PaTTAN Technology Adventure For Students with Vision & Hearing Needs
Join us for the PaTTAN Technology Adventure for Students with Vision & Hearing Needs -- connecting students, families, education professionals, and assistive technology (AT) representatives at your local PaTTAN office. No need to travel! Are you wondering how to find and pay for assistive technology after graduation? Come explore new technology and chat with vendors, learn about new trends, and ask any questions you may have. Try out the latest assistive technology tools and find what works best for each student. Join our "Q&A" sessions to get the answers to your questions about assistive technology and secondary transition; participate in round table discussions with local transition professionals so you can learn about the supports available for students after graduation, including assistive technology. Don't miss this chance to embark on this adventure, grow your skills, learn, and explore together right in your community. See you there!

The PaTTAN Website Has Changed!
The PaTTAN website has been changed to better align with the mission and vision of the Bureau of Special Education (BSE). Here are some of the BVI changes:
- Most BVI information can be located under Evidence Based Practices
- The "What Is Educational Visual Impairment and "Educational Visual Impairment Eligibility" pages have been combined into Educational Visual Impairment and Eligibility
- The ECC-VI page has additional descriptions for each area that includes links to APH Connect Center pages on the content that include topics such as what it is, how TVI/COMS approach instruction, how instruction can be supported.
- The CVI: A Brain-Based Visual Impairment page has new information and listed resources in the areas of CVI Assessment, CVI websites, CVI books and publications, PaTTAN Trainings on CVI, e-Learning Opportunities on CVI, and Position Papers on CVI.
- The new page Supports for Educators Serving Students with VI has PaTTAN BVI trainings and supports listed that will help Attract, Prepare, and Retain (APR) TVI and COMS in PA.
- The Pennsylvania Advisory Committee for the Education of Students who are Blind or Visually Impaired (PACES-BVI) can be located under "Collaborative Partnerships"

Overbrook School for the Blind (OSB) AmeriCorps: Next Step Skills!
Next Step Skills is a virtual mentorship and work-readiness program for blind and visually-impaired students in Pennsylvania ages 14-24. Sign up for our next information session on November 20th at 5:00pm on this Google Form.
OSB AmeriCorps offers five Next Steps Skills sessions per year, each with a unique theme surrounding independence and work-readiness. We facilitate weekly virtual workshops and social activities. Students will also receive weekly, one-on-one mentoring. All AmeriCorps members and the students they serve are close in age and share the experience of living with visual impairments. This creates especially powerful near-peer mentoring relationships.

It's that Time of Year - Assessment, 504s, & IEPs Oh My!
Answering Special Considerations for Students Who Are Blind or Visually Impaired
This publication addresses how the Learning Media Assessment is used to help individualized education program (IEP) teams when developing IEPs for students who are blind or visually impaired.
Teacher Desk Reference: Chapter 15/Section 504 Services
This Teachers’ Desk Reference defines the legal requirements for Chapter 15/Section 504 services, explains how students are determined eligible for Chapter 15/Section 504 services, and describes the teacher’s role in educating students who receive these services.
PaTTAN IEP Development Resources
- Annotated IEP: This annotated document provides guidance on the development of the Individual Education Program and includes guidance pertaining to the October 2020 revision to Act 26 related to postsecondary transition. Note: The annotated IEP was reformatted on June 14, 2021. Features were added to enhance navigation, search capabilities, and previewing individual sections. The content did not change. Users may select the “Interactive Annotated IEP” or the “ADA Compliant Annotated IEP.” Locate Special Considerations: Blindness/Visual Impairment on page 17.
- Annotated IEP Companion Checklist: The purpose of this document is to support the participation, development, and implementation of an Individualized Education Program (IEP). Each section provides questions to help guide discussion. Utilize the IEP Planning Notes column to support your planning and participation for an upcoming IEP meeting.
- Teacher Desk Reference: Preparing for IEP Meeting: Teachers are integral members of the Individualized Education Program (IEP)team and may be responsible to lead activities related to planning and gathering information for the IEP meeting. This Teachers’ Desk Reference provides information to assist teachers in following established timelines and procedures. This publication also offers tips to help teachers organize preparation tasks that result in sound IEPs that meet state and federal regulations.
- BSE/OVR - Inviting OVR to the IEP Meeting: This BSE/OVR MOU publication details the LEA's responsibilities and OVR's responsibilities when the LEA invites OVR to the IEP meeting.
Writing Effective IEP Goals: Central to the creation of the Individualized Education Program (IEP) by the IEP team, is development of measurable annual goals, which are based on a student’s current levels of academic and functional performance, and which should align to and reference the Pennsylvania standards. This publication focuses on the components of a well-written measurable annual goal.
Formative Assessment: Monitoring the Progress of Students with IEPs - Progress monitoring is the ongoing process of collecting and analyzing data to determine student progress toward attainment of educational goals. This fact sheet outlines the seven steps of progress monitoring.

Reminder: LAMP
Did you know that the United States National Library Service (NLS) provides additional supports to individuals with disabilities? Pennsylvania’s program is called the Library of Accessible Media for Pennsylvanians or “LAMP”. Registration is free!
Reminder and Tip: Federal Quota Permission Form
Do you have students whose parents have not signed the FQ parent permission? If so, provide information to the family about Federal Quota. If interested, have them sign the Federal Quota Parent Permission. For a quick turn around take it the IEP meeting, or if the COMS drops the student at home after a lesson, ask him/her to take and get signature.
Reminder: PSSA and Keystone Exams Braille and Large Print Orders
PSSA and Keystone Exam braille and enlarged print orders should be made during the enrollment windows. The PSSA enrollment window is September 30 through October 3. The Spring Keystone enrollment window is December 4-9.
- If a student is using the refreshable braille accommodation, the site still needs to order the student a braille booklet. A booklet and the graphics packet will ship and will serve as references for the student during testing.
- If sites do not order braille during the enrollment window, they need to order braille no later than 6 weeks prior to the start of a testing window. If it is ordered closer to the testing window, American Printing House will do its best to provide a printed booklet as quickly as possible, but there is no guarantee on how long printing may take.
- As a reminder all braille booklets will be kitted with a standard print booklet for transcription along with any special instructions.
- Enlarged print booklets also require transcription into a standard print booklet.
- For more details on allowable accommodations, see the Accommodations Guidelines (pa.gov).

PaTTAN will not be offering the HELIX conference this fall. We are working on something new but can't spill the beans just yet. Look for more details in the 2024-25 school year.
Sibshop Facilitator Certification Training
Sibshop Facilitator Certification. The primary goal is to train new Sibshop facilitators and administrators—adult sibs, service providers, parents and others who want to learn how to run a local Sibshop. During the Sibshop training, participants will explore sibs’ life-long concerns, learn how to organize a local Sibshop, and experience what Sibshops are all about as they join presenters and local young siblings for a Demonstration Sibshop. Upon completion of the training, participants are considered “first-generation” Sibshop trainees and may provide and facilitate their own Sibshop. Customized Professional Development and Technical Assistance Requests

The Attract-Prepare-Retain (APR) Mentoring Project
The Pennsylvania Bureau of Special Education (BSE), in collaboration with the Pennsylvania Training and Technical Assistance Network (PaTTAN) is sponsoring a year-long opportunity for early career (three years or less) special education teachers, teachers of the deaf, teachers of the visually impaired, special education administrators, and school psychologists to benefit from the knowledge and expertise of special education professionals with five or more years of experience. The application for mentees is currently open. Learn more on the APR website.

Call for Papers - 2025 Penn-Del AER Conference - Harrisburg, PA April 30-May 2, 2025
The Penn-Del AER Chapter is pleased to present the Call for Concurrent Session Presenters and Call for Poster Presenters for the 2025 Penn-Del AER Conference. They invite you to submit a proposal. The conference will be held in-person in Harrisburg. The theme for the 2025 conference is “Sharing our Stories and Continuing Our Legacy.” We encourage all education and related service professionals to share their expertise by presenting their fresh ideas, innovative insights, successful programs, or research results at this well-respected annual event.

Signal Savvy: Addressing Actuation and Signals
Bonnie Dodson-Burk will kick off our COMS networking for the 2024-2025 school year by covering different types of actuation and pedestrian pushbuttons. The first 60 minutes will feature a presentation on various types of vehicular and pedestrian actuation devices you may encounter while instructing students in different environments. The event will conclude with 30 minutes of networking, open discussion, and questions. This format will be followed for all subsequent sessions.
