From our friends at Texas Association of Rural Schools

We are pleased to bring you an important update regarding the landmark progress made in the Texas Legislature on two pivotal bills that will significantly impact the funding of Texas public schools. As we work to fulfill our mission of advocating for equitable funding for small schools across the state, we are thrilled to report that the Texas House of Representatives has passed two critical pieces of legislation: House Bill 2 (HB 2) and Senate Bill 2 (SB 2). These bills will have long-lasting effects on education in Texas, including rural and small school districts, with substantial gains in funding and educational opportunities.

A Historic Day for Texas Education: HB 2 and SB 2

On Wednesday April 16th the Texas House of Representatives spent most of the day focusing on the school funding and then made history by passing HB 2 by a vote of 144-4. The passage of HB2 bill marks a critical turning point in the effort to address the financial disparities facing public schools, especially those in rural communities.

As Chairman Brad Buckley aptly stated, HB 2 represents "landmark funding for Texas public schools." This bill allocates almost $8 billion in new funding to Texas public schools, which will help address long-standing inequities in school finance. Importantly, HB 2 includes key provisions that will directly benefit small and mid-sized districts throughout the state.

Key Provisions of HB 2: A Game-Changer for Small Schools

The passage of HB 2 in the Texas House is a monumental achievement for rural schools. Here are the highlights of this historic bill:

  • Increased Basic Allotment: The basic allotment for school funding will rise to $6,555, with automatic biennial adjustments to keep pace with inflation.
  • Small- and Mid-Size Allotment: One of the most significant aspects of HB 2 is the increase and investment of the small- and mid-size allotment, which addresses that small schools will receive much needed additional revenue. Most districts will see an increase of $500,000 to over $1,000,000 per year over the next two years.
  • Teacher Pay Increases: The bill prioritizes pay raises for experienced teachers, acknowledging their critical role in the classroom.
  • Special Education Funding: HB 2 increases funding for special education, transitioning to an service-based funding model that will better address the needs of students with disabilities.
  • Hold Harmless Provisions: Amendments to HB 2 include restoring hold harmless provisions to ensure that districts are protected from financial losses due to changes in finance formulas.
  • Pre-K Funding: An amendment was added to boost pre-kindergarten funding, further supporting early childhood education.

The House passed HB 2 with overwhelming bipartisan support, achieving a vote of 144-4. It now moves to the Texas Senate for further consideration.

After funding the state schools first, they then moved to the next significant bill SB 2, related to education savings account (ESA) vouchers and after several hours of debate they passed the bill by a vote of 85-63 in the early hours of Thursday April 17th.
