A Note from Lisa
Hello, CTE Family!
I am excited to say we are quickly packaging 2020 and wrapping up this unique year. This is typically the midpoint of the school year, but that is not necessarily true for 2020-2021. Whether your first semester is ready to end or just take a pause to spend a couple of weeks celebrating with family and friends, I hope you able to enjoy the little extra sparkle and warm wishes that abound in December.
The 2020 calendar year will come to an end, but much of the work of the 2020-2021 school year is yet to come. Be sure to enjoy time to rest and recuperate over your break to sustain you through the work ahead. I recommend pausing to look back at all we learned in 2020. There have been tremendous challenges, but there have also been moments of triumph and great innovation that have come from the resilience of both individuals and teams. I believe we have learned so much through the trials of this past year and will be the better for it in the years to come!

Remember that we have ongoing leadership support through the "CTE Coffee & Conversation" sessions, where you can collaborate, share best practices, and work through struggles and barriers as well as a CTE Leadership Meeting on January 27th.

This is an opportunity for CTE Leadership to work through local needs in a peer forum. We all need a Professional Learning Network, and CTE Coffee & Conversation meetings provide just that. This began as a COVID-19 support, but has worked so well in our region that we have decided to continue offering it into the future.

There were many new courses (Innovative Courses) introduced last summer that you may want to consider, including as an additional CTE course that can be taught by a SPED-certified teacher called Student to Industry Connection.

Program of Study Document Updates
Revised versions of the approved Statewide Programs of Study framework documents, the Regional Programs of Study at-a-glance document, and the Statewide Programs of Study at-a-glance files are posted to the TEA CTE webpage ((https://tea.texas.gov/academics/college-career-and-military-prep/career-and-technical-education/approved-cte-programs-of-study). The revisions were prompted by an evaluation of the auto-coding system for CTE programs to maintain consistency in reporting for all local education agencies.
Industry-Based Certification Submission Timeline
The Texas Education Agency (TEA) held a series of meetings with an Industry-Based Certification (IBC) advisory committee made up of representation from TWC, THECB, CTE professional organizations, workforce boards, education service centers, and school districts. The purpose of the advisory committee was to assess options related to the next IBC evaluation process (given the impact of COVID-19) and to provide recommendations on any next steps. The advisory committee recommended forgoing the 2020 update to the IBC list for accountability because of pandemic-based disruptions to the workforce boards and the TEA employer partnerships. In lieu of a 2020 update, the committee recommended using this year and next (2020 and 2021) to make improvements to the process with a new list to be released in 2022.
The TEA will accept submissions of recommended industry-based certifications for inclusion in the 2022 Industry-Based Certifications List for Accountability from stakeholders from December 1, 2020, through January 15, 2021. Use the following link to submit a recommendation:

A survey is distributed to a representative sample of employers from each industry sector to determine industry validation.
May-August 2021
Collect contextual data to supplement survey data, conduct workforce engagement public comment period, and final analysis to determine industry value
September-October 2021
Evaluate remaining criteria for IBCs that were determined to be industry-valued
November 2021-January 2022
Public comment period and approval of version 3 of the IBC list used for public school accountability
August 2022

Uniform Grant Guidelines
On August 13, the federal Office of Management and Budget (OMB) published in the Federal Register, an extensive document revising the Uniform Grants Guidance (UGG). These administrative, cost, and audit regulations apply to your Perkins V programs as well as all other federal grant activities. These revisions to the UGG will be incorporated into the Education Department of General Administrative Regulations (EDGAR) and will have a July 1, 2021, effective date for Perkins expenditures.
The revisions cover internal controls on financial management, procurement, performance and budget periods, obligation and liquidation periods, indirect costs, pre-award costs, risk assessments, pass-through responsibilities, and the elimination of non-binding guidance (such as using Perkins funds for meals). Five Texas CSTA chapters (Alamo, Central Texas, DFW, Greater Houston, and Paso Del Norte) are collaborating this year to offer the Texas CSTA Chapters Virtual Conference 2021 on Saturday, February 13, 2021, from 9:00 a.m. to 3:00 p.m. CST.

2020 STEM Video Contest for Middle and High School Students
The 2020 STEM Video Contest, sponsored by State Farm, invites middle school students to describe an engineering career in a self-created video entitled Be An Engineer! High school students are invited to create a fun video around the topic Improving Life in the Future with Artificial Intelligence! Reaching younger kids to share how inspiring STEM paths are will pay off for these students and our community in the long run.
This contest seeks to help fill the Tech Titans STEM resource vault and provide professionals and educators compelling content to use while working with students. Videos will target elementary students, describe a technology or career, and create excitement about its future and how students can play a part in it. Middle school and high school winners in each area will receive $1,000.
This year, submissions will be accepted starting Thursday, October 1, and are due by Friday, January 15. Winners will be announced by March 1, 2021.
If you know any students who are creative, technical, or think video production is in their future, please let them know about this opportunity. If you know any educators, home school groups, or parents who would like an activity for their students, please share the STEM Video Contest. Volunteers, including technical experts, professionals, educators, and video production teams will be needed starting in October to help mentor student teams if they ask for help. Judges are also needed to give feedback to our aspiring producers during an evening set aside for judging in late January/early February 2021. Consider donating some time for this effort or contacting another source to help. Send a note to stem@techtitans.org to sign up for ~5 hours of a time commitment.
