Pending) Earn an Industry-Based Certification (IBC) and Complete an Aligned Program of Study. A graduate earning an IBC under 19 TAC §74.1003 who also completes a career and technical education program of study aligned with that IBC. (Implementation changes are TBD.)
New 4-Day Waiver for CTE time requirement!
TEA released on 8.29.2022
Instructions for Submitting a CTE Instructional Minutes Calculation Requirement Waiver
The CTE Instructional Minutes Calculation Requirement waiver must be submitted by December 30, 2022.
Note: Districts that have implemented a 4-day school week may request a waiver to complete an alternate calculation to arrive at the total annual required CTE instructional time of 8,000 minutes for the 2022-23 school year.
2021-2022 TSIA Reimbursement Requests
Timeline:
On July 7, TEA will open the window for school systems to submit a Qualtrics form with the required data to request their TSIA reimbursement. This window will close on September 30, 2022. TEA will not accept late requests.

All teachers assigned to a CTE course that qualifies for math or science credit are required to participate in the following Texas Education Agency-approved training prior to teaching the course:

Texas Collaboration Institute (TCI) On-Demand Courses
TEA's Student-Centered Transitions Network (SCTN) has teamed up with the National Technical Assistance Center on Transition: The Collaborative (NTACT: C) to offer this on-demand training just for you. The Texas Collaborative Institute aims to bring together Career Technical Education (CTE), Texas Workforce Commission-Vocational Rehabilitation (TWC-VR), and TEA to collaborate on services for students preparing for their transition out of high school. This course will provide learners with different aspects of how collaboration can occur and what can be done to assist in the transition of students with disabilities.
When you register for this course, you will hear from national and state speakers, have access to all training documents, and receive the tools needed to focus on district team building and collaboration. This training series can be used by individuals, district and campus teams, and state-level teams.

College Fair with a focus
TECC-East in Lewisville ISD would like to invite CTE and Art Programs to join us at the third annual TECC-East College Fair.
This college fair aims to build a community that connects creative high school students with college representatives in their fields of interest. This year, they will focus on programs in the following areas:
