Minnesota 4-H Livestock Quality Assurance Policy
All youth participating as a State Fair 4-H livestock exhibitor in beef, dairy, sheep, swine, poultry, rabbits, meat goat, dairy goat, and llama - alpaca must have completed a livestock quality assurance training in which there are two training options 1) a 3 hour in-person workshop (LQA&E), or 2) a 1 hour on-line training (YQCA). Youth completing either quality assurance training option will receive a certificate of completion.
Nicollet County 4-H members who are unsure if their certification is good for showing in 2024 should email LuAnn at Schlo041@umn.edu.
Reason for Needing the Certification:
Certification is required for Minnesota State Fair grade/age eligible youth prior to their home county fair qualifying show (deadline for certification set by county of enrollment).
The training accommodates multi-levels of learning for all ages. The level of training required is determined by the grade/age of the youth at the time the training takes place.
Counties that have a swine marketing agreement with a packer that requires livestock quality assurance certification may require swine members (grade 3-13) to certify.
Participation in the training will promote responsible care of animals, help youth make informed decisions in animal care, and ensure that 4-H members understand the commitment to providing safe food products to consumers.
Sixth grade 4-Hers who are hoping to win a chance to show an animal at the MN State Fair will need to complete the LQA&E or LQA training. This training on June 4th is free and will provide you three years of certification.

๐ Important 4-H Updates ๐
4-H Community Impact Recognition
Minnesota 4-H recognizes youth who are making a difference in their community and are sharing their story through project(s) and exhibit(s).
Judges at local and state showcases will place a recognition sticker on each exhibit where the 4-Hโer clearly articulates how their efforts made a positive community impact. Exhibitors will be asked, โHas your project made a positive difference in your community? And if so, how?โ
To qualify for community impact recognition, the project should primarily benefit someone or something more than the youth individually or their family. Exhibits and presentations may demonstrate the youthโs community impact efforts through:
- Direct service involves face-to-face interactions with the people, animals or environment being served - such as distributing meals or cleaning up a park.
- Indirect service involves benefiting a cause or group, but there isnโt direct contact with those who benefit - such as fundraising or knitting blankets.
- Advocacy involves researching issues of public interest and then encouraging action or promoting awareness - such as promoting mindfulness practices to a school curriculum committee or collecting water quality data for a community organization.
Cloverbud rule update
The Minnesota 4-H Youth Development Cloverbud policy creates a uniform set of rules for participation to maintain developmental appropriateness and safety for our youngest 4-H members. A rule related to Cloverbuds and animals has been updated.
When Cloverbuds and animals are together at a 4-H program, families may now choose one of two acceptable ways to guide and monitor involvement in non-mounted activities:
The responsible person is in control of the animal with the Cloverbud at their side.
The Cloverbud is in control of the animal with the responsible person at their side to assist or take control of the animal when needed or as directed by staff, volunteers, or show managers.
In the horse project, the second option does not apply to mounted activities. When a Cloverbud is mounted on a horse, the horse must always have a lead line and be under the control of the responsible person.
Cloverbud families may choose either option. Either way, Cloverbud exhibitions will continue to be non-competitive. Complete Cloverbud rules can be found in the Cloverbud information sheet.
๐National/State/Regional Opportunities๐
2024 4-H/FFA crop scouting contest: Form your teams today!
Take on this challenge and form a 4-H/FFA crop scouting team! Teams can be made up of youth in grades 6+ from one or multiple counties.
