Adoption of Consent Agenda Items
The Governing Board voted to accept the consent agenda items. Items listed under the consent agenda motion are considered to be a regular course of procedure and are acted on by the Board of Trustees in one motion.
There is no discussion of these items prior to the Board vote unless a member of the Board, staff, or the public requests specific items be discussed and/or removed from the agenda. It is understood that the administration recommends approval on all consent items. Each item on the consent agenda approved by the Board of Trustees shall be deemed to have been considered in full and adopted as recommended.

The Governing Board approved the revised Personnel Report as part of the Consent Agenda.The attached updated Personnel Report reflects corrections to errors found in the reports dated March 6, 2025, and May 15, 2025.

The Governing Board approved the revised Board Bylaws, 9320: Meetings and Notices, and 9323: Meeting Conduct, as part of the Consent Agenda. One of the Governing Board's roles is to ensure that District Board policies are reviewed, added, removed, and kept up to date to keep the District legally compliant.
On May 1, 2025, the Governing Board approved changing the start time of the 2025–26 Governing Board meetings to 6:30 p.m. The following two Board Bylaws have been updated to reflect this change.

Personnel: Certificated Hourly, Daily, and Substitute Pay and Stipend Rates
The Governing Board approved the revised Certificated Hourly, Daily, and Substitute Pay and Stipend Rates for the 2025-26 school year, as part of the Consent Agenda. As part of Cambrian’s continued commitment to fiscal responsibility under the Fiscal Stability Plan, the Certificated Hourly, Daily, and Substitute Pay and Stipend Rates have been updated in accordance with the changes approved on February 6, 2025.

Contract Agreement: Parker & Covert - Bond and Facilities Legal Services 2025-27
The Governing Board approved the renewal of the services agreement with Parker & Covert as part of the Consent Agenda. The Cambrian School District wishes to renew the legal services of Parker and Covert LLP. Parker and Covert has been providing bond and facilities legal support to the Cambrian School District for over 20 years, supporting the District through three bond construction programs. Despite the inherent risk of legal disputes in construction, Cambrian SD has not been presented with even a single instance of litigation or contractor claims, largely due to the legal team's prompt and expert assistance in conflict resolution.

The Governing Board acknowledged the Memorandum of Understanding between the Cambrian School District and the Cambrian District Teachers' Association as part of the Consent Agenda.The Cambrian School District and the Cambrian District Teachers' Association wish to enter into a Memorandum of Understanding regarding Preschool caseloads and class sessions.

Personnel: MOU: CDTA & CSD - Back to School Nights and Open House
The Governing Board acknowledged the Memorandum of Understanding between the Cambrian School District and the Cambrian District Teachers' Association as part of the Consent Agenda. The Cambrian School District and the Cambrian District Teachers' Association wish to enter into a Memorandum of Understanding in regards to adjusted schedules for Back to School Nights and Open Houses.

The Governing Board acknowledged the Memorandum of Understanding between the Cambrian School District and the California School Employees Association, Chapter 641, as part of the Consent Agenda. The Cambrian School District and the California School Employees Association, Chapter 641, enter into a Memorandum of Understanding regarding the health benefits cap.

Personnel: New Job Description: Mental Health Therapist (Classified Position)
The Governing Board approved the new job description of the Coordinator of Student Support Services and add the position to the Classified Salary Schedule. As part of Cambrian’s ongoing efforts to better meet the diverse needs of our students, staff is proposing a new job description for a Mental Health Therapist.
The Licensed Mental Health Therapist will provide counseling services that address the emotional and behavioral needs of students to support their academic success and work closely with school staff and district personnel to promote positive student outcomes.
The proposed position is under the direction of the Coordinator of Student Services and the Director of Special Education, and is to be placed on the Classified Salary Schedule.

Local Control and Accountability Plan - PUBLIC HEARING
As required by Education Codes 42103, 42127, and 52062, the Governing Board of Cambrian School District held a public hearing to solicit public comment on the 2025-26 Local Control and Accountability Plan and proposed budget of the district, prior to final adoption. This was an opportunity for the public to comment and provide input before the staff brings the Final LCAP for the 2025-26 school year for the Governing Board's approval at the next public meeting on June 17, 2025.
Local Control and Accountability Plan
The Assistant Superintendent of Educational Services, Mr. Linh Nguyen, provided a summary and reflection on the actions per the District’s Local Control Accountability Plan (LCAP). The presented summary outlined the LCAP for the Cambrian School District, as well as the actions and services for improving student outcomes according to the eight priorities set by the state in alignment with the District's Local Control Accountability Plans. This was an opportunity for the Governing Board to discuss and provide input before the staff brings the Final LCAP for the 2025-26 school year for the Governing Board's approval at the next public meeting on June 17, 2025.

Budget: Proposed 2025-26 Budget- PUBLIC HEARING
Ed Code Section 42103 requires districts to hold a public hearing prior to the final adoption of the district's proposed annual budget. Dr. John Pappalardo, Chief Financial Officer, shared an overview of the 2024-25 budget and the three-year projection. This was an opportunity for the Board to discuss the 2025-26 proposed budget and provide input before the staff brings the Final 2025-26 Budget for the Governing Board's approval at the next public meeting on June 17, 2025.

Resolution 24-25-12: Support of Senate Bill 743
The Governing Board approved Resolution 24-25-12 in Support of Senate Bill 743 - The Education Equalization Endowment Act. Senate Bill 743, the "Education Equalization Endowment Act," aims to address school funding disparities in California by creating an education endowment. The bill proposes to use a portion of the state's general fund surplus to provide additional funding for non-basic aid districts, which typically receive less per-pupil funding than those in high-property-tax (basic aid) districts. The goal is to close the gap in per-pupil spending and create a more equitable system where all students, regardless of their location, have access to similar resources.

Next Board Meeting
The next meeting of the Cambrian School Board will be held Tuesday, June 17, 2025 at 7 p.m. Meetings are held in person at the Professional Development Center located at 4115 Jacksol Drive, San Jose, CA 95124 in Building 7, and can be viewed online as well. Agenda and login information will be available the week of the June 17th meeting. The meeting is open to the public.
