Mandy Gossard France has served as the Treasurer/CFO of Perry Local Schools since February 2020 and is in her 21st year of school finance. Mrs. France received her bachelor's degree from The Ohio State University and her Ohio's Treasurer license from the Ohio Department of Education in 2001.

Recently, the Perry Local School District refunded the outstanding $1,405,000 and $7,195,000 of General Obligation School Facilities Construction & Improvement Refunding Bonds, issued originally in 2010 and 2014 respectively, with the assistance from Omar Ganoom, Managing Director of Boenning &Scattergood Inc.

“The (Perry Local School District) Board of Education wants to take every opportunity to reduce taxes to our constituents,” Mandy France, Chief Financial Officer stated, “and with favorable bond market conditions, we think this refunding provided a great opportunity to save money for the community.”

The completed refinancing saved the district’s taxpayers approximately $3,300,000 or approximately 30% of the refunding amount, which represents significant savings to the taxpayers for the outstanding bond debt.
