New KISD Police Officers Sworn in at Board Meeting
Nine police cadets were sworn in as officers with the KISD Police Department by Chief Erik Hydorn at Tuesday's board meeting. The new officers — Gabriela Gomez, Renee Harris, Jasmin Kirkland, Wallata Madison, Ricardo Mendoza, Andrew Murphy, Carol Rosado, Daniel Rozier and LaDaisha Smith — are the district’s second cohort of graduates from the Central Texas College Police Academy. Another cohort is expected to graduate in December.
Honors & Recognitions - TEPSA Student Leadership Award
The student councils from Montague Village Elementary and Reeces Creek Elementary were recently awarded the prestigious Student Leadership Award by the Texas Elementary Principals and Supervisors Association (TEPSA) for their exemplary work during the 2023-2024 school year. The award recognizes student leadership teams that exemplify remarkable leadership qualities, dedication to their schools, and a commitment to making a positive difference in their communities.
Accepting recognition on behalf of Montague Village was Tyson Youvella, counselor Stephanie Crockett and principal Natalie Cue. Accepting for Reeces Creek was Blakely Mullins and Aecy Burkhart.
KISD Earns Top Rating on Fiscal Accountability Review for 22nd Straight Year
Killeen ISD has earned a “Superior Achievement” rating on the annual state fiscal accountability review for the 22nd year in a row.
Kallen Vaden, the district’s chief financial officer, shared with trustees results from the 2024 School FIRST (Financial Integrity Rating System of Texas) Report required by the Texas Administrative Code.
The 2024 rating is based on data from the 2022-2023 school year and evaluates school districts on 21 indicators, including the findings of external auditors, cash on-hand, debt and staffing levels. Using the 21 indicators, school districts are scored on a 100-point scale. Killeen ISD received all 100 possible points.
Since the rating system began in 2002, the district has always achieved the highest rating with a perfect score of 100.
“This is something to be proud of,” Vaden said. “This recognition highlights our commitment to transparency, accountability, and excellence in financial practices. We know that sound financial management is essential to our mission and achieving our long-term goals. I want to thank our dedicated team for their hard work and diligence, which enables us to consistently achieve top ratings under the FIRST reporting metrics.”

As part of National Principal Month celebrations, trustees recognized the newest principals in Killeen ISD. The group of nine includes several with longstanding ties to the district, many who attended KISD schools themselves and a few who are new to the area but not to education. These leaders all share a strong commitment to guide their schools with excellence and a strong commitment to student success. Principals new to their campuses include:

Trustees Approve Construction Manager for Potential Renovation Project
At Tuesday's meeting, trustees took the next step in a potential renovation project that started last year with the purchase of the former Teleperformance building located at 777 Twin Creeks Dr. in Killeen.
The 130,000 square foot office space on a 33.9-acre site was purchased for about $4 million – about $30 per square foot – with the intent of consolidating KISD departments that are currently spread across the district in four different locations.
Adam Rich, assistant superintendent for facility services, informed trustees that the cost of owning and maintaining a newly renovated facility is significantly lower than the ongoing maintenance and unexpected repairs often required for aging buildings. This project would enable the district to repurpose or sell three facilities – two that are over 70 years old and one that is approaching 50 years old.
On Tuesday, the Board approved Bartlett Cocke General Contractors as the construction manager at-risk (CMAR) for the renovation project. The decision commits the district to $35,000, the pre-construction service fees that are only paid if the district does not move forward with construction.
The total estimated cost for the renovation project is $39.7 million, which includes architecture and engineering fees, construction costs, furniture, fixtures, equipment, project contingencies and permitting fees.
Rich shared that while the roof and HVAC systems will require replacement at the Twin Creeks site, much of the existing building's core infrastructure, like the kitchen, restrooms, electrical and mechanical rooms, will remain in their existing locations. This will significantly reduce the cost of construction.
Other benefits to consolidating the district's departments to a true centralized location is that it will reduce travel time between facilities for district personnel and will provide the public with a better customer service experience as they can address their needs within the district in a single, convenient location.
Trustees also reviewed schematic design plans from Huckabee Architects and provided input on what they would hope to see in a new administration building. They recommended that KISD administrators visit other district facilities in comparable school districts to see what's possible and learn from their experience building a large admin facility.
Rich will continue to fine-tune design plans with Huckabee and said he plans to bring a Guaranteed Maximum Price contract to the Board in spring 2025. If the Board moves forward with the renovation project, the expected completion date is July 2026.
