The Board Bulletin is published monthly following the voting meeting of the Board and is for informational purposes to keep the West York Area School District Community informed of Board happenings and is not intended as an official record of meetings. • President Kohler called the meeting to order and announced that an executive session was held prior to the start of the meeting to discuss legal matters.
• President Kohler called for a moment of reflection for those newly elected and re-elected to office in the November elections and for the upcoming Thanksgiving holiday.
• The minutes from the November 12, 2024, Board Work Session were approved.
  
• Mr. Will Plappert, High School Student Council Vice President, shared updates from the High School.
• Wallace Principal, Mr. Jonathan Hoffman, and the Wallace team shared an informational presentation about Student Achievement at Wallace Elementary.
• Dr. Davies shared his Superintendent's Report.
• Mr. Brian Bingeman from Turf, Track, and Court spoke about the proposed Athletic Fields Project.
• Discussion items included the Athletic Fields Project and the 2025-26 Budget.

• Two District residents and one non-resident shared public comment.
  
• Action was taken on the following items:
  
• The 2025-26 District Calendar
• Driver Recommendations
• Eastern University Affiliation Agreement
• Final Policy Approvals
• Highmark Caring Foundation Agreement
• Rainbow Junction Emergency Evacuation Letter of Agreement
• River Rock Acdemy Addendum Contract
• Four Student Expulsions
• Tax Assessment for property located at 725 Town Center Drive
• Wellspan Philhaven Linkage/Referral Agreement
• York County Children Youth and Families ESSA Letter of Agreement
• An Executive Session was called to discuss personnel matters prior to moving to personnel action items. The voting meeting resumed after the brief Executive Session, and action was taken on the following:
• Personnel Items to include new hires, transfers, resignations, volunteers, etc.
• Monthly Financial Statements
• Informational Reports, including the district rentals, enrollment report, and conference reports were shared.
  
• President Kohler wished everyone a Happy Thanksgiving and adjourned the meeting.

• Vice President Rice called the meeting to order and announced that an executive session was held prior to the start of the meeting to discuss legal matters.

• The minutes from the October 15, 2024, meeting of the Board were approved.

• Discussion items included:
  
• Dr. Davies shared a presentation about assessment data.
• Two versions of the 2025-26 District Calendar were offered for review. The Board will take action on one of these at next week's meeting.
• Contracts/Agreements:
  
• Eastern University Agreement
• River Rock Academy Agreement
• Highmark Caring Foundation
• Rainbow Junction
• WellSpan Philhaven Agreement
• York County Children Youth and Families Agreement
• Driver Recommendations for 2024-25
  
• Second Policy Reviews
• Sunset Lane Park Softball Field Collaboration with the Township
• Other matters for discussion included:

• ESSRS Funding
• Rock the Country Musical Festival as it relates to parking at the Middle and High Schools
• Expulsions on next week's voting agenda.
• Personnel recommendations were shared with the Board
• Committee Reports:
  
• Note that internal committee minutes are attached to the Work Session agenda in the month following the committee meeting.
• Internal Committees:
• Budget and Finance Committee (Treasurer Gettys, Chair) Director Gettys shared concerns about District finances.
• Cocurricular Committee (Vice President Rice, Chair) Director Rice that the next meeting will be on November 19, 2024.
• Communication and Engagement Committee (CEC) (Director Shope, Chair) the next meeting will be January 21, 2025.
• Educational Programming Committee (Director Herman, Chair) reported that a meeting was held just prior to the Work Session and several faculty were present to discuss programming.
• Facilities Committee (President Kohler, Chair) no report.
• Foundation for the WYASD (Director Siatkowski, Chair) The Foundation's last meeting was canceled.
• Wellness Committee (Director Siatkowski, Chair) A meeting will be held on Thursday, November 14, 2024.
• External Committees and Boards:
• West Manchester Township Recreation Committee (Director Herman) Director Herman reported that she will discuss the proposed collaboration at the next meeting.
• York County School of Technology (Directors Harlacher and Rice) Director Harlacher noted there is a survey to ascertain the employment needs of local businesses.

• York Adams Academy (Director Myers) No Report.

• York/LIU Joint Authority and LIU Board of Directors (Director Gettys) Director Gettys reported that Dr. West will be leaving soon and in January Dr. Marchese will take the helm as Executive Director.

• There was no public comment.

• Vice President Rice noted than an Executive Session would be held following the Work Session and adjourned the meeting.
