2024 Legislative Session Summary
The 2024 session came to an end on May 20, 2024. It was a shorter session and the focus was not on funding but rather a bonding bill, policy issues, and technical fixes to legislation passed in 2023.
With a large surplus, we were hopeful we would receive additional funding that we could use to positively impact students, possibly by lowering class sizes. However, since the funding was one time dollars, legislators and the Governor exercised caution.
In the end, we did not receive any additional funding that can be spent directly on students. Most of the one-time funds went to fund the READ Act, which is legislation from 2023.
The 2024 legislative session:
Reallocates $35 million (statewide) that was originally approved during the 2023 legislative session. Districts can use this funding as long as it is tied to the READ Act or Literacy Incentive Aid requirements. Uses include curriculum costs, assessment costs, and staff training costs. This funding formula is $39.94 times the number of students served based on the 2023 fall enrollment count. STMA Allocation: approximately $267,438.
Appropriates $31.375 million (statewide) in new funding (FY2025 only) for school districts equal to $36.06 times the number of students served based on the fall 2023 fall enrollment count. These dollars must be spent on READ Act staff training or other purposes but must be agreed upon via a Memorandum of Understanding (MOU) with the exclusive representations of teachers (union) on how this funding will be used. STMA Allocation: approximately $241,458.
READ Act
Minnesota Reading to Ensure Academic Development Act, known as the READ Act, was passed and signed into law by Governor Walz on May 24, 2023. The goal of this legislation is to have every Minnesota child reading at or above grade level every year, beginning in kindergarten, and to support multilingual learners and students receiving special education services in achieving their individualized reading goals.
WHAT IS THE READ ACT?
The READ Act has four main components:
Student Identification Process: Universal screening of students.
Evidence-Based Curriculum: Required use of proven curriculum and intervention materials.
Literacy Training for Staff: Mandatory training for staff involved in reading instruction.
District Literacy Lead: Employment of a district literacy coordinator.
IMPLEMENTATION AT STMA SCHOOLS
Screening: Beginning next school year, all students in kindergarten through grade 3 will be screened using a tool approved by the Minnesota Department of Education (MDE) within the first and last six weeks of the school year. This tool helps identify students who may need additional literacy intervention. Students in grades 4 through 9 who show signs of dyslexia or are not reading at grade level will also be screened with an MDE-approved tool.
Curriculum: All reading instruction and intervention materials must be research-based as defined by Minnesota Statutes. STMA Schools will provide reading interventions through a plan that identifies students’ academic strengths and challenges and emphasizes family engagement.
Training: From July 1, 2024, to July 1, 2026, all staff directly involved in reading instruction must complete literacy training. By July 1, 2027, all other staff who support literacy instruction will also be required to receive this training. This ensures that all staff can help students master phonemic awareness, phonics, vocabulary development, reading fluency, and comprehension.
Literacy Coordinator: STMA Schools has hired a district literacy coordinator to support the implementation of the READ Act. The school will continue to submit its literacy plan and student achievement data to the MDE annually.
PARENT INVOLVEMENT
As a parent, your role is crucial to the success of the READ Act. Here are ways to support your child’s reading development:
Read Together: Spend time reading with your child daily, discuss stories, and ask questions to improve comprehension.
Create a Reading-Friendly Environment: Provide access to a variety of books and create a quiet, comfortable space for reading at home.
Stay Informed: Attend school meetings, conferences, and events related to literacy. Keep in touch with your child’s teacher and be involved in their reading journey.
Be Encouraging: Celebrate your child’s reading achievements and offer positive reinforcement to boost their confidence and motivation.

Introducing Our New Transportation Vendor: Vision STMA
STMA has selected Vision STMA as its new student transportation company for 2024-2025. This transition marks a new chapter in our commitment to meeting the transportation and safety needs of STMA students and families.
Vision STMA has a proven track record of excellence in student transportation, and we are confident Vision STMA will continue the district’s record of outstanding transportation service to our school community.
As we welcome Vision STMA, we also want to express our heartfelt gratitude to Don’s Bus for their long-standing partnership. Their dedication and service have been invaluable, and we wish them all the best in their future endeavors.
In alignment with this transition, we have reorganized district roles and responsibilities to better serve our students and their families. We are pleased to introduce Mr. Chad Englund as our new transportation supervisor. Mr. Englund brings a wealth of knowledge and experience to this role. More communication about these changes will be forthcoming and most families should experience no significant change in transportation services.
Literacy Tips
Tips to Prevent Summer Learning Loss
Summer learning is essential to combat the summer slide. Engaging students of all ages in educational activities during the summer helps prevent learning loss over the long break from school. Below are a few ideas to prevent the summer slide.
Daily Reading Habits: Model daily reading by incorporating a variety of materials such as audiobooks, nursery rhymes, poetry, songs, raps, sports news, planetary facts, recipes, and jokes. Prioritize consistency and the quality of time spent rather than the amount of time. Make learning enjoyable, not a chore.
Make Reading Fun: Identify your child's interests and build on them. If they enjoy fishing, visit the library for books on fishing. Planning a family trip? Listen to an audiobook about your destination. If your child loves baking, find a cookbook and try new recipes together.
Engage in Mathematical Thinking: Use games to promote mathematical thinking and problem-solving. Board games, card games, and puzzles can encourage strategic thinking and build math skills. Make learning relevant and involve the entire family. Create a budget for a trip together, involve everyone in the kitchen for recipe adjustments, or use foam number cubes to create fun math problems.
Incorporate Math Concepts: Incorporate math into daily activities for young children by turning an elevator ride into a counting lesson or asking them to place three red apples in a bag to teach one-to-one correspondence. For older children, practice basic math facts with a regular deck of playing cards.
Visit the Library: Regular trips to the St. Michael Library can keep your child engaged with new books and resources, fostering a love for reading and continuous learning.

Robotics Binary Battalion
The STMA Robotics team Binary Battalion was recognized by the Board for achieving fifth in the world at their Championship Event in Houston Texas in April. The students were presented with a certificate.

STMA seniors Sophia Apold, Audrey Kanu, and Viktoryia Kotava were recognized by the board for receiving American Visions Awards for art.
