Total Compensation Statements
Why am I Receiving a Total Compensation Statement?
The District has a Compensation Task Force made up of Teachers, Paraprofessionals, Auxiliary staff, Parents and Community Members. This group meets annually to review current District compensation packages and to explore different ways to compensate employees. Each year, the Task Force makes recommendations to the School Board. These recommendations include items for the following school year as well as long-term goals that they would like to pursue.
Task Force Members helped develop this statement as a way to provide employees with a picture of the total compensation they are receiving. The Task Force expressed that even though the information is available on the employee portal, it was important that employees receive a hard copy to review. The statement is prepared following the first payroll run of the school year in order to ensure the statement is as accurate as possible. This is the first year providing this statement to all employees and we look forward to your feedback.

The following items have been defined to assist you in reviewing your statement:
What are Government Mandated Benefits?
State and Federal governments require employers to pay taxes, insurance, and make contributions on- behalf of employees for various programs. Please see below for descriptions of the items that have been included on this statement.
TRS On-Behalf Of
TRS is the Teacher Retirement System of Texas (TRS). This is the State contribution to TRS on-behalf of each eligible employee. Comal ISD eligible employees contribute to TRS rather than Federal Social Security. TRS is a defined benefit retirement plan that is a qualified pension trust under Section 401(a) of the Internal Revenue Code. The pension trust fund provides service and disability retirement, as well as death and survivor benefits, to eligible Texas public education employees and their beneficiaries.
TRS CARE
In addition to employee contributions, the District contributes to the TRS-Care fund (retiree health insurance) on-behalf of each TRS eligible employee. This is the insurance plan that is available to retirees from TRS.
TRS NON-OASDI (Old Age, Survivors, and Disability Insurance)
This is for employees whom the employer does not pay Social Security. The employer pays 1.5% of that salary as a contribution to TRS under Senate Bill 1458.Comal ISD eligible employees contribute to TRS and not Social Security.
Medicare Tax
The United States government imposes a Medicare tax of 2.9% on wages received by an employee. The Medicare hospital insurance tax is paid half by employees through payroll deductions and half by the employer. Accordingly, employees pay a Medicare tax rate of 1.45% (half of the 2.9% rate).
Workers’ Compensation
This is paid by the employer. Workers’ Compensation insurance is used to cover an employee’s medical expenses and lost income in the event that they are injured on the job.

PerkSpot's savings are convenient and valuable -- from everyday purchases like groceries to special purchases like family vacations, mortgages, car purchases or auto insurance.
AESOP- Employees Assigning a Substitute
Aesop allows employees to assign subs to their absences. Employees must notify the substitute (verbally) that is a prearranged assignment and that Aesop will NOT call the sub to remind them about the assignment but ONLY email them that they are assigned to that particular assignment for that teacher. Cutoff times (an hour before absence start time) will still apply so employees should set up the arrangement ahead of time but campus users will still be able to add the “assigned sub” if it is after the cutoff time (an hour before absence start time). Update Your Information with HR
Did you recently move? Did you get a new phone number? Did your name change?
It is important to make sure we have updated information on record for you.
If you need to update your mailing address, contact information or name, please log on to the intranet and click on Employee Access Pay/Att to access ITCCS Employee Portal. Once logged on, you can update your profile information. If you are changing your name, please remember to send a copy of your new Social Security card to Rebekah Thudium in order to complete the official name change.

Meet Ashley Martinez, she is the Mountain Valley Middle School Art Teacher. This is her first year with Comal ISD. Ashley brings her love of art to MVMS and shares her passion not only in the classroom but, Ashley offers opportunities like Studio Nights in the evening. Parents can come in and see their students working in the evening on artistic projects. Ms. Martinez allows her students to get extra time fulfilling their artistic dreams through these nights and encourages students to participate to showcase their work. Her focus on student engagement and opportunities for growth means more students are learning art technique and skills.
She has her BFA from Texas A&M Kingsville and has taught two prior years of middle school and high school art. She is currently working on her graduate degree in Art Education. You can see her professional art work at The Gallery at Gruene Lake Village.

Teacher Leadership Collaborative
On Wednesday, October 11th, the Professional Learning Team celebrated Comal ISD’s Teacher Leader Collaborative for their dedication to building collective teacher efficacy in CISD. With the help of the Curriculum and Academics team, TLC members planned, created, and presented over 165 courses throughout 4 different strands of learning and 10 content focuses at the June and August ComalU. Way to go, TLCs!
DID YOU ENROLL IN THE ALLSTATE ACCIDENT PLAN FOR 2017?
The plan offers benefits and peace of mind for when an accidental injury occurs. But don’t forget that the plan also provides a Wellness Benefit, also known as an “Outpatient Physician’s Benefit’. It pays a $100 benefit when you receive treatment by a physician outside of a hospital for any reason. The benefit is limited to 2 visit per covered person per calendar year, not to exceed 4 visits per calendar year if coverage includes eligible dependents.
Claim forms are available on the Benefits page of the Comal ISD website. Click on “Benefits Forms” and you can print either the Accident Claim form or the Wellness Claim form. Benefits are paid directly to you.

SICK LEAVE BANK
Open Enrollment for the Comal ISD Sick Leave Bank begins on October 2, 2017 and runs through October 31, 2017. If you are interested in becoming a member, please complete the Sick Leave Bank membership application form on the Comal ISD website under Human Resources/Benefits. All employees are encouraged to read the Sick Leave Bank Policy before enrolling. The Membership Application Form must be returned to Glenna Miranda, Employee Benefits Coordinator, no later than Tuesday, October 31, 2017.
Please note the following items before completing the application for membership:
- If you are currently a member of the sick leave bank, it is NOT necessary to complete another membership application.
- To be eligible for membership, an employee MUST BE employed with the District at least one year BY October 31, 2017.
- Must contribute two days of earned local sick leave to the sick leave bank. (State personal leave may not be contributed).
- Employee must have five full days of EARNED state personal and/or local sick leave remaining in his or her account after contributing the two days of local sick leave required for membership.
- A member of the sick leave bank must have a catastrophic mental or physical illness or injury to withdraw leave from the bank. The illness/injury must be of a serious nature and not a passing disorder or temporary ailment. It must be chronic or debilitating. Examples of illnesses include, but are not limited to: cancer, heart disease, or stroke. For the purpose of withdrawals from the sick leave bank, normal pregnancies and routine surgeries with no serious complications are not considered catastrophic. Determination of catastrophic is based upon the physician’s statement and not based on the financial impact that the loss of days may have on the member.
- An employee requesting to withdraw days from the bank may have his or her sick/personal leave usage audited.
- Leave withdrawn from the bank may only be used for the employee’s personal illness or injury.
- A member of the sick leave bank may withdraw a maximum of 30 days of leave per school year (September 1st through August 31st). The lifetime withdrawal limit is 120 days.
- The allocation of the approved sick leave days will be given to the employee when they return back from leave.

Customer Service Corner
Customer Service- Making Your School a School of Choice
Customer service does in fact play an important role in our schools. We all want to be treated with respect and in a friendly manner. This is the core of effective customer service.
As more and more families shop for schools, first impressions are often the most critical. A friendly voice on the phone, a warm welcome in the school office, and a pleasing aesthetic environment all help a new family make a positive connection with your school.
As often as not, a parent’s decision on where to enroll their child comes down to one thing: how they were treated when they visit the school. Setting high customer service standards and meeting them is just another way to make sure parents continue to make public schools their schools of choice.
When prospective parents visit your school, you want them to see and understand why they are great places for their children. Offer parent tours of your school, allow them to observe classrooms, and provide them with opportunities to talk to teachers and other staff. Share data that shows how students in your schools perform academically. Help parents by offering the “research” they need to decide on a school for their child.
Effective customer service often includes eliminating irritations and distractions.
When a parent’s phone call goes unreturned or a visitor is treated with impatience, irritation can over-shadow the gains made by students on the campus. When the grass in front of the school goes un-mowed, parents can be distracted from the great work happening inside the school.
In today’s world, where school choice is ever increasing, providing good customer service is no longer an option — it’s a must. It’s not an add-on activity that happens every other Friday, but a daily method of professional and courteous interaction with parents, students, fellow employees and visitors. It lays the groundwork for greater involvement from parents and community volunteers and shares the message of excellence happening in our district.
There is power in customer service.
- Following up with people. Recognize the value in simply following up a few days after a contact — to make sure the individual has no other questions and feels good about an outcome.
- Caring about people. Make sure it’s easy for people to find the people who can help. Is contact info on signs, letterhead, e-mails, web sites, voice-mail greetings, and publications clear and easy to follow?
- Surprising people. Send occasional personal notes or article clippings to parents and others to share good news. Don’t let communications always focus on the negative.
- Meeting people. Don’t let technology build walls between schools and people. Strong personal relationships, built on looking people in the eye, still are the keystones upon which successful communication is built.
