HPS Community Update
February 13, 2025
Dear Holliston Public Schools Parents, Guardians, Staff, and Students:
As shared previously, the mission of the Holliston Public Schools is, “To collaboratively create a safe environment that empowers all learners, through innovative teaching and learning, to be lifelong, active, inclusive global citizens.” As we have always done, we are committed to continuing the work we began with our 2022-2027 HPS Strategic Plan to provide a safe and supportive environment for all members of the HPS School Community. As educators and school leaders, we want to reassure you of one important truth: you are safe, valued, and cared for in our school. We value every student at HPS and support the right for all children to have equal access to public education, regardless of their immigration, LGBTQIA+, or any other status or identity.
Our Holliston Public Schools staff are deeply committed to creating an environment where everyone feels secure and supported. From the moment you step onto our campuses or enter our buildings, our priority is your well-being—emotionally, physically, and academically. We work tirelessly to maintain a positive and inclusive atmosphere where every student can learn and thrive.
The Family Educational Rights and Practices Act (FERPA) is still being upheld in our schools. We will continue to ensure that all HPS students have access to their educational programs and are welcome and safe at school each day. I am sharing some information received from the MA Office of the Attorney General, which provides Guidance Regarding K-12 Schools' Obligations to Protect Students and their Information We have also received communication from MA DESE titled Supporting All Students, Including LGBTQ Students, reminding everyone that DESE’s “Educational Vision remains unchanged. In its simplest form, it is to create a public education system where every student is seen, heard, and valued and where all students have the opportunity to thrive.” Schools must provide equal access to education to all students regardless of race, color, sex, gender identity, religion, national origin, sexual orientation, disability, or immigration status.
At this time, we believe it is highly unlikely the Immigration, Customs and Enforcement (ICE) or any other agency will visit our schools. However, we have provided clear steps for our staff and faculty to follow if that happens. Some responses to questions we have received are below:
Does HPS ask about immigration status? No, HPS does not require families to disclose immigration status. All students have the right to a free public education.
Does HPS coordinate with ICE? No, HPS does not coordinate with ICE or any federal immigration agency. Our priority is a safe and supportive learning environment.
Will HPS share student records with ICE? HPS follows FERPA, protecting student records. Information is not shared without legal authority (e.g., a judicial warrant), and parents are notified unless prohibited by law.
Will ICE be allowed in HPS facilities? ICE cannot enter schools without a judicial warrant. Staff refer law enforcement to the superintendent or designee and notify legal counsel immediately. We will notify parents/guardians first before complying unless there’s an exception to the notification rule. We encourage you to update your contact information in an emergency by contacting your child's school.
Supporting LGBTQ+ Students in Holliston Public Schools:
Are LGBTQ+ students in HPS protected by law? Yes, Massachusetts law prohibits discrimination in public schools based on race, color, sex, gender identity, religion, national origin, or sexual orientation. Schools must provide a safe and supportive environment for all students.
Do federal orders impact LGBTQ+ student protections at HPS currently? No, Massachusetts law remains unchanged, and MA schools are still required to uphold protections for all students, including transgender and nonbinary students.
Why does LGBTQ+ student support at HPS matter? Inclusive policies and affirming practices improve students’ mental health, academic success, and well-being.
For additional information and resources, we have created a website at https://www.holliston.k12.ma.us/about/immigration-rights-and-resources. We will update this page as we receive new guidance, and I will do my best to send out any additional updates.
We recognize that challenges can arise, whether within or outside the classroom. Please remember that you are never alone. If you have any immediate concerns, please do not hesitate to reach out to a school administrator at your child's school or contact my office.
Have a safe, healthy, and enjoyable February break!
Warm regards,
Dr. Susan Kustka
Superintendent of Schools
