Tentative Budget for 2021-22
The tentative budget for the 2021-22 fiscal year was presented by Diana McCluskey, Chief School Business Official. The Board is scheduled to vote on its adoption at the next Board meeting on September 8, 2021. School Districts must adopt a budget by the end of the first quarter of the fiscal year (by September 30).
Highlights of the budgeting process included:
A three-year look back at trends within specific budgets and meetings with each departmental leader to ensure District initiatives are supported.
A continued focus on Health-Life Safety projects which led to Life Safety bonds being sold in 2020 for $15 million. The District spent roughly $6 million on health-life safety projects in 2020-21 and expects to spend the rest of the money this year.

Possible Extension of Downtown TIF
Reid Ottesen, Village Manager of Palatine, Jim Schwantz, Mayor, and Paul Mehring, Finance Director, were in attendance to provide the District 15 Board with the history of Tax Increment Financing (TIF) within D15 boundaries. Specifically, Mr. Ottesen discussed details regarding the Downtown Palatine TIF scheduled to expire in 2022 and the rationale for the Village of Palatine seeking a proposed extension.

Return to Learn, Reconnect, and Re-Engage Plan for 2021-22
The Return to Learn, Reconnect, and Re-Engage Plan for 2021-22 was presented to the Board. The plan includes “Our Safe 6” layered mitigation efforts as well as our plans to reconnect and re-engage both students and staff during the upcoming year.

Purchase of New Technology Department Building
The District intends to purchase a new Technology Services Department building to be located at 310 W. Colfax, Palatine. The Tech Department has been operating out of the William Tremelling Building at 110 N. Harrison Avenue behind Marion Jordan School for over 15 years.
The Harrison building has approximately 2,500 square footage of usable office space. During the past 15 years, the Tech Department has grown by 50% and the District has greatly expanded its use of technology.
The Colfax building is 10,500 square feet, allowing for 4,285 sq. ft of office space and 6,215 sq. ft. of warehouse space. The new building will allow Tech to be more efficient by allowing for all offices, equipment and materials to be in one location.
The new Tech building was approved by the Board of Education.
Revised School Calendar
The 2021-2022 Official School Calendar currently has a student non-attendance day on the Gubernatorial Primary Election day, March 15, 2022. The date of the election, however, has changed and will no longer be held on March 15, 2022. Therefore, March 15, 2022 will return to a student attendance day. The revised school calendar was approved by the Board of Education.
Substitute Teacher Rates
Lisa Nuss, Assistant Superintendent for Human Resources, proposed new substitute rates for the 2021-22 school year. District 15 has experienced an ongoing need for substitute teachers due to the need to provide professional development to our certified staff. Additionally, the COVID-19 pandemic has negatively impacted our available substitute pool. While we continue to work on other recruitment efforts, the administration is recommending an increase to our daily substitute teacher pay rate. The $15 daily increase will make us more competitive with districts in the surrounding areas. The Board approved the increased substitute rate to $125.00 per day.

One-five Foundation (Board Member James Taylor)

Finance Committee (Board Members Wenda Hunt and Anthony Wang)
The finance committee has a meeting scheduled for August 24.
Equity Committee (Board members Sam Ader and Zubair Khan)
The equity committee has plans to meet in the near future to prepare for the upcoming school year. They will incorporate discussion of the Return to Learn, Reconnect, and Re-Engage with a focus on the achievement gap.
Board Policy Update
The following policies have been updated per administration recommendations: 4:180 Pandemic Preparedness; Management; and Recovery, 7:190 Student Behavior, 8:030 Visitors To and Conduct on School Property.
The suggested policy changes will be considered and brought back for second reading and approval at the September 8, 2021 Board of Education meeting.
