Public Participation at Board Meetings/Petitions to the Board Policy
The Board discussed different options for changing Board policy around public comment during Board of Education meetings.
Some preliminary suggestions:
- Limit the time to 3 minutes per speaker
- Limit the time for public comment on a specific topic
- Set up time for engagement with board members outside of board meetings as an alternative option
- Limiting overall time for public comment to a set time period (i.e., an hour) at the start of the meeting and more time given at the end
- Addressing misinformation during the topic when discussed or during Board report
Two board members will work on a proposal/presentation related to the Board Policy change and present it to the board for a vote at a future meeting.
6th Day Enrollment
We currently have 4,159 students enrolled for 2024-25 compared to 4,369 in 2023-24. The difference of 209 is for various reasons, including people who have moved out of the country, out of state, to private schools, home schooling and other various reasons.
Student movement into the District:
- 89% of our students remained in District
- 15% of students came from Champaign
- Other Illinois schools
USD116 FY25 Budget Discussion
The interim Chief Financial Officer reviewed the 2024-25 budget. Some highlights:
- Property taxes compose 70% of the District’s operating revenues
- The $50,000 TIF I revenue from the City of Urbana will be utilized district-wide for technology
- The Education Fund assumes $850,000 in revenue from energy incentives and credits for the geothermal system that was placed into service at Thomas Paine in August 2023. Additional Inflation Reduction Act solar credits can be expected for FY26
