Publish the 2024-25 Budget Notice Hearing and Revenue Neutral Tax Rate Notice Hearing (10.1)
Amy Drogemeier, Executive Director of Business and Finance, presented the timeline for the annual budget process and corresponding information related to the 2024-25 Budget.
During the 2021 Kansas legislative session, SB13 and HB2104 were enacted – creating the Revenue Neutral Rate (RNR) that establishes the local county's calculation and communication of the RNR. Johnson and Miami Counties calculated the Gardner Edgerton School District's 2024-2025 RNR at a mill rate of 55.885.
As a result, during the Regular Meeting of the Board of Education on July 15, 2024, USD 231 approved the Notice of Intent to Exceed the RNR by 5.837 mills (total 61.722 mills). As presented at the August 12, 2024, Regular Meeting of the Board of Education, USD 231’s final total proposed mill rate is 60.208 for the 2025 tax year - a 1.514 mill decrease over last year. This proposed mill rate represents the twelfth year in a row that our mill rate has decreased and an overall decrease of 22.387 mills since 2012, ensuring that USD 231 remains focused on responsible stewardship of public funds.
Of the 60.208 mills proposed for the 2024-25 Budget, only 35.140 mills may be utilized for general operating expenses such as salaries, benefits, utilities, and curriculum. The remaining mills satisfy other district expenses focused on property and debt service (bond) obligations.
The public hearing for the RNR and the 2024-25 Budget will be held on September 9, 2024, at 6:00 p.m. at the Administrative Offices – 231 E. Madison Street.
