A little more about this week's agendas
City Council will release proclamations for Older American Month, Building Safety Month, Local Government Week & Historic Preservation Month.
- Following Public Hearings, council will consider use of 353 tax abatement for 421 South Street (demolish/rebuilt garage, complete interior remodel, removal of blight), 417 S. Thompson (commercial storefront remodel, HVAC, plumbing, electrical, interior brick sealing, flooring, roof replacement, windows in NE wall, tuck pointing, awning, removing blight between building, white-box ready for tenant business) & 427 S. Thompson (revised scope replaced 13 windows on front, tuckpoint, concrete footer, steel post, I-beam, replace wood floor displays, paint, landscape, pour patios, screen AC, demo/brace/replace kitchen floor, install vintage lighting).
- Council considers readopting procedures to disclose potential conflicts of interest; & appointment of Jesse Hall to Public Safety Sales Tax Oversight Committee to fill vacancy.
- Agreement with DEP to grant exclusive license to improve, manage & program city property to be known as "Lithia Landing" as a pocket park; vehicle purchase for Water & Refuse Departments [Funding: Water $55,394 & Refuse $47,734].
- Adoption of Social Media Policy that addresses the city's use of social media to provide a platform for a moderated online discussion page. Comments will not be removed based on their opinion or viewpoint, but the City reserves the right to remove comments that are unrelated to the purpose & topical scope of the page, obscene or sexual content or links to same, incitement to imminent lawless action, fighting words, true threats, fraud, defamation, solicitations to commit or speech integral to criminal conduct, information that could reasonably compromise public safety, political campaign positions, apparent spam, bot posts, unduly repetitive, compromise current investigations & police safety, copyrighted materials & a platform to disseminate information which could be designated in advance to not allow comments. Closed session to follow.
Historic Preservation Commission will review administratively approved COA @ 509 Benton Ave. for paint; Commission will consider COAs for various exterior alterations @ 415 St. Louis Ave. & awnings @ 103-105 W. Broadway Ave. Historic Preservation awards will be presented.
Bulky Item Drop-off @ Recycling Center every Saturday, March - December. Accepts furniture, TVs, mattresses, box springs, lamps, carpet, padding, building construction materials, scrap boards, lumber, scrap metal. Does not accept hazardous waste of any kind, tires, rocks, dirt, gravel, bricks, or shingles. Typically there is a fee, but on Saturday 5/11 this service is FREE. We appreciate your patience during a bumpy transition to a single-day curbside refuse collection route.

Your friends & neighbors serving on the city council or school board setting a direction for the next school year. Your favorite local park pavilion. The first responders to a fire, traffic accident or emergency. Law enforcement patrolling your street or county road. The convenience of trash service right at your curb.

- Access control devices have been installed on the doors in the Hall of Waters providing a time log of who is entering the building.
- The Mayor's Prayer Breakfast as always was inspirational & well attended. Special thanks to Mike Boudreaux for taking the lead in planning this event, appreciation to Job Corps, ESHS Choir, Mayor Spohn & local church pastors for their contributions to our spiritual well-being.
- Traffic Alerts - The Railroad will be repairing the Dunbar crossing next week, work continues at QuikTrip & impacts traffic on the ramp between Hwy 69 & 10, traffic will be modified on SKC Ave. between Wabash & Lewis Elementary as the school access is improved. Our summer streetscape improvements are scheduled to start in June.
- Survey crews from GBA are in town preparing for the design of projects on the westside of town under the Safe Streets & Sidewalks Fund; GBA is also designing the Dry Fork Greenway project between the N. Main Street bridge and N Marietta Street bridge.
- The Senior Prom was held on Saturday & it was great fun. I am thinking there will be a few more dances in the future.

Downtown ES literallly drips with history...Rural tourism is believed to stimulate economic growth, development & a sense of community in small towns. Today, ES has revived its tourist industry. The wells are still capped, but the city now quenches a thirsty audience with local wineries & breweries. The heart of downtown is packed with restaurants & shops. On weekends, it's hard to find a parking spot. A conscious effort to resuscitate the heart of ES may have just saved it from dropping off the map. At the very least, it's created one of the cutest little downtowns in the KC area. www.flatlandkc.org
