FINANCE
Truth in taxation public hearing
Michelle Vargas, chief financial officer, presented a summary of the district’s budget and the local levy funding necessary to maintain service delivery as programmed. The detailed presentation met all requirements for Truth-in-Taxation as outlined in state law. The School Board opened a public hearing regarding the tax levy proposal and no members spoke in favor or opposition to the item.

Final tax certification for taxes payable in 2024
Michelle Vargas, chief financial officer, presented the final tax certification for property taxes payable in 2024, a required action for the School Board. The certified amount is $139,962,437. The resolution was approved on a unanimous vote.
COMMUNICATIONS, DELEGATIONS AND PETITIONS
The School Board received testimony from Allyson Quintana, Chbuzor Osuorah, Kevin Lindstrom and Val Holthus.
LABOR RELATIONS AND BENEFITS
Child nutrition site supervisors tentative agreement
Dr. Jennifer Cherry, executive director of human resources, presented terms and conditions for district child nutrition site supervisors for 2022-24. The recommended contract includes a one-time $2,000 payment, 4.75% salary increase in year 2, vacation time increases, and an additional paid holiday. The settlement was within the budget authority provided by the School Board and it was approved on a unanimous vote.
Labor relations update
Dr. Jennifer Cherry, executive director of human resources, provided the School Board with an update on the status of negotiations for employee groups consistent with Board Policy 209, Negotiations Code of Ethics. Dr. Cherry provided an overview of the status of negotiations with the district’s 14 bargaining groups and five policy groups. This was an informational update and no action was required.
COMMUNITY AND GOVERNMENT RELATIONS
Resolution establishing combines polling locations 2024
Michelle Trelstad, executive director of community education and government relations, presented a resolution to establish polling locations for 2024 which was approved on a unanimous vote.
Legislative platform
Michelle Trelstad, executive director of community education and government relations, discussed the district legislative platform developed with school board direction. The School Board discussed three priority areas including improving literacy at all grades, improving student engagement, connection and behavior and to increase employee recruitment and retention. Additional requests were made to provide taxpayer relief through equalization. The platform was approved on a unanimous vote.
ELEMENTARY AND SECONDARY EDUCATION
Resolution to close specific school sites for non-resident enrollments
Minnesota law requires School Boards to adopt a resolution setting specific standards for acceptance and rejection of applications for non-resident enrollment. This action is responsive to the building capacities at these sites. Schools closed to non-resident enrollment applications include McKinley Elementary School, Blaine High School and Champlin Park High School. The resolution was approved on a unanimous vote and will go into effect for the 2024-25 school year.

Labor negotiations
The School Board held a closed session to deal with matters of labor negotiations, in accordance with Minnesota State Law 13D.03 sub 1.
