A note from Lisa
Wow, we survived the 2019-2020 school year! I wish I could "high five" everyone and help you celebrate making it across the finish line of the craziest semester I personally have ever lived through in education. As graduation ceremonies come to a close, end-of-year requirements are finishing up, and the dust begins to settle, I hope you take a moment to reflect on the amazing work that was done in the middle of a pandemic to support your students, families, teachers, and community stakeholders. Be proud of accomplishments, learn forward from stumbles over barriers, and give yourself credit for the ingenuity and perseverance required to make it through the semester.
After we all take a moment to breathe a sigh of relief, we must recognize that the next year lies in front of us and requires thoughtful planning. Many have already reached out, and it is clear that you are planning for multiple scenarios as we look ahead at how 2020-2021 might look. ESC Region 11 will be here to continue to support you, no matter if you get to go with plan A (business as usual), plan X (whatever that may be), or some plan in between. I would like to request you respond to this questionnaire so we can continue to plan to support you at the highest level. Responses will be available through a Google document on our ESC Region 11 CTE website for shared insight on moving forward with possible COVID-19 disruptions in 2020-2021.
I have continued to use the #StrongerTogether and offer CTE Coffee & Conversation sessions because I believe our strength is in the unity we have in North Texas CTE. There is a wealth of knowledge and innovation within our region, and we want to capitalize on these strengths! I look forward to seeing you at the CTE Director Meeting on June 9th at 9:00 a.m., even if it is through a computer screen.
Stay well, my friends, and take some time to rest and rejuvenate this summer. Education is definitely a marathon and not a sprint!

Educational Aide 1 Certification
§230.55. Certification Requirements for Educational Aide I
- Changes approved by SBEC on December 6, 2019
- Changes approved by SBOE on April 17, 2020
- Changes become effective May 24, 2020

Perkins V for CTE Leadership
Training and Perkins V updates
- June 9, 2020, is the Perkins V application training at 9:00 a.m.
- You must register to attend the training that is embedded in our CTE Director meeting.
- The meeting will be virtual.
- Your CLNA must be submitted and approved in order to move forward.
- The SC5003 Formula Grants Consolidate Schedule must be submitted.
- The ADC form must be completed after the CLNA and SC5003 are submitted.
- Perkins V Application - PS3012 will open on June 2, 2020, if the above are all complete.

- You must attend the 2020-2021 planning meeting June 9th, 1:00 p.m.

ESC Region 11 will be a National Center for Construction Education & Research (NCCER) Site Sponsor in 2020-2021
- We will be able to train and certify your teachers in NCCER.
- We will be able to certify your school as an official training site for students.
- Your students will be able to certify in NCCER IBCs that count on TEA Accountability measures.

Timeline for Submission for Students Who Earned 2019-2020 IBCs.
HB 3 College Preparation Assessment Reimbursements - Governor’s Office
In accordance with section §418.016 of the Texas Government Code, the Office of the Governor has granted TEA’S request to temporarily suspend Texas Education Code, Section §39.0261(a)(3). TEA asserts that strict compliance with these laws could prevent the state from reimbursing the cost of the TSI, ACT, or SAT exams as they intended to do under House Bill 3 (86R). This suspension is in effect until terminated by the Office of the Governor or until the March 13, 2020 disaster declaration is lifted or expires.
Eligible Students for Reimbursement
- Seniors who take either the SAT, ACT, or TSIA from September 1, 2019 - August 31, 2020, are eligible for reimbursement.
- Juniors who take either the SAT, ACT, or TSIA from January 1, 2020 - August 31, 2020, are eligible for reimbursement.
As a reminder, college preparation assessments reimbursements will go to the district for the cost of one assessment per student. TEA will reimburse the highest-cost exam to the district. An updated FAQ with additional guidance will be posted on the College Preparation Assessment Reimbursement webpage as new information becomes available.
HB 3 IBC Reimbursements
Similarly, districts can get reimbursements for IBCs earned from September 1, 2019-August 31, 2020. IBCs earned from September 1, 2019 - May 31, 2020, will be reported in Summer Submission 3. IBCs earned from June 1, 2020 - August 31, 2020, will be reported in Fall Submission 1. We have released the first version of the IBC reimbursement FAQ and will provide additional guidance on the webpage as they come.

Companies Are Working to Allow for Remote IBC Testing:
- If you offer an IBC in your district, reach out to the company you utilize for details.
- Note, there are some challenges with testing if students are not on a desktop or laptop that is camera capable. (Chromebooks are not able to be utilized for most testing.)

Professional Development Opportunities
CTAT Summer Conference
PBL is all about learning by doing, and that is exactly what you will experience in the ESC Region 11 PBL Academy.
- We welcome you to join our ESC Region 11 Project-Based Learning (PBL) Academy where you will be immersed in a PBL experience while learning the structure and components of PBL.
- During the three-day academy, you will design your own high-quality Project-Based Learning experience to be implemented in a PreK-12 classroom (or professional learning setting).
- When fully constructed and implemented, your PBL learning experience will empower students and/or teachers to master standards while applying real-world skills.
- During the fall semester, the fourth day of face-to-face training is included to support your PBL implementation and refine your PBL lesson design and facilitation.
- An online community and on-site coaching session will be offered to provide the support you need to implement your plan.
- Participants must attend each day to receive credit; partial credit will not be awarded.

- Participants will receive a TEKS – CDA crosswalk to learn how to best embed the required knowledge and skills to meet TEKS requirements and CDA requirements simultaneously.
- Participants will be presented the CDA process in a step-by-step, easy-to-understand manner.
- Experienced teachers will share curriculum resources.
- Participants will receive details regarding the CDA portfolio elements.
- Participants will be given Industry-Based Certification Reimbursement process
