What's the deal?
Why was Act 77 written?
- To encourage the creativity of school districts to develop and expand hi-quality educational experiences;
- For students to achieve post-secondary readiness by acknowledging individual goals, learning styles, and abilities;
- Increase rates of secondary school completion and postsecondary readiness.
What do school districts need to do?
- Identify and support students who need help, identify ways students would benefit from flexible pathways;
- Engage every student 7-12 in an ongoing, personalized learning planning process that a) identifies skills, aptitudes, etc; b) includes participation by families; c) guides decisions about course offerings & experiences; d) is documented by a PLP.
- Create opportunities for flexible pathways that a) encourage postsecondary ed; b) are a part of a student's PLP; c) include WBL, applied learning, virtual and blended learning, dual enrollment, early college, HSCP, adult diploma and GED.
- Provide students with career development resources.
Dual Enrollment
What is Dual Enrollment?
- College courses offered on college campus or in the high school.
- May include online college classes.
- Must be included in student's PLP
Who is eligible for dual enrollment?
- VT resident who has completed grade 10 but has not yet received a diploma
- Student must be enrolled in VT public school or CTE center
- Or an independent school approved as the HS for that student's town
- Or in High School Completion Program
- Or is a Home Study student
- The school has determined that student is prepared to be successful in DE
- Students may take up to TWO dual enrollment courses
What are the rights/responsibilities of the post-secondary institutions?
- Retain authority to determine course content
- Work with the HS to select and evaluate instructors
- Maintain a record/transcript for each student
- Collect and send data related to student participation and success to HS, AOE, and VSAC
- Shall accept as full payment predetermined tuition
What are the rights/responsibilities of the high schools?
- Provide access for eligible students
- Accept post-secondary credit awarded
- Collect enrollment data
- Provide support for participating students
