CELL PHONES / WIRELESS COMMUNICATION DEVICES
We encourage our parents and guardians to become familiar with District Policy JICJ and to review the information with their students.
Our policies or procedures may be updated as we receive more clarification on the Senate version of Proviso 1.103 which states, “To receive state funds allocated for State Aid to Classrooms, a school district shall implement a policy adopted by the State Board of Education that prohibits access to personal electronic communication devices by students during the school day. For purposes of this provision, a personal electronic communication device is considered to be a device not authorized for classroom use by a student, utilized to access the Internet, wi-fi, or cellular telephone signals”
Students may use phones and other WCDs (Wireless Communication Devices) at CMS up until 8:30 AM and after 3:30 PM . Students may not use phones, air pods, headphones or any other WCDs during the instructional day, during lunch, in the hallways between classes, or in restrooms. WCDs must be out of sight and in bookbags throughout the school day. Please do not rely on your student’s cell phone or similar device as a primary means of communication during the school day as he or she should not have access to engage in communication. We recommend your student’s device be turned off while in storage of the bookbag so that there is power later in the day when he or she is able to access a cell phone after the 3:30PM bell.
We are happy to take a message for your student through our front office at 803-722-5500. Students are also able to call home from the front office if necessary. CMS is not responsible for damage incurred to cell phones or other personal devices on school property. If a family believes another family owes damages concerning a device, that matter must be handled through the appropriate law enforcement officials.
If a student is in violation of District Policy JICJ, the device(s) will be confiscated and turned into administration until the end of the school day and the D5 Code of Conduct will be applied. If there are multiple issues involving a cell phone/WCDs with a student, parents/guardians may be required to pick up the device(s) from the school.

Breakfast will be served at Chapin Middle School from 8:00 am to 8:25 am each morning.

The 2024-25 South Carolina General Appropriations Act, is included the Proviso below:
1.115. (SDE: Child Nutrition Programs) For the current fiscal year and subject to the appropriation of funds, child nutrition programs that serve school breakfast and/or school lunch shall not charge a qualifying student a reduced-price copayment. The traditional $0.30 copayment for breakfast and $0.40 copayment for lunch may not be collected from the student. This restriction on payment collection does not change the requirements for processing meal applications. School districts shall continue to process meal applications and assign meal status based on income eligibility guidelines. Districts shall continue to claim meals based on assigned eligibility status. Meals counted by students that have a reduced meal status must be claimed for reimbursement as reduced meals. Reimbursements to school districts for reduced meals shall be reduced proportionately if sufficient funds are not appropriated to cover the full cost.
This proviso states that the district will not charge students that qualify for reduced price meals this school year. Meal applications are still required by families to determine meal eligibility.
All reduced/free meal applications and cafeteria meal payments for our district can only be accessed through www.linqconnect.com. All student cafeteria accounts which had a positive balance at the end of the previous school year within the previous system will be automatically transferred into LINQ. Families should be able to see any available balance before school begins.
