Dear Legislators,
We are grateful for your service to our shared stakeholders and to the State of Texas, and are looking forward to opportunities to collaborate with you on important legislation. Throughout the session we plan to send you short updates to keep you informed on where we stand on important topics and share highlights from across our district.
As a follow up to what we discussed at our legislative day, I want to talk to you for a minute about recapture, and how it is impacting our district.
Lewisville ISD is projected to send $54 million back to the state in recapture this year. At the state level, the annual cost of recapture to taxpayers is higher than ever. The state of Texas will receive $3 billion in recapture from just 160 school districts out of roughly 1,050 across the state. As it currently stands, 10 percent of property taxes from LISD residents will go back to the state this year instead of reinvested into our students' education.
Under the current state funding formula, every $100 addition to our basic allotment would also reduce our recapture payment by nearly $6 million. So while we are not advocating for the complete elimination of recapture, we do believe an increase to the basic allotment will help ALL Texas schools, while at the same time helping districts like ours, which are subject to growing recapture payments.
We know hundreds of bills regarding education will be filed this session, and we truly want to be a resource for you before bills impacting schools are passed. I know each of you wants to be supportive of Texas public education, and I know through the close working relationship we are building we can work together to make this session a great one for Texas schools.

Mark Cuban Visits Lewisville High School's Entrepreneur Class to Speak with Students
Lewisville High School’s INCubator course has been described as a version of the hit television show Shark Tank for young entrepreneurs. So what better way to give students entrepreneurial advice than to hear from a Shark himself – Mark Cuban. Cuban visited LHS and spent nearly two hours with students and staff of the INCubator class, talking about being an entrepreneur while giving advice and life lessons. READ MORE
Dr. Rapp Hears from Young Leaders Through New Student Advisory Groups
To accomplish her focus on community engagement, Dr. Rapp has hosted several events to connect with LISD staff and families, celebrate the culture of our district and communicate regularly with our stakeholders. Initiatives like Lunch with Lori, Staff Solution Groups, Key Communicators, Brand Ambassadors and Supper with the Supt have left Dr. Rapp with more than just a busy schedule, but with a list of opportunities and suggestions she can use as the leader of our district. But one group of stakeholders is perhaps the most excited to be involved in these important conversations - LISD students. READ MORE
Lakeland Elementary Receives Surprise Act of Kindness from Dallas Cowboys, Ashley Homestore, Kendra Scott
Teachers and staff at Lakeland Elementary encourage and spread kindness to each student every day on campus. This time, with the help of Ashley HomeStore, the Dallas Cowboys and Kendra Scott, a special surprise and act of kindness was revealed just for the teachers on Tuesday morning. The entire Lakeland campus, along with members from LISD’s administration, gathered in the school gymnasium for a pep rally and presentation headlined by Dallas Cowboys defensive lineman Neville Gallimore, who revealed that Lakeland was the recipient of Ashley’s Act of Kindness where the teacher’s lounge received a total remodel. Join LISD students, district representatives and community leadership on Monday, Jan. 16 for the 30th annual MLK Day Celebration event, hosted at Lewisville High School beginning at 6 p.m. Winners of the art, essay and photography contests will be honored during the event.
