Welcome to Our March Digital Newsletter!
In an effort to broaden our communication with the residents of Washington Hill, WHCA will publish a newsletter six times a year. We welcome input from our community for topics of importance and interest that you would like added to the newsletter content, so email us with your ideas.
A Message from the WHCA Board President
Community associations are vital to the health of city neighborhoods. They are the link between those who live in neighborhoods and the city officials and services that support them. The members of the WHCA board serve in various capacities, such as communicating community concerns to city agencies and council representatives, organizing neighborhood clean-ups, arranging neighborhood events, and coordinating various beautification projects. As effects from the pandemic continue to wind down we need additional members to serve on the WHCA board, as well as volunteers to help with various committees to move our initiatives and projects forward. Please consider serving our community in some capacity, whether you are a homeowner or renter. The more people we have working together to improve our neighborhood the better our quality of life will be. Eligibility to join WHCA is:
- must be a resident of Washington Hill
- must be at least 18 years of age
- must pay annual dues of $10 per member per year
- must complete this application and submit membership dues.
Annual Dues of WHCA are used for:
- neighborhood festivals
- neighbor clean-up supplies
- and much much more!

CITIWATCH COMMUNITY PARTNERSHIP OVERVIEW
What is the CitiWatch Community Partnership?
The Community Partnership is a voluntary registry of private surveillance systems that will enhance public safety response with video evidence when a crime or quality of life disruption occurs. Joining the Community Partnership and Baltimore City’s public safety agencies in the effort to collaboratively improve quality of life shows your commitment to safer communities and an improved Baltimore. The Community Partnership is designed to encourage cooperation and communication between neighborhoods, business owners, and the City’s public safety agencies.
Who is Eligible to Participate?
Homeowners, renters, and small business owners are eligible (and encouraged) to participate. Participants can register any number of cameras with the Community Partnership. The City only asks that registered cameras are oriented towards a public right-of-way – so as not to infringe upon anyone’s private property – and that registrants are equipped to retain at least 48 hours of video footage. Additionally, participants should be willing to work with the City’s public safety agencies, including the Baltimore Police Department, if contacted.
By joining the CitiWatch Community Partnership you can help share a supportive message with your community and put criminals on notice: “Our residents and small businesses value public safety; we are partnering with the Baltimore Police Department and other public safety agencies to make our neighborhood safer and promote quality of life.”

Perkins Homes Redevelopment Project
One of two aging U.S. Department of Housing and Urban Development (HUD) public housing complexes managed by the Housing Authority of Baltimore City, Perkins Homes and the nearby Somerset Homes are being demolished in the first phase of a comprehensive transformation plan for the neighborhood to make way for a new, mixed-income apartment community. The State of Maryland has committed nearly $230 million for the redevelopment of Perkins Homes and Somerset Homes through Project C.O.R.E., rental financing programs, and estimated federal Low Income Housing Tax Credit equity.
When all phases of the housing redevelopment are complete, the project will create nearly 1,350 new, high quality, energy-efficient rental units. Approximately two-thirds of the available units, including all of the units from Perkins Homes and Somerset Homes, will be reserved as affordable housing. The remaining units will be available at market rate with the goal of creating a vibrant, mixed-income community.
Updates to the project include the following:
- Somerset 1 (1234 McElderry) is complete and 89% occupied.
- Somerset 2 is under construction, completion April 2023.
- Somerset 3 is under construction, completion April 2023.
- Perkins Phase 1 closing, 2nd QTR 2022, completion Nov 2023
- Demolition of the remainder of the Perkins Homes site should be completed by end of the year.
- Perkins Phase 2 closing 3rd QTR 2022, Completion April 2024
- City Springs School is is projected to open in the Fall of 2023.
- The Chick Webb Recreation Center is scheduled to start construction in January of 2023 with January 2025 reopening.
- The Nathaniel McFadden Learn and Play Park (North Central Park) is in the design phase and public presentations are projected for Summer 2022.
- The South Central Park will begin public meetings shortly to get community ideas and wants.
